Increases in council tax for people with large homes, rises in business rates and new charges for emptying bins will be on the agenda if Labour wins the general election, a new report suggests.
A town hall “manifesto” published by the party’s local councillors calls for reforms that would mean business owners and the well-off paying more in tax. The dossier also calls for the extension of fortnightly bin collections and the introduction of more pay-as-you-drive road taxes.
Entitled “Putting fairness first: Local Labour’s manifesto for a new term”, the document calls on ministers to press ahead with controversial plans for a nationwide council tax revaluation.
This would lead to new bands at the bottom and top ends of the property market, with people in the most expensive homes facing a possible trebling of council tax.
“We think that at the very least, the council tax needs rebanding,” states the dossier published by the Local Government Association Labour group.
The report, which is introduced by Sir Jeremy Beecham, an influential member of the Labour’s ruling national executive committee and former leader of Newcastle upon Tyne council, suggests an end to Whitehall capping of council tax bills. It goes on to demand an end to caps on business rates: “We would also welcome a review of business rate levels, which have remained static for more than 20 years.”
Backing the end of weekly bin collections to put pressure on households to recycle more, the report says: “It makes sense to modify collection frequencies.” The document also calls for more local authorities to introduce “road pricing” schemes modelled on London’s congestion charge.
The Conservatives last night claimed the dossier, which has been quietly circulated among senior Labour figures, contains a hidden “tax bombshell primed to explode after the general election”.
Caroline Spelman, the shadow communities secretary, said: “Higher council tax bands will be used to punish families and pensioners who have saved and invested in their homes, with bills being pushed up to the £6,000 mark.”
Labour ministers cannot afford entirely to ignore policy proposals from local councillors, a group who will be vital in the election campaign next year. However, it is highly unlikely that any tax schemes that might alienate middle-class voters will be included in the final election manifesto. “Our aim is to start a longer-term debate,” said Beecham.
