Business leaders and aviation experts today dismissed Tory plans to scrap the third runway at Heathrow and replace it with a high-speed train link.
Theresa Villiers, the Shadow transport secretary, said that if elected, the Conservatives would ditch Government plans to expand Heathrow and instead give the green light to a new rail network connecting Leeds, Manchester, Birmingham and London.
The proposals, unveiled during a speech at the Tory party conference in Birmingham, come a week after The Times revealed that Gordon Brown was planning to press ahead
with controversial plans for a third runway at Heathrow, with an announcement due before Christmas.
Ms Villiers told delegates action was needed to tackle transport congestion but said the best solution lay in high-speed rail networks, not in expanding Heathrow.
But business leaders were quick to go on the attack, saying a new rail link would not address the current problems. They believe a third runway is vital to maintain London’s global status.
Richard Lambert, director general of the CBI, the business lobby group, said: “A high speed rail link would have a lot going for it, but don’t think for a minute that it will solve the capacity problems at Heathrow”.
“We need to have a third runway at Heathrow, as long as all the environmental conditions are met.”
Ms Villiers said work on the new rail link would begin in 2015 but take until 2027 to complete. She said the Tories would commit £1.3 billion a year in funding, using existing Government rail budgets, to help meet the cost of track and land.
She said that evidence from around Europe showed that high-speed rail provided a "viable and attractive alternative" to short haul flights. For example, a high-speed link from (London) St Pancras to Heathrow, connecting to the north, could replace up to 66,500 flights a year.
“That would free up almost a third of the capacity that would be provided if a third runway were built,” Ms Villiers said.
There were also "considerable" environmental penalties involved in building another runway at Heathrow, including health problems, noise and "catastrophic" climate change, she said.

No doubt the 'business leaders' are the usual bunch of chain outlets hawking their wares in the terminals while you try to find a toilet. How much is the 'global status' really worth when nearly a third of the passengers are transit?

A high speed rail link will be more beneficial to the nation than a third runway at heathrow - if the aviation industry think the runway is so necessary then they can go ahead and build it and foot the bill themselves.

Heathrow is a total waste of space and there is no money in the world that can make it viable - the only airport in the world where most landings are over built up areas.
Build fast rail and let Branson take over Gatwick. If that is not enough then build Boris' Island.

This is literally, 'Pie in the Sky' Heathrow needs a third runway, and Gatwick needs a second.
I've nothing against fast train links, but these uncosted airyfairy projects like 'Boris Johnson International Airport' are just PR stunts.

hope the plan includes decent car parking at the stations, or new stations located next to motorways. Cars may be bad but most people use them to get to the station or airport. And how about extending the line to Scotland? That said this is a sensible idea.

A high speed rail link to Heathrow is a great idea. However the Tories need to explain where the 66,500 flight reduction comes from. That's nearly 200 a day. There are no flights to Birmingham so that leaves Manchester and Leeds, plus some European destinations!! Someone needs to check the data.

I hate flying down to Heathrow from Teesside, so to be able to rail it makes sense, particularly when on leisure travel.

Blimey, If they keep coming out with ideas like this I might even be forced to vote for them. There is no need for short hall flights if a high speed rail network is built. Rail can be powered by nuclear or renewably generated electricity thus dispensing of the need for fossil fuels.

I'm not a Tory and would hardly ever agree with them but this sounds like a good idea.
Aviation fuel is unlikely to get any cheaper & when you do fly you still need to use another mode of transport to get to the city centre.
Unlikely that anyone from the aviation industry thinks it's a good plan.

What about York, Durham, Newcastle, Edinburgh and Sunderland? Do they not deserve a fast link to London. Once again the Westminster Tories think England ends at Leeds.
Someone will suggest next, that we all move south. Maybe we should just move Hadrians Wall south and be done with it.
