It is eight years since Nato halted Slobodan Milosevic’s persecution of Kosovo’s ethnic Albanians, in an onslaught that emptied and torched villages, killed about 100,000 and forced almost a million to flee. Returning Albanians turned on their persecutors, killing 1,000 Kosovan Serbs; 200,000 left the province, never to return. Kosovo became a UN protectorate, administered and policed by foreigners, including a 17,000strong Nato contingent whose thankless job has been to hold the ring between two embittered communities, 90 per cent of them Albanian and 10 per cent Serb.
Morally, the Albanians have a strong case for full independence — provided that the Serbs among them are properly protected from physical danger and economic discrimination. Legally, Kosovo is a province of Serbia, which argues that to give the territory independence would be an attack on Serbia’s territorial integrity, and thus a violation of the UN Charter.
Politically, the vital thing is to prevent Kosovo, where ancestral memories of conflict reach deep into medieval history, from becoming, once again, the tinder-box of the Balkans. So the UN and Nato put Kosovo’s future on hold until a compromise could be reached that all parties were prepared to accept.
The idea was reasonable; but because compromise is not a word in the Albanian and Serbian vocabularies, it was not feasible. Eight years on the remaining Serbs, heavily dependent on subsidies from Belgrade, live in segregated enclaves, protected by Nato troops, from which most do not dare to emerge. Continued assaults on their ancient churches intensify their fears for the future. The Albanians retort that the Serbs cut themselves off by choice, dealing only with Belgrade, and that they should blame Mr Milosevic, not their Albanian compatriots, for their present plight. The risk of conflict is almost as high as it was when Kosovo was taken under Nato’s wing.
Doing nothing is no longer an option. Kosovo could erupt if Albanian demands continue to be shunted into the “too difficult” file; meanwhile, much of Western Europe quietly hopes the remaining Serbs will ethnically cleanse themselves.
On behalf of the UN, Martti Ahtisaari, the former Finnish President and a veteran of Balkan negotiations, has come up with a plan for a form of Kosovan independence, supervised by the EU. The word does not appear, but Kosovo would have the trappings of statehood, including its own army and the right to join international organisations. The plan goes too far for the Serbians and not far enough for the Kosovans. They meet next week in Vienna for supposedly “final negotiations”. No one expects progress. The buck then passes to the Security Council, where Russia could use its veto.
This plan offers Serb communities considerable autonomy. They would be unwise to refuse. But they need better guarantees, equal citizenship and opportunities. An incentive to good faith would be an offer, made now, of EU membership for both Serbia and Kosovo, if they jointly ensure the welfare of all Kosovans. So bold a step would be out of character for the EU. But it could hold the key to a durable Balkan peace.

I totally agree with Iceknight from Podgorica.Maybe readers should be reminded on numbers of Albanians that fled Albania in last century,due to poverty,medieval laws and dictation by Enver Hoxha.They found asylum and civilization on Serbian land Kosovo.Under the pressure by Tito and Albanians themselves many Serbs were pushed to resettle from their homeland.Albanians on Kosovo never contributed to any inland revenue neither they been paying any taxis to the government.However they never said no to benefits and help from Serbian government.Every employee from Serbia had to contribute from their wages to help poor Albanians on Kosovo.Albanians have been multiplying over this period of time.They outnumbered Serbs and they want to make yet another Albania now.Its same as someone came to your house to escape trouble.You friendly offered a room and after period of time that person claims the room is his.No Western country would accept this rule,so why should Serbs.God bless Serbian team.

First of all, the figures are insulting my intelligence. 100.000?! Are you mad! The Serbs are not animals. We are normal people, just like you. Proud, beautiful nation. I wasn't thrilled that Milosevic was president once, but also neighbours had their "bad guys" like Tudjman and Izetbegovic. Albanians had every possible right in former Yugoslavia and later on in Serbia (just to remind Albanians that they couldn't posses vehicle in Albania till 1990!!!) but all that they ever wanted is independence. Serbs lost a lot during 90's and I'm not sure that some countries will be so happy to give an independence to Republic of Srpska and they want to give independence to some province. If someone want to create two Albanian countries in heart of Europe, why don't you let Serbs to create their 2 countries?

