Ballot boxing

IF FEWER than half the votes cast in a ballot are in favour and in total are more than the “no” votes but less than “no” votes and the “don’t knows” put together, is the result a yes or a no? Lambeth Council in London, which asked its tenants whether they wanted an arm’s-length management organisation, claims that tenants were in favour. But Inside Housing (July 26) says the council is under fire because it excluded the “don’t knows” and the majority were not persuaded either way. Confused? Yes. No. Maybe.
