An amnesty to allow illegal immigrants to seek British citizenship was backed by the Liberal Democrats yesterday as Nick Clegg, the party’s home affairs spokesman, insisted that immigration was good for Britain.
Mr Clegg attacked David Cameron, who criticised levels of immigration in Britain as too high last month, and told the Lib Dem conference that immigration was an opportunity, not a threat. “In our view it is not too high,” he told the BBC. “In our view the whole debate on immigration is placed on the wrong footing if you try to delude yourself or the public into thinking there is a kind of ideal number.
“Our view is that if you have an immigration system where you have large numbers of people coming into this country, the system is not competent, and you don’t plan for the consequences, and you don’t work to integrate people, then of course the numbers can seem too high. You have to make immigration work for you.”
The conference backed a proposal to offer “irregular migrants” who have been in Britain for ten years to apply for citizenship, initially by being given a two-year work permit, provided a series of conditions were met. These included having no criminal convictions; payment of a fee or completion of community service or voluntary work; and passing tests in speaking English – or, at the insistence of the conference, Welsh.
Mr Clegg said that there were about 570,000 people working in the black economy without paying tax and the cost of deporting each would be £11,000.
The policy was immediately attacked by Labour and the Conservatives, who argued that such an amnesty would attack legal migrants to Britain. Liam Byrne, the Immigration Minister, said: “I believe those here illegally should go home, not go to the front of the queue for jobs and benefits. That is why we are now deporting someone every eight minutes and doubling our frontline enforcement resources.”
Damian Green, the Conservatives’ immigration spokesman, said: “The Lib Dems are living in a fantasy world. These proposals will encourage people to break the law and enter the UK illegally. Other countries have tried amnesties and have had to have five or more. This will send out a message that Britain’s borders are well and truly open to everyone in the world.”
Lib Dem delegates rejected an attempt to dilute the terms of their proposed amnesty. Lord Roberts of Llandudno told the conference that ten years to qualify for British citizenship was too long because such people were among the most vulnerable in society and they and their children needed healthcare, benefits and protection. A motion to scrap the ten-year time period was defeated.
In other areas the Lib Dems backed tougher immigration rules, proposing the reintroduction of exit checks at ports and airports that were scrapped in 1997, a border force and a fee system for work permits whereby employers recruiting higher-paid workers from outside the European Union would pay more.
A separate attempt to scrap the call for exit checks was also defeated by the conference.
Lord Teverson, a former Liberal Democrat MEP, said that such a policy smacked of “fortress Britain” and that Britain should join Europe’s border controls. “Fortress Britain and fortress Europe are not part of the 21st century,” he told the conference. An amendment to drop the plan was easily defeated.

I think its totally wrong to let so many immigrants into this country because the people of the uk are very much feeling like foreigners in our own country.I'm homeless after may 14th and i'm brittish too.I'm on disability due to having aspergers syndrome and tourettes syndrome and still I cant get a place to stay, but immigrants can.The council told me its my problem not theirs, and every single immigrant I know or my frieinds know in Boston,Lincolnshire where I live is working or getting high benefits and working at the same time.Once a person rang up telling the disability I was working when I wasn't and the disability stopped all my money so I tried to get a £50 crisis loan to feed my kids and was refused.Funnily enough an immigrant who was in front of me in the que got £1,000.Tell me thats fair. Thats exactly what is happening in Boston. All the factory jobs here in Boston are taken by immigrants, its not fair. I spoke to a friend last week who said he saw only 10 english workers

Human right "granted them Temporary Resident status for 10 years so long most of them are working to earn extra money send home for their family after 10 years they will back to their home country.. TR benefits granted will not same as PR . Provide time frame to reqister with the entire autority and bring them to pay taxes . Put cut offtime to this exercise so that the entire authority can impose tighten law on the entry point.