Anyone can see now without any doubt that Albanians want to create "Greater Albania" on territories of neighbour countries - Serbia, Macedonia, Montenegro and Greece. This is against every single international law and *real cause of Kosovo conflict*. Kosovo independence will just encourage these militant irredentists to continue their terror campaign.

Seems to me the law is the law, irrespective of history. Splitting Kosovo away from Serbia breaks the law. So either change the law or don't split Kosovo away. In either case, I don't see how the Serbian government could stand by and let the international community split them up. Perhaps Serbia couldn't stop a split - but I wonder if the international community would really be willing to fight a war if they knew the other side intended to fight back this time.

OK Ok. Everyone listen. Serbs look into the past to try and keep kosova only picking dates they like. Why dont we look into the past. Albanians were in kosova thousands of years before the serbs every came into the balkans. Now present day: albanians make up 90% of the population. Serbs committed major attrocities on not just the albainans but many balkan nations. So serbs have no good arguments. The only way to peace is an indenpendent kosova. Tensions will ease with time. Kosovo is part of Serbia and everyone on Serbian territory who is not happy living there is free to go. Albanians are free to go to Albania, US or anywhere they like. The Ahtisaari plan is completely contrary to the basic principles of international law. It is an attack on the territorial integrity of Serbia as an UN member. I suggest that the plan be tested by the UN Security Council request to the International Court of Justice for an advisory opinion before any vote in SC is taken.

I would like times online to justify these numbers and its sources.It is not first time that western countries manipulate with numbers in order to form public opinion directly targeted against Serbs.Can we see the names of all these killed and fleed Albanians.There is no such a document!However there is a clear documentation about killed and fleed Serbs,that West persistantly ignores.Shell I remind you that about 4000 Serbs have been killed in Srebrenica area.How about the number of ordinary people,policeman and soldiers killed on Kosovo by Albanians in last 25years.Also please dont manipulate with word Kosovans.Thats yet another phrase invented by West to describe Albanians.Albanians are albanians,and if they claim independence as Albanians,well slim chances it will pass UN as it will be recognized as their tendency to unite with Albania,however if they claim they are Kosovans chances are much higher.I also have never heard neither know what is moral independence?God bless

PRE-WAR PERIOD: Milosevic took from Kosovo the "autonomy" that theSerbian Government is offering in one day. Virtually all Albanians were thrown out of their jobs, schools and universities were closed, and more than 600,000 Kosovo Albanians were forced by the Serb regime to leave Kosovo and move to Western Europe and US.
WAR PERIOD - yes, 800,000 Albanians were thrown out of their homes in two-month period and 15,000 Albanians were killed by the Serb army and police.
So for obvious reasons Kosovars are not interested to live under Serbian rule, as they are all aware of the consequences. People want to be ruled by themselves.
To those that link Kosovo with the problem in the Northern Ireland: the British Government did not terrorise and throw out half of the population, didn't kill thousands of civilians and you don't have half population of Kosovo willing to be in a union with Serbia, as is the case in Northern Ireland. So, there is no connection or what so ever.

I think multiethnic states in the Ballkans are time bombs.The fact that Serbs cant separate myth from history is one factor which is ridiculous and yet surprisingly powerful.Sure,when looking for a starting point in search of understanding a problem or history of a people,one needs to go as far back as historical records allow you.Serbs builed their national identity on a battle lost to the Turks in 1389, claiming Kosovo theirs since then. What about the Albanians?Albanians are the indigenous people of this region who populated the area before the south slavs settled there in the 7th century.Leaving history aside now,which is crucial in coming to a clear conclusion on the matter at present,Kosovars have a moral case for independence considering the events of the '90s when tens of thousands of them were killed&displaced.Kosovo's case is very specific and it shoud be imposed a specific solution.It is of no use comaparing it to other problematic regions such as Ossetia etc.

