Ruth Kelly is facing a show-down meeting today with representatives of the Home Information Pack industry, who will demand reassurances that they have a future.
Jim Gillespie, who heads the Home Information Organisation, will lead a four-man delegation to the Communities Department and call on Ms Kelly to give a precise timetable about HIPs. He will also warn the Communities Secretary that she faces a multi-billion claim if she scraps the scheme.
Ms Kelly infuriated the industry two weeks ago by delaying the introduction of HIPs from June 1 to August 1 and restricting it to four-bedroom houses. Several companies who have trained inspectors have started laying them off and some firms have gone out of business.
This week Ms Kelly is expected to lay new regulations confirming that all those selling four-bedroom houses from August should obtain a HIP containing an energy performance certificate, land searches and title deeds. Last year she dropped the requirement for a home condition report.

While this latest announcement from Ruth Kelly is a step forward in the introduction of HIPs, it is imperative that the Department of Communities and Local Government also produces a roll-out timescale as soon as possible, indicating definitive implementation dates for phases two and three. While estate agents have been reluctant to accept HIPs, they now need to prepare for 1 August and ensure they are giving the right advice to their clients. They can only do this with an idea of potential timescales for anyone looking to buy or sell over the coming months.

Whilst feeling sorry for those who have spent a lot of money to acquire skills that may now be redundant, I can't help but feel a sense of relief that these ridiculous HIPs are still-born.
At a cost of some £700 (or 1/2% of the value of a small flat) they merely act as an additional piece of expensive red-tape adding no value whatsoever!
Once again, we see three of the reasons why politicians are held in such contempt; failure to implement their manifesto pledge (to get rid of gazumping), incompetence in delivery and cronyism of the very worst sort (Yvette Cooper, aka Mrs Balls, the architect of this disaster, is likely to get promotion from Gordon Brown).

I would caution anyone of believing Labour on job prospects from government inspired initiatives. We've seen thousands of would be doctors graduate only to be told we can't afford them due to Patricia Hewitts mismanagement of the NHS. Now this piece of crap legislation leaves both a shortage of HIP's inspectors due to those wise enough to dis-believe the government and a sell out for those that foolishly believed the government on HIP's. Labours promises are like a Trojan horse, they may look inviting but check out whats inside first if you don't want to be screwed.

This legislation was laid with the intention to bring certainty and better flow of information into a procedure which can be both stressful and daunting for those entering the housing market or deciding to move from one property to another.
There are many who genuinely believe and welcome such a change to this industry and have invested both time and money to ensure that the Home Information Packs are successful and produced at a reasonable cost.
However, the reality is that we continue to be driven by those who resist change and place barriers every step of the way.
Can we not now move forward and make the first step to improving our home moving process by comitting to Home Information Packs from 1 August.

Ruth Kelly should resign immediately along with her sidekick Yvette Cooper. As a Trainee Home Inspector I have used my life savings to qualify for what now appears to be a no hope future, A tmy time of life I will not recover from this disaster.
We now number into the thousands, the Government should brace itself for not only a tidal wave of lawsuits, but also total failure to secure another term in Power...come the general elections this amongst other screw ups will be remembered, enjoy it while you can Mr Brown!

I am about to start a course to become a enegy consultant it is going to cost me around £3000, but I am not yet sure if I should go ahead and attend the course as the government is still dithering about wether to cancel HIP's or not, I feel for the people who have already spent there hard earnt cash as well as there dreams of a new career.
