Parliament is planning to block the future release of expenses receipts after the humiliation endured by MPs this week, The Times has learnt.
Senior MPs have drawn up plans to replace the publication of every receipt with a spreadsheet detailing individual claims.
The changes would make less information available for public scrutiny, despite the anger caused this week by the way in which details were blacked out from the official files.
The news emerged as a handful of MPs and peers learnt that they may face prosecution. A Scotland Yard inquiry will focus on three MPs and two peers, The Times understands.
Those under investigation are believed to include:
•Elliot Morley, the former Labour minister who claimed £16,000 for a mortgage that he had already repaid. He said last night that he would co-operate with any inquiry.
•David Chaytor, Labour MP for Bury North, who claimed £13,000 for a mortgage that had been repaid.
•Baroness Uddin, Britain’s first female Muslim peer.
The decision to withhold receipts was agreed secretly last month by party leaders and members of the Members’ Estimates Committee. Instead, Parliament would adopt a system similar to that in the Scottish Parliament, where the public can view a spreadsheet showing the item, date, supplier and sum claimed. They would not be able to see correspondence with the fees office, details of receipts and rejected claims submitted after April 1 this year.
Sources suggested that all three party leaders agreed to the new system at a meeting with the Speaker on May 19. David Cameron said last night that he had “no recollection” of this agreement and called for greater transparency. Nick Clegg said that the spreadsheet system must give extensive details.
Mr Brown said: “The redacted expenses were part of the old system. That cannot be the new system. The old system is being swept aside by the changes that we are making.”
After the shame heaped on Parliament, The Times understands that senior MPs are trying to bring forward the new system to apply to any claim made after April 1, 2008.
Two ministers faced fresh claims over their expenses. Douglas Alexander, the International Development Secretary, repaid £12,000 after claiming for a home while receiving rent on it from a lodger. Rosie Winterton, Business and Communities Minister, handed back more than £8,000 after admitting she wrongly claimed for mortgage capital as well as interest.