If there is need for an apology from someone, than it should first come from Serbian government to the people of Kosovo.
The crimes in the two last decades of twentieth century from Serbian government towards the innocent citizens should not be justified by numbers or by saying that Kosovo is Jerusalem.
If Kosovo is Jerusalem, it is so because of the people who live here and for the people who live here both Albanian and Serb.

I was shocked to see that The Times had reported false information. One hundred thousand Albanians were not killed, nor were there one million refugees. The Times should publicly apologize for this error.
One must also not forget that Albanians and Serbs were killed by the Nato bombs and both groups were fleeing the bombings and the onset of the war, as well, Albanians were also killing Albanians which should also be mentioned in stories like these.

The 'killed 100 000" is obvously a typo, and should be viewed so, though to the Times shame no correction seems to have been printed. The casualty toll has been quite extensively researched and the total deaths are in the region of 10,000, which includes approximately 2000 non-Albanians, mostly Serbian. However 10,000 is a convenient figure "10,000 dead, mostly Albanian" is often slid by propagandists to "10,000 dead Albanians". Indeed, the NATO intervention is often described as 'halting' the Serb attack, when it in fact predated it. Check the BBC online news archive. It does not make any later crimes any less bad, but it is astonishing how many stories - including the Times which takes a firm anti-Serb line - include these convenient rewrites of history. Surely if their case was sound, it would stand up with the facts as they were? Indeed, is the persistent need of the NATO /Albanian side to misrepresent what happened a tacit admission of guilt and wrongdoing?

Hold on a second, you people are arguing whether 10.000 or 1000 albanians died? Does that matters? Crime had happened and it had to be stopped. What I don't understand is that when we lived together we had serbian neighbours and we went along very well and had been friends. But no, it took one psycho man to brainwash so many serbians and fill them with hate, and that man although dead (Milosevoc if you still didn't get it) is still haunting many serbians. I've got many serbian friends in Belgrade who are very open minded people and they believe in human rights. If Kosovo wants to be separated so be it. Would you stay with your partner if they abused you? Of course not. We were partners, but we have been abused for no reason, we need to get on with our lives. The Belgrade side offers a plan of autonomy, also specifically guaranteed in their recent Constitution whereby, members of the autonomous region can vote, hold elections and self-govern themselves in specified areas. A deputy member of the Serbian Assembly cannot also be an elected official in region. Citizens in the autonomous region can participate in the larger poltlical scene; that is, they can be elected to national office, which was demonstrated by the 1 seat won in the last election by the Albanian contingent in Vojvodan. Belgrade has done much to meet the demands of Autonomy. It is the Albanian Muslims (not all Albanians are Muslim and want independence) who have continuously demanded the heart of Serbia, and nothing else. Why the United States wants to establish a Rogue KLA-Muslim State with ties to Iran on Christian soil, is beyound me to understand. As a U.S. citizen, I support a principled solution, not an imposed one for Kosovo-Metohija.

Official report of the Tribunal in Hague are showing that NATO had exhumed 2,108 bodies in Kosovo. Prosecutor Karla Del Ponte was unable to say to whom these bodies belonged, what their ethnicity was, how they died or when they died. Office of the Commissioner of Human Rights for the Council of Europe reported that "some 3700 persons" have gone missing in Kosovo, of which approximately 2750 are ethnic Albanian and 850 Serb, with the remainder belonging to other minorities. If we assume that all 3.700 persons are dead, the conclusion in that 5.800 died in Kosovo conflict (both Serbs and Albanian).
In your report you are using number of 100.000 dead Albanians - fiigures used at the begging of war in propaganda purposes. If you made such a "mistake" at the begging of your article, how could be that belive the rest 99 percent of the content!

