Plan to revive estates

WIDER schemes to revive bad estates are to be announced today, with measures for mixed private and social housing.

David Miliband, the Minister for Local Government and Communities, will tell the conference of the National Housing Federation, which represents housing associations, that “decent communities are as much about people as about buildings” and call for tougher action to combat antisocial behaviour through ASBOs and eviction orders. He will call for housing managers to put the law to work “on the side of the silent majority of decent tenants who want to live their life in peace ”. The moves are also intended to attract homeowners to deprived areas.

“Changing expectations and norms can be done,” Mr Miliband will tell the conference in Birmingham. “It requires housing associations and local authorities to give it priority.” He will emphasise the need to prevent antisocial behaviour, through use of wardens, neighbourhood managers, youth facilities and childcare.

New schemes for mixed- tenure housing in deprived areas will be announced, with new shops, sports and entertainment facilities.
