Tony Blair’s nomination for the post of international envoy in the Middle East is likely to be confirmed as early as today despite grumbles from Europe and last-minute wrangles over his job description.
Sources in London and Washington indicated yesterday that the announcement will be made if agreement is reached between the so-called “Quartet” of powers – America, Europe, Russia and the United Nations – which oversee the Middle East peace process.
Mr Blair’s nomination has been pushed by Condoleezza Rice, the US Secretary of State, and – to a lesser extent – the White House, in behind-the-scenes negotiations over recent months.
The prospects of Mr Blair being confirmed in a new post before he leaves Downing Street tomorrow have hardened in recent days. Yesterday his farewell continued with his last Commons statement, reporting on the EU Brussels summit, and his final appearance as Prime Minister before the Parliamentary Labour Party.
Last week British diplomats expressed irritation over some apparently premature leaks from the State Department about the likelihood of Mr Blair taking up the envoy job.
At the same time, a close ally pointed out that he was reluctant to do it unless there was a real prospect of a “political process” in peace talks which would give him the opportunity to use his “mediation skills set”.
The Quartet’s previous envoy, James Wolfensohn, the former president of the World Bank, focused largely on economic issues in Gaza and resigned in frustration last year.
But Sean McCormack, the State Department spokesman, has emphasised that Mr Blair’s “job description” would be an expansion of the “very discrete, circumscribed way” in which Mr Wolfensohn had been forced to operate.
He said that in the envoy’s role of building up the institutions of a future Palestinian state, it “would also be important to help the Palestinians build up political institutions”.
Mr Blair is understood to be keen to take on the role this year after a summer break because he views finding a solution to the Middle East crisis as central to tackling global ex-tremism. It would also offer him a second chance with many Muslims in the region who loathe him as ally-in-chief to President Bush over the war in Iraq. Speculation that Jona-than Powell, currently Downing Street’s chief of staff, could accompany him in the new position was yesterday discounted by sources in No 10.
Although Russian and EU leaders are unlikely to block Mr Blair’s appointment, they view him as a tainted figure for having led Britain into the Iraq war, as well as failing to call for a ceasefire in Israel’s conflict in Lebanon last year.
Javier Solana, the EU foreign policy chief, is said to be particularly sceptical about Mr Blair’s appointment, while Kofi An-nan, the former UN Secretary-General, is known to have fa-voured Joschka Fischer, the ex-German Foreign Minister, for the job as Middle East envoy.
According to Berlin, the German Government was not informed about the sensitive appointment, even though Frank-Walter Steinmeier, the Foreign Minister, represents the EU in the Quartet.
“I cannot imagine how Blair, as one of the main protagonists of the Iraq war, wants to gain confidence in the Middle East,” said Martin Schulz, chairman of the Social Democratic group in the European Parliament.
In the Commons yesterday, Mr Blair claimed that he had helped Britain to return to a leadership role in Europe.
Dismissing calls by the Conservatives and some prominent Labour backbenchers for a referendum on the new treaty, Mr Blair hailed a success for his attempts to reengage with Europe after the confrontation-al tone of Margaret Thatcher and John Major.
Later, in exchanges with MPs, Mr Blair tried to embarrass Mr Cameron by making an unusual plea to the Tories to abandon their sceptical position on Europe, calling it a “virus” infecting the party.

Shimon Peres bid farewell to the Prime Minister with a moving comment: "He was a great friend of Israel and supported us on a personal level both politicaly and religiously. He had a real understanding for the plight of the Jewish people." There you have it, in black and white! An unequivocal endorsement of the support that Mr. Blair as Prime Minister has afforded this nation... on a personal level!
When the Palestinian Prime Minister spoke he simply said he hoped that Blair's successor would have a less biased approach to the crisis.
There will never be a resolution to the Middle Easts bedlam, bloodshed and tragedy and its threat to World peace until a balanced political approach is brought to bear by Britain, America and the rest of the world. Mr Blair knows what needs to be done as he demonstrated in the North of Ireland. So why has he blindly supported Israel?And why is Condoleza Rice so eager to support Mr Blair. Unless of course peace in the Middle East is not on the agenda.

Just about sums up everyones position on the Middle East, everyone wants to just "stay away" because it a delicate issue. Blair might not so popular in Iraq, but he is respected in the Middle East as a whole, and for good reason. He is intelligent and quick on his feet, he is made for this job, I can't think of anyone who could do it better. The war on terror is not in Iraq or Afganisatan, it all starts with the Israeli-Palestine issue.

As an American who lived four years in England while my father served there as a USAF officer, I have long admired many things about England.
Tony Blair is a terrific selection for such a post. He has the patience and assertiveness required for diplomacy. It doesn't hurt either that he has a good sense of humor and he is totally comfortable with who he is. These qualities are what I remember about many of the English people I came to know when my family lived there.
If this story becomes reality I wish him all the best.

But Middle East people aren't Roman Catholic. How can Blair show his religious bias there. The only way that he was 'successful' in N. Ireland was because he was in cohoots with Adams and McGuinness because of their biased common religious belief. I don't understand the European approach to the mid-east. Most people here would rather have an unknown bureaucrat who doesn't accomplish anything rather than an experienced, known leader who helped bring peace to former Yugoslavia, Rwanda and Northern Ireland. I understand Europe operates by consensus but the middle east is fractured and unstable and its impossible to control all of the consequences of any change in the balance of power there. Yes, Iraq is a disaster, it's the fault of the Bush Administration, but the criticism of Tony Blair is the same as the usual blanket criticism of the US - he thought big, didn't play only to domestic politics, and made some bad judgment calls. The EU will never have any real power until it stops being so parochial and needful of everybody's constant approval, and starts effecting real change in the world rather than just talking about it endlessly.

Lest we forget Blairs peace credentials. The N.I. agreement between Adams and Paisley had very little to do with him and more to do with those two hard liners finally sorting out their differences. To suggest Blair as an ambassador of peace is the biggest pile of crap I've ever heard. Is the world really nuts, as having screwed up the UK & Iraq do they really want to let him loose on the middle east !!! With 150 UK deaths in his name and god knows how many thousands of Iraqi deaths and they still want him as an envoy for peace in the Middle East. This sounds like WWIII will soon be on its way from any number of hot spots in the Islamic world.

He is not anti anyone he just wants to see a just solution to a very complex problem that has been unresolved for more than a generation. Actually, Blair is more respected in the Middle East than many in the UK may think. He is accepted by the Palestinians (except, of course, for Hamas supporters, who are certainly not the majority) for his ongoing efforts to help them achieve statehood.
He is also one of the very few who can influence Israel. Israelis doe not regard him with suspicion as being automatically hostile (no matter what they do), which is the way Israelis regard most Europeans.
Lastly, Tony Blair is highly respected throughout the world (except for Britain). If anyone has a chance of moving the Israel-Palestinian conflict towards resolution it is he.

For him to accept the post of Middle East Envoy with a remit to try and bring some sort of peace to that region is laughable.
He will forever be tainted by the totally uneccessary war in Iraq which has locked Britain into a long drawn out conflict that we can never win and will cost precious lives and billions of pounds.