It is not the matter of numbers and manipulating them for achieving one side's ends! It is about applying same standards (of decency and civilized world) on all the parties involved. In times of conflicts (whoever is the culprit) the sides involved do play propaganda wars and games, try to manipulate both domestic and international audiences.
But if a durable, just and decent solution is to be found, both sides must agree to a compromise and come out with face, not humiliated. And honest brokering (in such situation) must be based on good will, just intentions and a vision of future. I am afraid that neither side in conflict (Albanians and Serbs), nor the UN special envoy have acted honestly so far. This is why we are still far from reaching a just and durable solution to the Kosovo problem.

We have to remember that the Kosovo is serbian Jerusalem: in few years (1999-2006) the albanians distroyed 150 serbian ortodox churches and monasteries in Kosovo, someone with medieval affrescos of particular artistic value. i believe that the author has over exgagerated somethings such as the number of serbs in kosova, that number we do know and we will never know because they have been manipulated by the serbian regime. I believe it is time for Kosova to be self ruled, as hard as it is to say the UN-MIK has failed in Kosova. First, they have been living in the air while the entire population population was down the earth. however, one thing we want to assure that the only way for peace in balkans is to grant an unconditional independence for Kosova.

I'm not sure where are you getting your figures but how come 200.000serbs left Kosova/o when before the war including serb police (about 40.000) serbs constituted 10% of the population (i.e. approx. 200.000 serbs). There are about 100.000serbs left in Kosova/o today so the abovementioned figures are a bit too pumped up by Serbian government who gives UNHCR figures based on their cadastral fabrications inside Serbia (note: serbian police took all cadastral documents when they left Kosova/o). Also, thanks god (actually thanks to US & NATO), 100.000 people did not get killed in Kosova/o.

As for Serbs they can stay here if they wish, and Ahtisaari deals with them in 2/3 of the proposal, but they to look through Prishtina, not Belgrade!

There is 15% of Albanian population in Serbia (Kosovo included). They are getting the highest autonomy a minority could get in one sovereigh state. Now you are advising Serbs (10 to 15% of Kosovo population) to take the same (and less) in some futuristic Kosovo state, and disregarding the other side offer. Serbia is independent state and Kosovo is region inside Serbia. I can understand those politicians that have agenda to destroy other countries and so on, but I can't understand journalists who support those politicians without even knowing what they are doing, because their lack of education, their ignorance and stupidity...

I liked this article. Serbs have to understand that after what they have done against (and are capable in doing) against Albanians, independence is inevitable. Albanians after more than 100 years of Serbian systematic persecution, killings, deportation and during 90s apartheid, deserve independence.
The Serbian plan for Kosovo reminds me Ahmadinejad`s condemnd Israel plan. Serbian nationalists well represented in the Serbian cabinet (Kostunica, Draskovic) wants to wipe Albanians off the Kosovo- map.
Everyone have to understand: an independent, multiethnic and peaceful Kosovo is the only solution for Balkans.

Are you mad? I was thinking that timesonline is serious news source. When I see this figure of 100.000 dead I just laugh. I seriously think that some British 'journalists' taking cash from Shqiptars(Albanians) in order to write this kind of crap and demonize Serbia. Reality is that Kosovo is Serbia and that all UN and other relevant documents say that so any kind of independence for Kosovo without SC UN and Serbian approval is nothing more then rape of justice. It is interesting that timesonline do not mention over 250.000 Serbs who was expelled after 1999, over 3000 killed and over 2000 missing .Why you don't mention over 200 medieval orthodox churches destroyed by Albanian Muslim fanatics?

