AS more than 180 countries agreed a deal on climate change at the UN summit in Bali, environmentalists punctured the mood of self-congratulation by pointing to the failure to agree firm targets for reducing emissions.
Although the main industrialised countries, including America, agreed to cut their greenhouse gas emissions, they refused to agree to an European Union proposal for a target of 25%-40% cuts by 2020.
Campaigners claimed the world’s biggest carbon emitters, including America, Japan and Canada, will now be free to carry on expanding such emissions for many more years to come.
“This deal is very disappointing,” said Tony Juniper, director of Friends of the Earth. “This conference has failed to give us a clear destination.” The target backed by the EU, including the UK, was in line with the findings of the Intergovernmental Panel on Climate Change, which has warned that global temperatures could otherwise rise by 2C over the next century.
The two weeks of talks in Bali were intended to create the basis for a successor to the 1997 Kyoto treaty, which expires in 2012. America and its supporters wore down the EU with a range of blocking tactics. On Friday, the EU conceded a compromise that simply acknowledged that “deep cuts in global emissions will be required to achieve the ultimate objective”.
Paula Dobriansky, the US under secretary of state for democracy and global affairs, initially said she could not accept it.
She was roundly booed and Kevin Conrad, head of Papua New Guinea’s delegation, won mass applause when he told her and her colleague James Connaughton: “We seek your leadership, but if you cannot lead, leave it to the rest of us. Get out of the way.” Such language is unusual at an international conference and reflected the anger that had built up against America.
Later Dobriansky told The Sunday Times that she had changed her mind after listening to the submissions made by Brazil and South Africa, who had accepted that developing countries should also cut their carbon emissions. The UN will now prepare for a summit in Copenhagen in 2009, where it hopes that the world will sign up to a global system emissions. for cutting CO2 Hilary Benn, the British environment secretary who pushed for cuts of 25%-40%, said the wording about “deep cuts in global emissions” made clear what must happen.
— Tomorrow, John Hutton, the energy secretary, will give the strongest hint yet that the UK should go for a new generation of nuclear power stations.
— The EU will this week begin considering legislation that would limit the amount of CO2 generated by cars.

AGW is a complete HOAX predicated on the global redistribution of wealth.
1) The data in the IPCC is useless. This is a policy statement prepared by politicians. They add enough "science" by "scientists" to make it appear credible. These "scientists" were paid by these politicians to produce this policy statement. It you don't see an inherent problem with this, don't bother reading any further.
2) The IPCC report had to be "amended" over and over again. The hockey stick graph has been eliminated, owing to the fact that it was discredited about as soon as it came out. In the beginning there was a statement in the IPCC that there was NO evidence that man was impacting climate change. This was removed as it did not fit their agenda. Several scientists left the panel when they saw the inaccuracies and exaggerations in the report. At least one scientist sued to have his name removed.
3) There are several petitions signed by more than 10s of thousands of scientists that do not agree with the IPCC. There were about 1200 "scientists" with the IPCC. There is NO consensus! If you were to poll scientists "anonymously" the vast majority would not agree with the IPCC. It must be anonymous so they won't lose their funding.
4) The models they used do not take in to consideration such things as solar activity, precipitation and cloud cover. The models themselves are not worthy of any consideration with out those three elements. Think about it, the three elements that OBVIOUSLY influence the temperature the most aren't even addressed.
5) Thus, this report is so fundamentally flawed that any true (non government funded) scientist would disregard it. This report is based loosely on "correlation" only. Correlation does not mean causation! There was just an article published that owing to the fact that there are fewer pirates there is global warming, same correlation.
6) AGW doesnât even pass the most basic âsmell testâ. CO2 makes up .004% of the atmosphere, there in NO way this extremely small percentage, even if doubled, could impact the temperature as they are inclined to say it âdoesâ.
7) There is NO scientific proof of AGW. There is, however, proof that the increase in CO2 occurs after the warming. This would make much more sense. As the majority of the CO2 on earth is maintained in the oceans, as they warm they realize more CO2. If the CO2 caused the warming it would trigger an unstoppable (regardless of what man did) release of CO2 from the oceans in a never ending cycle. As the earth has warmed and cooled repeatedly, we know that this cannot be true.
8) The earth was cooling up until the 70s, right during the midst of historical CO2 production that should not have happened. The earth has not warmed since 1998, right when China and India have come on-line with massive amounts of CO2, this too, should be impossible. AGW doesn't even pass the most basic "smell test".
9) Its called WEATHER. It gets warmer and cooler; the poles have even been known to switch with each other. There have been ice ages, warm periods, and it will continue to be that way. This is the most inane crap that man has ever contrived!
I agree that we all need to be better stewards of the environment, but this is not the way to do it. I was around in the 70s when the next ice age was coming, as I am a climber I couldn't wait...oh well.

"Only reducing the human population will really solve the problems of over-exploitation of the natural world."
And just how would this population reduction be accomplished? Sounds like time for another world war.