What i don't understand is the asylum seekers . what about them there is too many of them living homless.
Dont forget that UK asylum system its too hard in order to get the status and live like other normal peoples.
there are more than 250 thounds asylum living across UK without any income and without housing what the government should do with them and the most of them they cant return back home because or war or because some of them they dont have home such as palestinian people or bidoun . its really hard to asnwer these questions

Those immigrants that enter the UK illegally every month, and there are undoubtedly thousands, should remain in, as currently, a state of flux. Neither should they be deported (although this seems a desirable option) OR allowed to apply, and potentially then receive asylum, in this country. Firstly, deportation, as indicated, costs are enormous even as regards each individual, and mass deportations would mean that resources are likely to be diverted from other policy areas within the HOâs purview, such as tackling criminal behaviour, housing needs, social benefits etc. On the other hand, allowing asylum applications does indeed forward the message that through illegal activity in the UK, an individual can benefit, going against a fundamental principle of British law. Also, it would create further social imbalance and disruption, putting insurmountable pressure on the then already strained HO. In other words, it would be a downward spiral. We need to accept the situation for what it is.

May I invite Mr Clegg into my city, ( a city of already high unemployment), to observe dozens of strangely attired, non english speaking Eastern Europeans, standing around outside suburban shops selling 'The Big Issue' and I would ask him to explain to me exactly how this is benefitting Britain? I'm pretty sure, just like the Labour party, that he would be completely 'surprised' to know that it was happening. All politicians speak rubbish when it comes to immigration and the truth is that we already have too many people in Britain and more 'doleites' is not what anybody needs. I repeat....how is selling 'The Big Issue' beneficial to Britain? I'm personally sick of these people accosting me wherever I go.

I do hope that Chris Gibbons from London is able to speak English better than he writes, and therefore has atleast one-quarter of the "assimilation credentials" stated in his/her posting. I also note that the futuristic scenario painted in the film "Children of Men" has atleast one believer in the form of Chris Gibbons.
My experience of British society over the last few years is that any foreigner is treated equally by most British people with the same amount of suspicion and disdain, irrespective of skin colour, country of origin, or professional qualifications. In fact, the more educated/qualified a foreigner is, the extent of suspicion experienced by that person from the British will be proportionately more. The most likely explanation is that there is a feeling of jealousy/insecurity among many British people that a foreigner can actually be better educated than they are, and that a UK employer is actually willing to employ such an "outsider".

no irregular migrants at all.
And finally, Re: bad English. I donât think you can find many people among illegals who donât speak English â more or less. Because we work. We must communicate. Those who donât work (surviving and benefiting from your contributions) and, as a consequence, donât learn and donât want to â those are the âdeaf-and-dumbâ people that you can find so many of in your âlegal immigrants communityâ.
Illegal immigrant, London,
An estimated 750,000 migrants have arrived from Eastern Europe. Illegal immigrants number between 515,000 and 870,000. Gordon Brown says we need to find 500,000 NEW jobs for the unemployed. It seems to me that we could find ALL of those people jobs that already exist, reduce the benefits bill and ease the housing crisis by half a million quite easily. So long as we import cheap labour, employers and the government will not train natives to do the jobs, and will then brand them lazy and unskilled.
Why does it cost £11,000 to deport someone? I can only imagine this is due to various hand- wringing policies ensuring that those who have broken the law are given endless opportunities to contest their rightful removal- at the tax payers expense. One deeply flawed, unfair policy favouring those who act illegally does not justify another. Cut the 'human rights' appeals, deport them, and if they have useful skills then they can apply through a fair, comprehensive points system of immigration.
Dan, Oxford, England
Immigrants are just people, some good and some bad. But numbers of immigrants are measurable. We are an overcrowded island. We have a housing crisis, social dislocation, all the signs of too many people. I genuinely like living in a multi cultural society but now we must in self preservation keep out new immigrants and get rid of the illegal ones who are here. As for giving them an amnesty, NO NO NO. That is a mad idea from another planet, and it will not win anyone any votes. More immigrants will guarantee racial tension as people start realising there is not enough of anything to go around.
Ja, London,

The European Union has more than enough cheap labour to satisfy our economic needs. Furthermore immigrants from outside the EU are usually non-white, frequently non-Christian & unable to speak good English & often have very different thresholds concerning cultural sensibilitites. Therefore it is considerably harder for these immigrants to assymilate into our society & enivatably far easier for British society to reject them & for them to reject British society.
Although I think that it is entirely reasonable to allow some non-EU nationals to migrate here in order to pay for an education in this country, settling here with spouses is a completely different matter altogether.
Sadly some day Europe will HAVE to become a fortress so strong that future hoards of displaced persons would break upon its wall's by the 10's of millions like water upon rock, if it is to survive the potencial mass deluge of afro-asiatic migration that climate change could eventually produce.
