The findings of this paper’s investigation into the Quilliam Foundation may, on the face of it, raise some eyebrows. Large sums of money are allegedly being pumped into it, probably at the cost of other Whitehall priorities. For some, this may be a bitter pill to swallow. For me, it is the price we have to pay if real inroads are to be made into understanding the extremist interpretation of Islam. The scandal will be if this level of investment reaps no rewards.
The Government has promised to tackle the radicalisation of individuals by challenging the ideologies that extremists believe justify the use of violence. This is probably one of the biggest tests within the counter-terrorism strategy. The task is made more difficult by the scepticism of the Muslim community and the apathy of the wider public.
The majority of Muslims condemn the violence of the small minority of violent extremists, but find it very awkward to defy their actions publicly. NonMuslims tend to ignore the issue. All in all, this is not a very productive environment in which to achieve progress.
The potential the Quilliam Foundation offers is an insight into what may unlock the stalemate. If the foundation is accepted it may help Muslims to dispute extremist ideas so that those intent on trying to radicalise will have no voice.
Sadly, there do not appear to be many alternatives. Other less costly ideas have failed. So the choice is to either persist with plans you know are not working, or to bite the bullet and invest heavily in building organisations that can bridge the gap. To do nothing would be irresponsible, as violent extremism will flourish.
What must quickly follow is results. Unfortunately, this type of work does not reap quick wins. Trust and confidence need to be established and this will not be achieved overnight. Therefore, to avoid rejection, these organisations should prevent spiralling costs and concentrate on the basics. They need to establish themselves as credible organisations that can show they are helping to develop the antidote to eradicate violent extremism in our communities.
