For example, we need to consider whether the constitutional settlement with Scotland and Wales needs to change in the light of the experience of the last ten years. Wendy Alexander, the new leader of the Labour Group in the Scottish Parliament is a genuinely fresh and inspirational voice for Labour who can set out that new vision.

We need to develop an enduring relationship with the USA which recognises the extent to which we share values but also recognises that we must co-exist in a way which enjoys understanding and support with the public. We need to build our alliances in Europe, and to build an EU that is a force for economic prosperity and human rights in the world. There is nobody better placed than David Miliband to set out a new vision of our place in the world.

We need to give the public confidence that we can protect them from terrorism, from violent crime, and from an intimidating seeming street. The combination of Jack Straw and Jacqui Smith is a powerful team to address that.

Brown is, unquestionably, the biggest figure in British politics. And he is the man best equipped to be the Prime Minister. He leads a very strong team. The events of the last few weeks establish beyond doubt that steady as she goes is not an option.

Renewal does not come from a change of leadership alone. And political leadership requires not just an ability to deal with the present. It also requires the ability to convince the public you lead that your vision of the future is one they share. In the changing world which the public experience in their daily lives- they know things are changing – that means being able to renew as well the policy prescriptions you adopt.

Its likely to be at least 18 months before an election. Westminster is rather disappointed there is not going to be an election. The rest of the country is taking it calmly, if not indifferently.

That 18 months will determine whether labour wins the next election. I have no doubt we will because I believe that only Labour is capable of setting out the detailed policy prescriptions the country needs.

But set them out we need to do. No election victory is ever assured. But the public isn’t stupid. They have selected us three times now from1997 because we have a policy plan for the future, which they believe we will deliver.

We need to do that again.
