Bad driving usually occurs because drivers disobey the rules of the road. And this happens after we have already passed a driving test. Surely this suggests that poor driving skills might not be improved by passing a second one.
This is especially the case if passing a driving test is a mandatory requirement before driving legally and not something that most drivers see as the first step to improving their skills throughout their driving lives. Road accidents will be reduced only if everyone obeys the rules of the road. And that in itself will mean an improvement in skills.

Sir, Until comparatively recently, there was no speed limit whatsoever outside “built-up areas” — except those imposed on drivers by common sense and experience. The cynical conviction that other drivers are, in general, sadly lacking in both has led to the imposition of rigid rules which, having little apparent connection with either, tend to be seen as supplanting them as the basis for safe driving. A lowering of the overall limit to 40mph will lead to far too many drivers tootling along at 37.5 come rain or shine, frost or fog, with their minds in neutral and a firm conviction that they are safe because they are “legal”. Instead, we need to raise standards of driving, self-reliance and consideration for others. It will not be a simple matter.
