JOHN REID ruled out last night the possibility of criminals being given on-the-spot fines for violent assaults, less than 24 hours after The Times disclosed that such a proposal had been drawn up by his officials.
The Home Secretary stepped in after an angry reaction from the leadership of rank-and-file police officers and magistrates.
A leaked document seen by The Times outlined a set of proposals, drawn up by chief police officers and Home Office officials, for an extension of instant fines to include crimes such as assaulting a police officer.
The Home Office said that the proposals had not been put to ministers. Clearly reflecting ministerial anger, a spokesman said: “Ministers have not been consulted about these proposals. Most of the suggestions have come from police chiefs. The Home Secretary will never approve any lessening of the punishments for violent crimes.”
Whitehall sources said that in the present political climate it was inconceivable that Mr Reid would agree to allow instant fines of up to £100 to be given to those who had committed an assault.
There had also been an angry reaction from magistrates, law and order campaigners and the Police Federation, which represents rank-and-file officers.
Alan Gordon, vice-chairman of the federation, said that the proposals, which were drawn up by the National Offender Management Service within the Home Office after discussions with police chiefs, were appalling.
He said: “It’s absolutely disgusting and beyond belief that a proposal which could see thugs who assault a police officer receive a mere £100 fine is even being considered by the Government.
“What sort of message does this send to society? The Government talks about a respect agenda. Well, someone assaulting an officer getting the same fine as someone who drives into a bus lane doesn’t seem to show any respect for the police.”
Mr Gordon attacked police chiefs for backing the idea. “The Association of Chief Police Officers should be ashamed of themselves for supporting these Home Office proposals, which are a green light to offend for those who flout the law and have no respect for the police.”
Cindy Barnett, chairman of the Magistrates’ Association, said that the proposals made a mockery of the criminal justice system and downgraded the gravity of offences that should go before the courts.
