THE House of Commons has shredded more than 1m documents detailing expenses claims by MPs that were due to be revealed to the public.
The Commons authorities said last week they had destroyed all documents for MPs up to April 2004, even though official guidelines state that such records should be kept for six years.
Martin Bell, who was elected as an independent MP on an antisleaze platform in 1997, said: “I think it is likely that some racketeering by some MPs has been so outrageous that, if it was revealed, they would be under pressure to resign.”
In the most recent year for which records are available, to April 2007, MPs claimed an average of £135,600 of expenses each, which includes staff costs. Among the many controversial claims were those of Tony Blair for mortgage interest payments on his constituency home, while Margaret Beckett claimed more than £6,500 for gardening at her constituency home.
Some of Blair’s claims, which the High Court had ruled should be made public, were shredded after The Sunday Times requested them. It is a criminal offence deliberately to destroy documents requested under freedom of information laws.
During the legal battle over MPs’ expenses, the Westminster regime was exposed as lax and open to abuse. About £200,000 in public funds was spent trying to block disclosure of the expenses, but the Commons’ authorities relented after the High Court ruling last month.
The Chartered Institute of Personnel and Development recommends that salary and expenses records are kept for six years. The government requires businesses and “corporate bodies” to keep such records for the same period.
The House of Commons said its “retention policy” complied with the law and had been drawn up in consultation with HM Revenue & Customs.

Well done Boris. Was it noticed that recently our friends in parliaments ordered the shredding of MPs expenses prior to April 2004, to save embarrassment. Even stranger was that the documents that didnt get shredded and in fact were made public all belonged to Tory MPs.

By wasting tax payer money, these MPs have put this country and its forces at risk.
Send them all to jail. Use the 42 day detention to find out their expenses. If this isn't enough, then use rendition flight, to that they could be adequately interviewed.

I am a Civil Servant. Training on the FoI Act makes it clear that if I destroy documents which have been requested under FoI I was personally responsible and could be prosecuted. I look forward to hearing about the prosecution of the individuals who have deliberately destroyed this evidence.

There must be prosecutions for the unlawful shredding - not to prosecute would be a clear signal that government considers itself above the law, and, as such, has no legitimacy to rule. Outside intervention is indicated.

Inland Revenue rules require that MPs and others who fill in tax returns keep all documents for 6 years. These MPs can all be fined up to £1000 per document that they have destroyed.
Whether or not its a crime, and it sounds like it is, shredding documents makes them look like criminals.

When HMRC carry out reviews anything that cannot be substantiated is disallowed. They delve back seven years.
If the MP'S cannot substantiate their claims then they should be disallowed and the money returned to the coffers.

If MPs are unable to substantiate their claims prior to 2004, the claims should be deemed to have been made under a false premise. In these circumstances the amounts received should be required to be repaid.

One would assume that in this technological age, the quill-wealding tail-coated clerks are a thing of the past. That submissions of expense claims by MPs would not have been entered in 'the system' is most unlikely. Search the computer record and, ipso facto, there is your evidence.

Any MP who cannot present documents relating to claims for expenses over the past 6 years should immediately have any further claims stopped and should be made to resign or face criminal charges.
