Sir, We are deeply concerned that the Royal College of Obstetricians and Gynaecologists (RCOG) has failed to give full information to a House of Commons select committee over scientific evidence regarding lowering the upper limit for abortion. Parliament leans heavily on the RCOG for guidance and the committee’s report will be referred to by MPs seeking to amend the law on abortion as part of the Human Tissue and Embryos Bill, which is due to be announced on November 6.
Since 1997 the RCOG has consistently denied that foetuses can feel pain earlier than 26 weeks, without acknowledging that among experts there is no consensus. A major review on foetal pain published by Professor Anand, a world authority on the management of neonatal pain, argues that the RCOG position is based on a number of false or uncertain presuppositions. The RCOG has issued a press release claiming it keeps a “watching brief on new scientific developments and advancements in foetal medicine, and continue to examine emerging evidence from the international scientific community about fetal awareness and fetal pain” but are “unaware of the work of Dr Anand or any other work that contradicts the basic findings of \ review”.
For the RCOG to report the studies of researchers who share their official position, while ignoring other leading researchers with contrary views, is at least misleading and at worst a serious abuse of power. It seems bizarre that the RCOG has not made more of an effort to find out more about contrary evidence before making such a bold public statement.

Having been a doctor in rural Africa for a number of years prior to ruturning General Practice in the UK, I have unfortunately had to try to help many very early gestation babies, all of whom did eventually die due to the lack of even rudimentary neonatal care facilities. Some were technically spontaineous abortions as they were delivered at less than 24 weeks gestation.
Those that did survive, I assumed actually had a gestational age higher than my own estimate.
I can certainly vouch for the fact that I could see that some of these very small babies apparently did experience physical distress.
Personal experience, without corrobation of the gestational age is not scientific, but, together with other research findings and the stage of development of the nervous system, seemingly ignored by the RCOG, would make me assess that the probability is that a foetus at less than 26 weeks is capable of feeling pain.
The RCOG is less than transparent in ignoring this science.

David Boothroyd appears to believe that there is something inherently incompatible in being both a Professor AND a doctor! In fact the two are not mutually exclusive. In the United States, unlike in Britain, Professors are not always addressed by this hallowed title - they are more commonly referred to as Dr. if they happen also to be medically qualified. The implication that he is a nobody is incorrect, as this
link alone will show.

Clearly, also, he is considered somewhat of an authority on fetal pain, since the US house of representatives has seen fit to take his testimony into account.
What is obvious is that the RCOG, an allegedly academic body, appear to base their decisions and recommendations only upon "science" that happens to support their own idealogical position, and would prefer to blank out any evidence that does not coincide with their own world view.

Chris Newell's post seems to suggest that anyone whose research findings contradict the RCOG's position must be "idealogically driven". In fact, Dr.Anand is an Indian-born Sikh with no known affiliation to any religious or anti-abortion group. He is an independent researcher and scientist with no agenda to promote. He makes this abundantly clear in his submission to the US house of representatives.What is quite obvious however, is that the same cannot be said of the RCOG.

I am one of the authors of the letter above. KJS Anand is Professor of Pediatrics, Anesthesiology, Pharmacology & Neurobiology at the University of Arkansas.
We therefore called him Professor. The RCOG called him Dr (as you will see from the letter this is a quote from the RCOG website) and you will have to ask the RCOG why they chose this title.

The reference to Dr Anand is clearly within a quote from the RCOG. In fact he is Professor of Pediatrics, Anesthesiology, Pharmacology, Neurobiology and Developmental Sciences.

It is telling that Robert Balfour, Alex Bunn Nigel Simpson and Trevor Stammers fail to acknowledge their membership of the Christian Medical Fellowship. Trevor Stammers is CMF Chairman.

I note that 'Professor Anand' suddenly turns into only 'Dr Anand' half-way through the second paragraph. In fact, is he really a "world authority", or is he Dr K J Anand of the Department of Paediatrics, University of Arkansas Medical School? Because this Dr Anand is the author of one published paper on prenatal pain.
