MSPs will question the leaders of the proposed new Creative Scotland organisation today on how they plan to pay for their ambitious proposal to take over responsibility for Scotland's creative economy.
Ken MacIntosh, the Labour MSP for East Renfrewshire, who sits on the Education Lifelong Learning and Culture Committee, which is scrutinising the Creative Scotland Bill, said: “They clearly have great plans but contrary to the SNP's manifesto commitment, there is no sign of any of the necessary resources being transferred from Scottish Enterprise.”
The joint board of Scottish Arts Council and Scottish Screen, which is preparing for the transition into one organisation known as Creative Scotland, last week adopted the proposed aims and objectives put forward by Anne Bonnar, who is leading the Creative Scotland Transition Project.
According to papers prepared for the committee, the new organisation “is intended to be the leading national development agency for the arts and creative industries in Scotland”. It makes it clear that it expects to be involved with money-making organisations: “Creative Scotland will have both a cultural and economic remit in how it supports individual artists, organisations, projects and companies.”
Ms Bonnar, Richard Holloway, the chairman of the joint board, and the chief executives of both the Scottish Arts Council and Scottish Screen are all due to appear before the committee this morning.
In its election manifesto, the SNP promised “We will transfer the budgets for the creative industries from Scottish Enterprise to Creative Scotland”.
But a spokeswoman for Scottish Enterprise said yesterday that there were no plans to transfer either budgets or individuals with the relevant skills to Creative Scotland.
Overall, the creative economy now employs 60,000 people and is worth £4 billion.