Not much for debating numbers of this sort, but, for the record: The Lancet (UK) estimates that there were 12,000 (95% confidence interval 5,500-18,300) war-related deaths across the population (all Kosovars -- ethnic Albanian, Serbian, Roma, etc.) between February 1998 and June 1999 . "Men of military age (1549 years) and men 50 years and older had the highest age-specific mortality rates from war-related trauma... particularly Kosovar Albanian men of military age, [who] were systematically targeted by Serbian forces."

While Times is wrong at quoting the number of 100.000 dead in Kosovo from the MIlosevic-driven war, the intent of the comment is correct. Serbia suspended the autonomy of Kosovo in 1991, and launched appartheid-like policies, as observed by AI and Helsinki Watch throughout 1990'ies. Eventually, war was ignited and 1 million refugees were chased from Kosovo by Milosevic henchmen. One of the most notorious, Commander Legija, later went to kill Serbian PM Djindjic. 7 Years afto NATO intervention, no other solution seems possible bar independence. Keeping Kosovo in Serbia will always be a powder keg, while Kosovo independence will ultimatelly meen very little to Serbia who is looking westwards for EU membership.

Very few people understand the intricacies of the Kosovo problem. This article is a fair attempt at explaining it in a brief article (in spite of the horrible exaggeration of 100,000 killed). However, to allow NATO & the U.N., under the U.S.'s instigation, to intervene in a sovereign nation's internal affairs, rip off a part of its territory, and then help it to become independent, sets a very dangerous precedent. I have lived in Kosovo for 5 years. I know the situation on the ground. Serbia has its hands tied. The international community will have its way, either through threatening Serbia regarding EU accession, or offering them the carrot if they will comply.

Why should we read the article written by someone who so obviously demonstrates the lack of knowledge about Kosovo? 100.000 killed? Not even the most biased media outlets ever reported such a huge figure.

Serbia is the victim here.
It fell foul of the Clinton Doctrine for the Balkans where support was given to all independence movements within the old Yugoslavia because Serbia and Milosovic in particular were deemed beyond the pale.
Those evil Albanian terrorists who now, incidentally seem to infest London's streets, were and are the same as the IRA's gunmen.
The solution is to let Serbia back into its own territory and handle the problem directly. Albania is no friend of the west and only intends to add Kosovo to a Greater Albania. The Balkans is one of the fringes of Europe where Muslims encroach, settle and expand their population as part of their asymmetric conflict with Christendom.

The comment represents a paradigm for cynicism covered-up in a highly professional journalism of The Times; provided one agrees that selective morality is part and parcel of being a professional journalist. The lightness of simplifications and arrogance is impressive indeed! Two quotations would suffice: "The idea was reasonable" (For whom and under what terms?); but because compromise is not a word in the Albanian and Serbian vocabularies" (!), "it was not feasible". In fact, the comment very well unveils the "reasonableness of the idea" when rightly admitting that much of Western Europe quietly hopes the remaining Serbs will ethnically clean themslevs". In view of this sentence, the under-title of the comment is a cynicism pure.

I'm confused. Wasn't the previous policy "Standards before Status"??? Now we have "Status before Standards". Why is this? Well, the West has really dug itself a hole. Independence won't solve anything as it doesn't feed people or give them jobs. No one has made a convincing argument as to how 'Kosovo' could survive. So, massive subsidies in perpetuity from the EU are the only solution (Tito tried the same, it failed).
P.S. 100,000 killed? I really don't think so. I think the latest figures is that the number of bodies recovered so far is about 3,000 on all sides in all conditions.

How can The Times make such a serious mistake? There was never any report by the UN or otherwise of 100,000 people being killed. It was between 5,000 - 10,000 Albanians (including combatants) and since 1999 there have been around 3,000 people, mostly Serbian but also Albanian, who have been murdered or kidnapped. These are UN figures - shame on such a prominent publication to make such a glaring error in facts, especially while assessing what should be done with 15% of Serbia's legal territory. That is extremely careless.

