Gordon Brown today faced calls to apologise to the House of Commons after it emerged that nine million motorists will be worse off under his plans for car tax.
George Osborne, the Shadow Chancellor, said that the Prime Minister – who today likened himself to Emily Bronte’s brooding character Heathcliff – should come down from "Dithering Heights" and scrap the proposed changes to Vehicle Excise Duty (VED) bands.
Mr Osborne said the Prime Minister had misled MPs and the public when he last month claimed that the "majority" of drivers would benefit from the changes.
Treasury figures now reveal that just a third of drivers will be better off in 2009, dropping to less than 20 per cent in 2010.
As a result of the changes, 9.4 million motorists face higher bills by 2010-11, 43 per cent of the predicted number of vehicles on the road. Some 8.4m will lay out around the same as at present, while only 1.4m are set to benefit financially.
Experts calculate, meanwhile, that the Exchequer will have received more than a £1billion in extra revenue by 2011.
At the fortnightly Treasury Questions, Mr Osborne demanded to know whether the Prime Minister would be "apologising to this House".
He added: "Nine million families face higher car taxes at a time that few can afford it. Poorer drivers will be penalised because the tax is retrospective and hits drivers of older cars."
Pressure group Greenpeace had said it gives "green taxes a bad name," Mr Osborne said, and the Labour Party was "sleepwalking in to another 10p tax fiasco".
He told Alistair Darling, the Chancellor: "Will you perform the necessary U-turn or do we have to wait for Heathcliff to come down from Dithering Heights before you abandon this disastrous plan to tax families already feeling the squeeze."
However, Mr Darling rejected the Shadow Chancellor's demands, adding that the move was crucial to encourage car manufacturers to produce more environmentally friendly vehicles.
"I noticed you had been scribbling for the last 40 minutes composing your question," the Chancellor said.
"The crux of the issue is this – how do we encourage people to use less energy, how do we encourage motor manufacturers to engineer and produce more efficient cars."
Attacking Mr Osborne, he said: "I see that only as recently as yesterday you said you had a commitment to raise the proportion of the tax take from green taxes and yet less than 24 hours later you seem to have lost interest in the matter."
The car tax issue dominated Question Time exchanges. Andrew Selous, Conservative MP for South West Bedfordshire, said the Government claimed to understand the concerns of drivers but was "still about to clobber nine million motorists with extra road duty".
Angela Eagle, a Treasury Minister, replied, however: "As oil duties rise, more fuel efficient cars are actually cheaper to run as one gets more miles to the gallon. I would have thought that, with oil prices where they are at the moment, that will concentrate motorists’ minds."
Replying to another question by Tory MP Stephen Crabb, Financial Secretary Jane Kennedy said she "completely" disagreed with the notion that the working poor were always hardest hit by changes to the tax regime.
Asked by Sir Patrick Cormack, another Conservative MP, how many of those affected by the tax changes will be from the poorest families, Ms Kennedy replied: "Clearly low-income families who have motor vehicles will be amongst those who are affected but I don’t have exact figures for you today."

How many times? Put it on fuel and forget road tax!! Heavier vehicles, covering higher mileages will pay more. If I want to drive a car with a large engine for a couple of weekends a year, why should I pay the same as a £63000 a year MP commuting to London in their ML55?! Absolutely ridiculous.

It's all about numbers and mileage, There are approximately 300, 000 historic vehicles registered out of 21,000,000 in total, with most doing low mileage. Moreover, the tax man would not want to upset the big car collections such as beaulieu..Did you know that steam powered vehicles are also exempt!

To those who think that only "flashy" cars will be hit by this tax increase: According to the VED calculator, my 1.8l Ford Focus Estate will attract a higher payment. No one in their right mind could call that a flash car ! This is going to hurt a lot of low/middle income people.

Mr Brown did NOT lie, he was very careful with his use of language. 30% better off and 55% no worse off sounds like 85% better or no worse off. Of course he included the 30% in the 55%.

21 million motorists; say average car tax £150; average annual tax on fuel £850 based on 10,000 mile, 40mpg £6 per gallon.
That is 21 million times £1,000 out of previously taxed income.

Have just a smaller engine car to save on fuel,now it's in the higher tax bracket(zafira)and fuel continues to go up. while i'm travelling 25m round trip my mates enjoy a pint & a bet everyday on the dole. say no more, pays to be on the dole. I'd love a labour MP to knock on my door at the moment.

I'd like to point out that you don't need a SUV to be taxed heavily with this new system. We've a Micra 1.2, with 161g/km of CO2 emission. We can pay for the much higher tax (although not happily). But I sympathise with families and poorer drivers who will have to tighten their budget even further.

Darling made no mention of this in his Budget speech and the Press Release was unclear as well. But it did not take long (about 10 minutes) for those awake to work out this was a bad, retrospective tax. It took dim Labour back benchers a lot longer, but they got there.

Retro taxing the motorist for manufacturers design flaws is ridiculous. Impose compulsory buy back to force replacement with newer vehicles. Cars will soon become ultra efficient!

The AA expresses concern for the hard-up, but why would the hard-up buy this type of vehicle in the first place? And as usual, no-one cares about those so hard up they can't afford to buy and run a car at all. They may well do more walking than others and benefit from any move to cut air pollution.

I have two oldish cars. A small economical one for work and a big one for the family. Large VED means I can't pay "ownership taxes" for two vehicles. One will have to go - and I can't manage without the big one for obvious reasons. So, I will have to use the big car for commuting too!

Under the new scheme the Government are using a financial penalty to encourage drivers to purchase lower CO2 producing diesel cars. However, with the increase in diesel prices (attributed to the oil companies) is this not having the reverse economic effect. a lower tax rate on diesel is also needed
