Schools in areas feared to have high rates of forced marriage are refusing to display posters on the issue because they are too hard-hitting, according to a government report.
Headteachers are unwilling to put up the posters for fear that they might offend some parents. The disclosure came in findings from the Department for Children, Schools and Families showing that 2,089 pupils were absent from school without explanation in 14 areas of England believed to have a high incidence of forced marriage.
A paper from the department released by the Commons Home Affairs Select Committee found that in Luton cards had been issued rather than posters while in Derby most schools were unaware of the poster produced by the forced marriage unit.
“In Birmingham, the poster had not been displayed as schools felt that the graphics are ‘too hard-hitting’.
“Some schools in Leeds are displaying the posters but others are concerned that they may offend some of their parents,” the paper said.
The areas highlighted by the forced marriage unit as having a “high incidence” of forced marriage are Derby, Leicester, Luton, Tower Hamlets, Newham, Waltham Forest, Middlesbrough, Manchester, Blackburn with Darwen, Bristol, Birmingham, Leeds, Bradford and Lancashire. The report found that 2,089 children were “not in receipt of suitable education” including 250 in Birmingham, 155 in Bristol, 121 in Derby, 520 in Leeds, 294 in Leicester, 385 in Manchester and 66 in Luton.
But it is not clear how many of these children might have been taken out of school and forced into marriage. Some are being educated at home, some families have moved without leaving a forwarding address and other children are truants. MPs on the committee are now to seek extra information.
Margaret Moran described schools’ resistance to displaying the posters as shocking. She said: “People just don’t want to talk about it.
“This can involve violence, rape, kidnap — what more important issue can there be? The cultural thing is just a big smokescreen.”
Martin Salter, another Labour member of the committee, said that the problem was “much bigger than people realise. There has been a culture of silence for far too long. There are far too many local authorities being lily-livered about addressing this issue.”
The department said that it was up to schools to decide what posters to display depending on circumstances but urged them to make such material available. “Posters are just one mechanism to get the message across.”

When did you ever hear of a Christian, Jew, Buddhist or atheist being forced into a marriage?
sk, East Sussex,
@ David Ging
Just because the majority of the unfortunate individuals involved in this disgusting practice happen to be Muslim does not mean it is a Muslim problem.
Forced marriages do occur in India as well as Bangladesh also, where the religion is not stricty limited to Islam.
And I never disputed whether the British public were happy (or unhappy for that matter) with forced marriages.
I am wholly in support of laws being brought in to stop this disgusting practice which is of a CULTURAL nature and not one that has anything to do with religion.
Imaad, Bradford, UK
Imaad from Bradford,
Are you saying that there are no forced marriages in Islam?
There may be some brands of Islam that forbid forced marriages, but surely you must agree that there are some muslims cultures where forced marriages are practiced.
It's fine if another country wants to allow it. It's up to them. But it's also up to the British public to say whether forced marriages are or are not allowed in this counry. They have said it is not allowed and it therefore applies to all British nationals.
What is wrong with taking steps to make sure the laws are followed? Where does the offense come from?
David Ging, Lonon,
@ J. Fuchs,
How deluded are you?
Surely you have realised this is a cultural issue and not one of a religious nature. In Islam it categorically states forced marriages are forbidden.
You say the "media is afraid" and the "politicians are scared". I assume you are referring to them offending anyone? Well you've offended me and many other decent, law-abding, British Culture respecting Muslims out there.
Shame on you.
Imaad, Bradford, UK
Oh for crying out loud ! Someone. Anyone. DISPLAY THE POSTERS!! British teachers, police and government officials etc., can not control 'forced marriages': i.e., the kidnap and rape of little Asian muslim girls already living in Asian countries - but they should not hesitate to do everything within their power to prevent children being removed from the British Isles to be sent off to the same fate. Is this phenomenon called 'political correctness' a new form of cowardice, eating away at Britain's moral backbone? Sacrifycing the health, happiness and futures of these helpless girls, for fear of offending their mediaeval thinking parents, is obviously 'political' but in no shape or form will it EVER be 'correct'! So will at least some teachers in the 'high incidence' forced marriage areas, please take the initiative and stand up for what is right and DISPLAY THE POSTERS!
