| The deregulation of gaming would make Hemmings, 68, very happy. His Leisure Parcs operation has plans for six casinos and a hotel in Blackpool. His TGH Group has nearly £100m net assets. Other interests include a £153m stake in the Scottish & Newcastle brewery and a £71m stake in Arena Leisure. He bought Blackpool Tower in 1998 for £74m and the Littlewoods pools business for £161m in 2000 and has a pub estate worth £100m. Hemmings is worth £700m now and could reach £1 billion if his own gamble pays off.
