How many murders of Bulgarian politicians would it take to get the European Commission to publish a truly critical report?
Yesterday’s “progress statement” on Bulgaria and Romania – which reveals just how little progress they have made on corruption and criminality – is remarkable for its deliberate mildness. Franco Frattini, Justice and Security Commissioner, while noting “high-level corruption” in both countries, said that it was not a “blaming and shaming exercise”. The Commission had made a political decision to strike a balance between citing problems and encouraging the pair, he said.
This is an astounding statement, given the catalogue of criminality, particularly in Bulgaria’s case. It shows the European Union’s dilemma at its most stark. The EU admitted the two countries, the poorest in the Union, and the most troubled by their legacy of Communism, before they were ready in any ordinary sense of the word. Now that they are in, and inching forward (if at all) towards the standards the EU requires of its members, what can it do about it?
Not much, is the answer. It is threatening to withhold money, which would certainly sting, but would make reforms even slower. But the possible sanction of putting the courts outside the EU system seems toothless, given how small a part they play in national life.
Romania is the more cheery case, if you reckon that mere corruption is preferable to Bulgaria’s ceaseless saga of murders of prominent figures. Its judges are paid too little to be deaf to bribery, and its courts “prevaricate” in prosecuting the powerful. The Commission spots some progress, such as a constitutional amendment on judicial independence. But Romania has not implemented this yet and at this point, the Commission’s tone of deliberate patience becomes incredible. Where does it find its indulgence for Romania’s “National Integrity Agency”? Throughout membership talks, Romania said the right things, but did very few, and that is still the case.
But Bulgaria is the shocker: more than 155 contract killings in public since 2000, according to interior ministry figures. To be rich, to be in politics, to be president of the Lokomotiv Plovdiv football club – all these have been repeatedly shown to be lethal. The Commission expresses “great concern” over the killing of local politicians this year, and the lack of prosecution or conviction.
Indeed. In muting its own criticism, it has done Bulgaria, and the EU, no favours.

About Bulgaria, I suggest visiting, and seeing for yourself. Just walk around the streets of Sofia, for example. What is really noticeable is how the people act: they are palpably fearful.
The fear is not due to the predations of individual criminals (which can occur in some areas of almost any country). In Bulgaria, people fear the state. Because, fundamentally, Bulgaria does not operate under the rule of law. It operates under what anthropologists call the "rule of big men". The contract murders are just one sign of that.

I think It is very easy to spit on Romania and Bulgaria, but what about the corruption , killings and crimes in the "oldest" EU countries? Is there less important as it is in the "new" countries? Just wait and see, progress needs time, Portugal was the poorest west country (and maybe still is) and someday Romania will have a stronger economy!

Well said. It makes a total mockery of EU membership. How can we feel proud of belonging to a United Europe when they behave like this? It makes us all feel just that bit more cynical. This is politics at it's lowest.

Dear Sirs,
First of all- I am tired of reading about Bulgaria and Romania being the poorest members of the EU- they are for the time being poor, but things do change.
Take a look back at the accession of Ireland. What was the economic situation in Ireland back then? Wasn't Ireland the poorest EU member state and how did things turn? Surprisingly for many, Ireland made it.
Secondly, I would like to take Italy as an example for contract killings in public. Do you actually know how things work down there in Naples and how many people get killed on the streets every day? And all this, even though Italy is a founding member...
Bulgaria faces problems, but NO, Bulgaria has nothing to do with communists anymore!
Bulgaria is the oldest European State and communism played a part in the country's life for only 50 years.
And the accession to the EU is a contract, based on a MUTUAL interest, meaning that the EU and the UK get their benefits from us for sure.

It was a huge personal disappointment for me to see what happened with the romanian project of the national agency for integrity. this project could have represented a great progress for romanian politics but the dilluted version that was finally approved by the parliament shows nothing but our politicians lack of any sort of will to stop gaining illegal wealth. unfortunatelly, the public opinian in romania is more eager to get good grades from the EC than to get the problems solved. i think you are right in your claims but on the other hand, all political approvals for candiditade countries and latecommers in the UE have always been mild as some sort incentives to continue the reforms. these reports are first of all political statement and only on a secondary level, real evaluations.