Jean, Hague, Netherlands
Well in this county, we have laws against forced marriages. This whole safety in numbers thing is rediculous, no mattter where you are in Britain, if you are in Britain you abide by the laws. That's how living ina coutnry works.
Gloria, Taunton,
Britain's soul is lost. All that remains is the mopping up.
aram, New York, NY
So children are not important then ? It is modern day slavery in all but name !!!!
Ian Payne, WALSALL,
So what if we offend some parents? They are offending our culture.
Liz, Bristol,
I think that the title of this article could be shortened to "School Fears." Or, "Media is Afraid". Or 'Politicians are Scared". Or "UK Quivers Jelly-Like in Abject Terror and Cowardice".
What's the fear? Islam.
What's the result of the fear? Appeasement.
J. Fuchs, Philadelphia, USA
These posters are crusader propaganda and intefere with our lives
Mahmoud, London, UK
Ahhh, isn't multiculturalism wonderful? After all who are WE to say that this is an issue? When you give up your national identity you give up having any argument on this. Unless, of course, you are a white male. We are just evil.
Jack Peterson, San Diego, California, USA
These head teachers are pathetic and spineless. Get them out and get in somebody who can do the job!
David Leslie, Perth, Scotland
It chokes most teachers to admit that not all non-British culture is good.
Albert Lampwick, UK,
Head teachers have much more power than I think is good for them and unless they are blindingly incompetent, it's damn near possible to get rid of them!
Head teachers should not have the final say on this issue, this an example of when local or central government should intervene. Why have we got such a fractured society?? It's because ethnic minorities have been allowed to live parallel lives for so long that they completely failed to intergrate!
These head teachers do my head in, they get paid good money for what? are they just on the gravy train wanting a smooth ride. No wonder Britain's so messed up if this is the best leadership we can summons, someone should carry out an appraisal on them, that would soon get the posters up.
Graham, St. Albans, uk
Glad to see my taxes are being spent well. Children go missing and no one - police, social workrt, etc - bothers.
But if I, as a white parent, take my child out of school a day early for a holiday everyone wants to know the reason why.
Why do I not have a profound sense of shared values?
If a headteacher won't put up this poster they are condoning child abuse and should be sacked. But then is anyone actually in authority?
Eddie Reader, birmingham, england
Who cares if these parents are offended. WE, the British public, are offended by the appalling practice of forced marriage.
I'm sure the poor victims are also offended by being forced to marry, live with, and frequently put up with bullying from the partner they have had forced upon them.
Donna Walker, Effingham, Surrey
more like cowardice than politcal correctness.
alex, bristol,
It's about time some Head Teachers woke up & smelt the coffee. Hiding their heads in the sand is not going to help the hundreds of young girls who are effectively sold into slavery each year. if it offends some parents then perhaps they're living in the wrong country!
JohnC, Warwick, UK
Some parents might be upset, well isn't that the point?
Jon Dawkins, Bristol, UK
Surely the teachers in any school should think of the welfare of the children in their care.I know if I was in the position that a teachers is I would want to be there for the children. It makes me feel that the parents have no thought to the children at all, they are just a means of a trade off for their own gain.As a parent I could not put any child through the trauma of being with someone my-be older than them at such a young age.Let them have their childhood and get educated then choose the partner they would want at the time they choose not when the selfish parents want .
Keith, Witney/Oxon, U.k
Never mind the parents. Poll the pupils!
CRG, Scotland.
Colin Grieve, Glasgow, Scotland
Some schools are very politically correct. They say that they do not want to offend parents on this issue of forced marriages but most parents will be approve of these posters. But schools do not mind offending the majority of parents on politically correct matters such as strange sex education that parents do not want and even giving out the morning-after pill to children or arranging abortions without parental knowledge let alone approval.
George, Bolton, England
Are, or are not these schools under the authority of the Queen in Parliament? Presuming they are, by what authority are these Headmasters acting?
EAG, Maritimes, Canada
