We need our MPs to be not only honest but also effective in raising our concerns and scrutinising the Government. The former has obviously got the most attention with the expenses row. But the latter is crucial if confidence in Parliament is to be revived. That is why this morning’s report, “Rebuilding the House” from a special Commons reform committee, chaired by Tony Wright, matters.
This is not about becoming the US Congress, or replacing representative democracy with direct participation. The aim is to enhance the control of MPs over their agenda and to increase the ability of the public to raise issues, within the constraints of the Government arranging its business. By these standards, the Wright report deserves at least two cheers for recommending more democratic election of select committee chairmen (by the whole House) and of members (by party groups).
A new Backbench Business Committee, elected by all MPs, would allocate non-ministerial business to give more chances to select committees and backbenchers. A new House Business Committee might also address frequently heard complaints over inadequate and hurried scrutiny of bills at report stage. Prime Minister’s Questions might be shifted to Thursday afternoon.
The report is too cautious on public involvement, though it seeks to revive stalled talks on electronic petitions. Far more radical thinking is needed on giving voters the power to have issues debated by MPs and to influence draft bills.
Harriet Harman must now ensure that the package is debated and voted on rapidly so that the changes can take effect from the start of the new Parliament, But, as Sir George Young, Shadow Leader of the Commons, said: “This is just the start of a long-overdue process.”
