David Cameron will back away from proposals to increase the cost of international air travel after a backlash against green taxes.
Domestic flights and airports will instead bear the brunt of economic sanctions proposed by a Tory policy group. The party leadership has also won a battle to fudge the issue of nuclear power in the final draft of the report.
Mr Cameron receives the final report from the Quality of Life Group, chaired by Zac Goldsmith and John Gummer, today after months of wrangling over its contents. Proposals to increase taxes on all flights and introduce an “air miles” limit have been scrapped after evidence suggesting that they would be unpopular with voters. On nuclear power, the report will say that there should be no subsidies but no new obstacles for companies wishing to build power stations.
The Tories have grown increasingly nervous over green taxation; Mr Cameron distanced himself from a ban on free car parking at out-of-town supermarkets after a hostile reaction.
