“Always” is a problematic word, seldom appropriate in matters of manners. In general it is polite for the gent to remove his hat as he enters a building. But it depends on the building and the headgear. It is OK to keep one’s hat on in a covered stadium or a barracks. Taking off one’s hat used to be a gesture of deference, and still is. PH
