Spin on new stop powers ‘divisive’
Harriet Harman, the Justice Minister and a candidate for Labour’s deputy leadership, urged an end to “the culture of spin” after proposals to give police tough new powers to stop and question anyone were released to the press before MPs knew of them. It was “wrong and divisive”.
The scheme may go before Parliament in the autumn. Anyone who refused to give their name or explain what they were doing could be charged with obstructing the police and fined up to £5,000.
Hazel Blears, the Labour Party chairwoman, described it as “a flexible and sensible addition to the range of police powers”.

Mark Wright, 39, was shocked when the nurse refused to listen and started shouting abuse at him in front of other patients at Weston General Hospital in Somerset.
Police fraud inquiry
An inquiry into the finances of the National Black Police Association found no evidence of fraud, the association said. The Home Office froze the association’s funds last month after finding out that no proper accounts had been filed since 2003. It said that it would consider the inquiry’s recommendations.
