Ken Livingstone’s judgment and credibility came under heavy fire last night when his closest aide suddenly quit after further revelations about his conduct.
A City Hall spokesman confirmed that Lee Jasper’s departure was connected to claims that he channelled £100,000 of taxpayers’ money to projects run by a woman he bombarded with sexually charged e-mails. Mr Jasper, who was already suspended from his job as race adviser after a string of allegations, failed to disclose to the Mayor of London his relationship with Karen Chouhan, the company secretary of the 1990 Trust and director of the Black Londoners’ Forum.
In his resignation letter, Mr Jasper blamed the “racist nature of a relentless media campaign” for his decision. His departure is a significant blow for Mr Livingstone, who for months stood by his long-serving adviser, saying in December there was an audit record of “every penny” that had been spent by the London Development Agency.
The move means Mr Jasper will not now have to answer questions before the London Assembly today.
Mr Jasper’s departure came after the London Evening Standard reported that he sent a string of messages to Mrs Chouhan. In one to the 50-year-old mother of three who he calls “darling”, he reportedly wrote: “I love thee [sic] ankles, legs, thighs, bum and belly, arms, head and brain. But most of all I love you in a flaming red sari, bangles, chains or failing that in a bikini!”
Days after sending the e-mails, the 1990 Trust was given £65,000 by City Hall after a recommendation by Mr Jasper. Mr Jasper failed to disclose his relationship with Mrs Chouhan or any interest in any organisation to City Hall, according to the Standard.
Mr Jasper denied any impropriety.
Contacted yesterday by The Times, Mrs Chouhan said: “I have known Lee for 22 years, nothing was going on, it was banter. It wouldn’t surprise me if that kind of language had been used [in the e-mails],” she said. She did not comment on Mr Jasper’s resignation.
A spokesman for the GLA said: “No evidence has been presented for the criminal allegations presented by the Evening Standard.
“However, Lee Jasper has stated that in light of material published today that he has tendered his resignation. The mayor has accepted it.”
In his resignation letter, Mr Jasper said: “It has become clear that a number of matters which are not of first importance in London are being used to distract from the crucial questions in the election campaign.
“The racist nature of a relentless media campaign [against me] and the consequent effects on myself and family have placed an intolerable strain on all of us. I have decided to put a stop to this by tendering my resignation.”
However, Atma Singh, the mayor’s former adviser on the Asian community, disputed his claims about the nature of coverage in the press. “This is nothing to do with racism. The media has every right to question what the mayor and the mayor’s officers are doing with public money.”
Mr Livingstone’s opponents in the race to be the next mayor said that Mr Jasper’s resignation raised questions about the mayor's judgment.
Boris Johnson, the Tory candidate, said: “The resignation of one of the Labour mayor’s most senior and trusted advisers is further proof that Ken Livingstone has had his day.
“He has repeatedly said he is directly responsible for the actions of his advisers and he should take Jasper’s place tomorrow and answer the questions that Jasper won’t.
“Otherwise, Londoners can only conclude he is arrogant and out of touch. Londoners deserve to know where their hard-earned cash has gone.”
The Tories have called for a code of conduct for the mayor’s advisers.
Brian Paddick, the candidate for the Liberal Democrats, said: “The resignation raises serious questions about the mayor’s claims that there is nothing wrong with his administration. Increasingly, black Londoners are asking me to get in and clean up City Hall, saying I am the only candidate they trust.
“This proves that the controversy surrounding Lee Jasper is about incompetence and the improper use of taxpayers’ money, not race.”

It may well be the case that Lee Jasper was doing his job and not guilty of but there is no doubt that his professionalism should be called into question given that there appears to be evidence of impropriety whilst conducting official business.
There do seem to be some big jumps and assumptions being made by the media. He may well be guilty of some outrageously un-PC flirting with someone he has been on friendly terms with for 22 years.
Ms Chouhan has dismissed the comments as harmless banter and one wonders, if this is the case, why more is being made of this if that is in fact the case and upon investigation the advice Mr Jasper gave was otherwise sound.
It seems that this is a case of a 'storm in a tea cup' whereby Boris Johnson and others have seized on an opportunity to make a bit of political capital, at the expense of Ken Livingstone, whereas in fact there is little, if any, evidence to support the case that anything harmful to the public interest has taken place

It appears from a BBC political correspondents statement on BBC London this evening that Lee Jasper was 'over generous' with funding to 'afro caribbean' groups, and much less so with other ethnic groups.
That being the case, then it appears that our 'race advisor' was indeed - A RACIST HIMSELF!
He apparently did NOT treat minority groups equally.
He ought to know exactly what that means.
It is the very definition of racism.
And he has the barefaced cheek to shout 'racism'.
This whole thing has a really bad smell about it.
As for the police, they already are involved.
But that's not really the point.
It seems clear that he has 'bent the rules' somewhat.
It also appears that he 'jumped' before anyone could question his 'judgement' (or he could 'clear' his own name).
But whether that is a criminal offence, or whether it can be proven is quite another thing.
Bending / breaking house rules is NOT illegal.
But it sure ain't right and proper either.
He is a DISGRACE.

It is time that the Russian satellite of Livingstonia was brought to heel. Lee Jasper's questionable allocation of funds is only symptomatic of the way in which the public's money is squandered and misused by this administration.
Lee Jasper may think that he has fallen on his sword but I have a feeling that he has not heard the last of his apparent defalcations. I hope so any way. And I agree with other posters that ethnic groups have had their day and perpetuate the myth that they need help. They are doing very nicely thank you.

I agree Sanny, I'm not white but i'm from London and love it. For me London is the best city in the world and having groups like the Black londoners Forum is patronising and harmful to both black and white alike.I initilly thought Mr Livingstone might tone down his extreme left wing views and really get on with promoting what a fantastic and vibrant city we live in but instead he has embarassed his office on numerous occasions and left us wondering just where does our hard earned taxes go.It's a real shame as he could have acheived so much. Instead he will be remembered for cronyism and alledged misappropriation of public funds.

Lee Jasper must accept responsibility for his downfall, caused by his low standard of integrity and behaviour for a person holding public office and handling public funds. It is cowardly of him to use race as an excuse to resign. This argument will not wash with the public, especially with his wife.

Lee Jaspers problems do not originate in racism. Nobody sane ,or with a functioning brain, could care whatever colour of skin someone has, but i think many sane people would find it slightly dubious to read the revelations about cronyism and of the corrupting effects of unchecked power and as such, let's see who else would look slightly embarrassed in the spotlights of accountability. Ken, anyone?

If there was a White Londoners' Forum the cries of racism from the PC Brigade would be deafening!
I think it is time to this country to throw out the PC Brigade together wit the Black Londoners' Forum, the Black Police association, the Muslim Parliament and all the rest of these race related organisations!
Personally I don't think that resigning should allow this guy off the hook. There needs to be a through police investigation into potential missapropriation of taxpayers money,