Forget Global Warning, instead we should be preparing now for Y3K in case all the toasters and video recorders stop working.....
Catwoman, STREATHAM LONDON,
Have these guys ever heard of video confrencing, spose being in a five star hotel in bali is more conducive to ...erm....well slagging off everyone who flies to places like ...erm... Bali? to stay in expensive 5* hotels.
Paul the cynic, welwyn garden, Herts
So much Bali-Hoo for nothing!
All that hot air and carbon emitted for a bunch of people who couldn't see the real problem if it stood up and slapped them in the face with a wet kipper!
If man-made global warming does exist then it is not so much a product of how much we each emit but that there are 6billion of us emitting and that number is going to hit 9billion.
The politicians won't discuss the real problem as they don't know how to solve it so they debate and wrangle side issues such as carbon targets. Reducing carbon won't stop deforestation, overfishing, river and groundwater polution etc etc.
Only reducing the human population will really solve the problems of over-exploitation of the natural world.
karl, sheffield, UK
The current elevated atmospheric CO2 level is required to accentuate plant growth necessary to support mankind's burgeoning population. Condemning hundreds of millions of human beings to 18th century conditions by forcibly reducing energy consumption is preposterous. Scientists are by no means even certain as to what, theoretically, an ideal world-wide temperature regime should be.

Thank goodness for global warming.
If the planet had not been the "victim" of climatic warming millenia ago, the British Isles would be under miles of ice and snow. How come the Romans had vineyards in Northumbria if it wasn't due to a considerably warmer climate than now? This new Global Warming religion is based on utterly false but contrived data by the left/Greens/socialists/anti-commerce consortium to scare the unthinking & ignorant do-gooders into accepting Goreism as a fact. Oh, and as a tax raising opportunity not to be missed!!!

The latest head of the U.N. was undoubtedly appalled at this outcome, but could not voice his displeasure as he was unreachable on the first leg of his personal jet's flight to New York for a quick listen to one of his favorite rock bands before he quickly jetted on to Korea to be honored for what a great humanitarian he is for instructed the peons on what is good for them. I am sure we can look forward to hearing from him about sacrifices others like me and you must make as soon as he touches down.
Joe Guyton, Montgomery, Tx, USA
The trouble is that we are all treating the Planet like many do a hire car, i.e. they do not care that they trash the guts out it because at end of the day they will "hand it back" (i.e. on to the next generation in terms of the Planet) and so really the politicians making the decisions now do not care as they will be long gone when the S hits the fan in a few decades time because of their failures . I dread to think the type of World we will all be living in in 20 or 30 years time because one thing is for certain, there will never ever be anything done by ALL Countries and both China, USA and India will be the downfall of the World.
John, Woking, Surrey
If the leaders in governments really cared about reducing pollution, they would be building so many nuclear power stations that within 20 years, 98% of fossil fuels will not be needed or indeed in demand. Cars would be run on hydrogen with the fuel generators being, for those who can afford them, in people's garages, the size of a refrigerator, and trains would be powered by magnetic levitation, much quieter, faster safer (powerered braking), less maintenance and they would eventually be much faster that aircraft over land. Hey, folks, China and Germany already have them in operation. One is from Shanghai to the airport, every day service.
Just think, no pollution, even from sinking oil tankers. No reliance on unstable foreign countries for a vital product, oil.
But we have to insist with legislation that the the powerful corporations with massive financial interests in oil production and so on, divert research cash to developing the new technology.

"Bali deal leaves greens in despair" - Good! I for one am fed up to the back teeth of ecomentalists and their sanctimonious claptrap.

This global warming mess is a socialist scam to raise taxes, and shut down the free market. Do you think for an instant Al Gore and his ilk are going to really make the sacrifices they demand? No, they're going to do it on your back, not on their's.
Jack, FL USA,
Green drivel. Tony Juniper has loads more junkets lined up over the next few years to talk more about this 'crisis', so why so disappointed? Hope him and all the other gullible fools are still around when the climate goes back to normal (whatever that is) as the sun's affect reduces over the next few years.
LS, Edinburgh,
All in all, not a bad result.
I was worried that the US might cave in at the last moment.
This man on the Paris omnibus also thinks the whole thing is just a scheme to raise taxes. And indicative of Europe's Nazi/Commie tendencies; namely, A tells B what B should be doing. This is why America refuses to accept this nonsense; it is against the average American's psyche to be told what to do. Especially when it comes top-down from the State.
Give those greenies an inch and they'll have us all living in caves before we know where we are...In fact, now that think about it; they won't even be happy then, because caves are for bears, and hey, bears have feelings too, right. In fact, the ultimate aim of the greenies (like the Nazis and the commies) is to kill people, except that (unlike the Nazis and like the Commies), they want us to believe that it's in our own good.
So, if you really love your kids, buy a gas guzzler and let the greenies to where no sun does shine.
Samuel Young, Paris, France

until the eleventh hour to take action only this time it might
be far far too late.

What did the "Greens", or anyone else expect?
But they could not give up the idea of a holiday in Bali.
Hypocrites. They think nothing of flying thousands of miles, emitting tonnes of carbon dioxide when they could have done the whole thing by tele conference.
The man on the Clapham omnibus wonders if the whole ting is just a scheme to raise taxes.
