Britain’s growing café culture and taste for alfresco drinking and dining may be under threat from MEPs who want to ban the patio heater.
A vote in Brussels today is expected to call on the European Commission to abolish the heaters to help to tackle climate change. Such a move could cost the pub and catering trade dear.
Pubs spent about £85 million on patio heaters after the smoking ban was introduced last year. Besides forcing smokers into the cold there is concern that a ban on patio heaters could bring a significant cash loss to pubs, cafés and restaurants.
The hospitality industry has estimated that if only 10 per cent of Britain’s pubs offered outdoor facilities a ban could cost £250 million a year, or as much as £45,000 a year for a single business.
Experts claim that patio heaters are being singled out unfairly and that their impact on global warming is minimal. Eric Johnson, national expert reviewer for the UN Framework Convention on Climate Change, said that televisions emitted more carbon dioxide. Using government figures, he said that patio heaters accounted for 22,200 tonnes of CO2 , 0.002 per cent of total emissions in Britain.
Televisions produce 4.6 million tonnes of CO2 a year and Dr Johnson claims that it would take more than five patio heaters to produce as much CO2 as one television on standby mode over a year. He said: “The overall impact of outdoor heaters . . . is minimal, and once you look at the domestic models used in homes, the impact is almost nonexistent.”
Patio heaters can be fuelled by electricity, natural gas or liquefied petroleum gas. His views were part of research commissioned by Calor, the largest supplier of LPG.
Fiona Hall, Liberal Democrat MEP for the North East, is trying to persuade the European Parliament to accept a European ban on patio heaters and all standby controls on electrical appliances. A Commission spokeswoman said yesterday that if MEPs voted for a ban it would be scrutinised.
B&Q, Wyedale and Notcutts, the garden centre chains, have already announced that they will stop selling patio heaters once stocks run out because of their damage to the environment. A spokeswoman for the Horticultural Trades Association said that garden centres were looking at promoting greener alternatives.
The Energy Savings Trust also suports a ban on patio heaters. Philip Sellwood, chief executive of the trust, said it was not good enough to wait for the rest of Europe.
“We need UK action now. That is why we are calling on responsible retailers to follow Wyevale and B&Q’s lead and stop selling patio heaters, and for restaurant and pub chains to reconsider the widespread use of these products. Consumers also have a role to play. We know that a third of pubgoers are choosing pubs where there is a patio heater, but why not just wrap up warm instead if you need to go outside?”
It is concerned by figures compiled by Green Barometer, an index that tracks public opinion on the environment, which suggest that the number of patio heaters in the country will double to at least 2.3 million within two years. Some 10 per cent of households, about 2.5 million, said that they already had or would buy a patio heater in the near future.
The trust said that 2.3 million heaters would emit the same CO2 in a year as driving from Land’s End to John o’ Groats 200,000 times.
There was little enthusiasm for a ban at the Department for Environment, Food and Rural Affairs.

The UN expert clearly states CO2 emissions are "NEGLIBLE". A waste of time. So let's go over to the UK's Energy Savings Trust for some sanity. "We need UK action now"!!!

This ban was intigated by the same mean-spirited people who managed to ruin the livelihoods of thousands of pub owners and cafe owners who have gone out of business now due to the smoking ban. They are p*ssed off that the smokers now go outside so they want to run them out of the restaurants and pubs completely. They don't care what they are doing to the business owners. And no one complained about the patio heaters until the smokers started using them. It's so obvious what this is all about. Why don't these environmentalists go after a real problem, like all the unecessary bottles of water that are sold every day in this country? I'm sure all those plastic bottles contribute to the carbon footprint much more than the patio heaters. Start encouraging people to get refillable bottles and bottle their own and get Sainsbury's and Tesco's to stop selling that! If you have water drinkers blind taste test bottled and tap water, most of them can't tell the difference. So why buy it?

Jim, Fully agree. The patio area of my bar is an integral part of the premises and I believe my patrons deserve / demand a comfortable environment there as well as the enclosed areas. I've chosen electric ones with a movement sensor so they only work when someone is near - and the occasional frantic arm waving to re-activate them means the smokers get a little exercise ......

What's the big deal? We got rid of CFC's because they damaged the environment and the scientists came up with an alternative. All this ban means is that some clever academics will be finding new ways to produce patio heaters that don't give off c02. In fact I know of one university in the North East that is looking into this already. So you can all stop your scaremongering and whingeing about the EU!

What a good idea. Perhaps we should also ban indoor heating at the same time, on climate grounds, in our pubs, homes and offices. Starting with the EU headquarters, the homes of MEP's and the offices of the Energy Savings Trust, as an example to the rest of us. They can all "just wrap up warm instead" can't they?

I suspect that the EU and the political parties "THINK" they are going to get away with making the general public make the sacrifices while big business and profiteers are allowed to destroy the globe unchecked while the EU sits quietly on it's hands powerless to do anything about it. This patio heater nonsense is as effective as focusing on rearranging the furniture on the Titannic after the ship hit the iceberg. The EU is dangerous. It is a mechanism of "control" and should not be joined.

What the heck does it matter how much heat they exude, or how much people smoke? Environmentalism has become an excuse for the most petty, judgemental attitude, towards how others lead their lives. Do-gooders, using some vert dodgy science to push their 'holier than thou' mentality. They talk as if the 'science' of global warming is 'done and dusted' - but it isn't, and science doesn't work like that! It is a set of theories that has to be proved, tested, disputed, and refined - not a mantra to be chanted at people. Climate change is now like a very unpleasant religion, and I am happy to be a climate change atheist!

Yes, I hope they are banned. The whole idea of an outdoor heater is nonsense. Everyone knows that heat rises, so most of the heat from these things is obviously going to be lost straight up into the air.
Anyway, why on earth anyone would enjoy sitting or standing around outdoors other than in warm weather is beyond me. As for pub smokers, they can either give up or put on warmer clothing.

This new European regulation will be void under the European Community Treaty because it clearly violates the principle of Proportion that all European acts must respect in pursuit of their aims (the aim being, in this specific case, tackling climate change).

Perhaps we need blue sky thinking. If all the smokers moved to Spain then we'd not need patio heaters. There would be more room in overcrowded Britain. Health care is cheaper there than here. Apart from the loss of Tax revenue everyone would win - and importantly the environment too. And if they all walked it would stop any transport related CO2 emissions. So long as the cost of shoe leather is not added to the equation. And the overweight ones might lose weight on the march.

Does anyone in Brussels ever thoroughly think things through?
At least several times per week, I go out for drinks & meals with friends or colleagues. Because some of us smoke, we often gravitate to places that have outdoor patio heaters.
Mostly because I spend so much money going out, I never seem to save enough to consider buying a car or moving to a bigger place and am content to use public transit and live in my cramped, albeit low energy consuming, blocky little apartment.
I know!! With the money I save from not going out in town after they get rid of Evil Patio Heaters, I'll finally get my act together financially and save up for a car or my own larger semi-detached or detached home. Then I could drive everywhere instead of taking buses, and, living in a larger home, I could fit in a dishwashing machine, a bigger television and many other energy-guzzling consumer products I'd lived without until now.
Thanks Brussels! You've given me a great idea! Go green!

I doubt that all the patio heaters in the country would equal the CO2 output of one Chinese power station. This is just an excercise in pure spite and throwing their weight around by another bunch of nasty bureaucrats. Of course the British will accept the ruling and enforce it with enthusiasm, employing more ghastly jobsworths to inflict fines upon anyone who dares to disobey.