It is quite simply illegal to make Kosovo independent. It is 15% of Serbia's land, and can not be handed over to any group even if they are a majority. The precedent of such an action would have ramifications around the globe.
An even worse scenario is if the UN Security council disallow this prising away of territory (which of course it should) and then countries such as the UK and US start unilaterally recognising Kosovo as an independent state. This could lead to the danger of a world war.
Quite simply, the US and UK can't deliver on their promise of independence which was made when the KLA was being used as ground troops during the war against Serbia.
The international community needs to put political agendas to one side, and start working with Serbia to create a peaceful autonomous province.

The number of Albanians killed during the Kosovo war is between 5000 and 10,000, not 100,000 as the article states.
Autonomy for Kosovo's Serbs should have been implemented immediately after the war. Given that the level of violence and discrimination makes it impossible for most of them to earn money and makes them regular targets for robberies it is essential for the survival of the Serb commiunities. I find it utterly shameless that the Ahtisaari making such basic human rights a matter of negotiation
If we find that the the ethnic relations have worsened too much for keeping Kosovo with Serbia we should do the only thing honorable: drawing ethnic borders. The present international policy of "inviolable borders" is ethnic cleansing in expensive suits.

The only lasting solution for kosovo is Independent. But miningfull independent accepted by all natonalities living in Kosovo. That will put a stop to Belgrade politicians manipulating with a serbs in Kosovo as they did for the past 17 years for their political and personal gains. I am sure that the if the serbs accept Kosovo as their country they will start filling safe themsefs and live their lifes with Albanians as they did for centuries.

I think that you must back up your claim of 100.000 killed in Kosovo. This is the first time that I have seen this figure quoted. You say that your Leading Comment is in Defence of Kosovo's Serbs while the contents of the Comment is exactly the opposite. If Kosovo is taken by force from Serbia this will be a signal to all terrorists that violence pays. The Albanians in Kosovo fully expect that UNMIK and all the other foreigners will leave but financially keep Kosovo viable. It will be a terrible shock for both parties when reality dawns on them. Firstly that the US has no intention of leaving Bondsteel (the biggest US military base outside the US) and secondly for UNMIK and the US when they find out that they will be fair game for the Albanians who will turn on them once they have cleansed all the remaining minorities there.

not much to back up of the headline there. also wondering where the author got the figure of 100,000 killed (in NATO's onslaught?). the number most used is an estimate of UP TO 10,000 killed in the two years until the end of NATO air raids. of the one million mostly ethnic Albanians who fled, some were forced into leaving by their own Albanian extremist forces (was this systematic for the cameras?). the number of Serbs to have left since the start of the conflict is more than 220,000, according to the United Nations.

Another example of Blairs failed illegal (bypassing UN) foreign policy intervention. Surprisingly he is very quiet regarding this topic and it is ironic that the FCO are promoting the independence of a ethnic group because they threaten violence - this is like the US sticking their nose into the Northern Ireland conflict and promoting independence for the Republicans.

I cannot understand why the Serbian dominated part of Kosovo should not be added to Serbia and the Albanian part to Albnia or simply become an independant Kosovo. To incorporate the religious center of the Serbian Orthodox Church with all its deep sentimental attachments to Serbia is a recipe to ongoing conflict. It is also another act of cruelty in a region that has seen too much of it.

I don't like the decentralisation which according to the Ahtisaari would possibly give more protection to the Serbs community.
What if in the future they would like to live somewhere else?
The albanians then have the rights to say to them go back you belong!
What is important UNMIK needs to help the kosovars to strengthen the the judiciary or to build confidence in the judicial system by members of minority communities.
UNMIK before leaves has to implement the legal and other reforms recommended by the Human Rights Committee to strengthen human rights protections in Kosovo.

I do not think the west quietly hopes Serbs ethnically cleanse themselves. That former KLA serb killers like Agim Ceku and Hashim Thaci can be prominent politicians and prime Minister says loud and clear that the UN does want Serbs to leave and certainly no Serbs to return.
