Plans to charge motorists up to £5 a day to drive into Manchester city centre at peak times were approved by council leaders yesterday.
Ten councils voted eight to two to bid for a £3 billion package to regenerate the city’s public transport infrastructure, which the Government has made dependent on the introduction of congestion charging. Sir Howard Bernstein, Manchester City Council’s chief executive, described it as “one of the most radical and innovative bids that has been made for public transport in this country”.
The issue has thrown up fierce opposition, reflected by the disapproval of Stockport and Trafford councils, but supporters claim that it will revolutionise public transport. If the bid to the Transport Innovation Fund is successful, the councils will have the money to invest in the expansion of the Metrolink tram network, longer and more frequent trains, more buses, park-and-ride schemes and yellow school buses.
Sir Richard Leese, deputy leader of the Association of Greater Manchester Authorities, pledged that the improvements would have to be in place before congestion charging is introduced, and not before 2012.

Good news - many more cities should be drawing up such plans, and quickly. Why are Stockport and Trafford opposed, though? Are they still stuck in the "cars more important than people or the environment" era? And why wait till 2012, why is there always procrastination in this area? A prime objective of these schemes should be to provide funds for improving and maintaining public transport and facilities for cyclists and pedestrians. Charging should start as soon as possible at a relatively low rate, increasing year by year as the alternatives to motoring are improved.

As it is public transport in this area is a mess - there is no integration of services - and such services as there are are very expensive. This leads to a lack of inclination by many to use it.
Therefore this is yet a further stealth tax on workers! If I had to pay an additional £2000 per year to travel to a £16000 (gross) p.a role as is the Manchester average salary, I might seriously think that life on benefits would equate to life at work to fund those on benefits!
It'll be an own goal for those who worked so hard to get greater Manchester back to work.

Are they trying to kill the Trafford Shopping Centre? Very few out of town shoppers want to go to the Centre of Manchester its an awful place to shop compared to the Trafford Centre. No one will want to shop in Manchester any more.

AGMA said this would need a unanimous vote 2 councils voted no so they changed the rules and made it on majority completely ignoring the objections raised by the dissenting councils
