Tackling underachievement and a “culture of low aspiration” in black boys could boost the economy by £24 billion in the next 50 years, according to a report published tomorrow.
The independent “Reach” report, commissioned by the Department for Communities and Local Government, suggests a five-point plan for how communities, local agencies, parents and the Government can work together to improve the life chances of young black men.
The document calls for a national role-model programme to encourage positive heroes for young people, rather than those who glamorise crime, guns or gangs. It also recommends the creation of a national umbrella organisation to provide support to the many small voluntary groups around the country that it says face “significant barriers” to getting government funding.
The report advocates stronger relationships between parents of black boys and schools to improve educational aspirations. It also urges Ofsted to provide greater consistency in the way schools are inspected to ensure that all schools seek to close the academic gap between black and white pupils.
Clive Lewis, chairman of the Reach group, said: “We need to focus effort on raising the aspirations and achievement of black boys and young men to enable them to be more connected and engaged with wider society and more able to make an even greater contribution economically, culturally and politically to Britain.”

At end of the day this misses what is obviously going on in our British society - many ethnic groups don't have role models, not just the black community. The scheme is a good idea but where are the Asian role model? It must address the issues of the whole British ethnic population not just a minority component of it. Still there are no Asian footballers or any Asian Government minister except those in a very minor post. Keith Vaz can offer a great deal to this country as a Christian and a Government minister. There are no Asian pop stars when Asian music is so vibrant . The resources available must be used to help ALL marginalized groups and not just one more vocal and powerful section of it. Otherwise it will be the usual rule of - divide and rule. Asian people freely mix and adopt to other cultures and to suggest otherwise would be just plain daft and racist. Look at the reality of British life and stop dealing with old outmoded narrow view points. EVERYONE deserves a chance!

I believe this is discrimination, there are other children caucasian, chinese and asian. Who are in this situation. This is just another government quango, that will cost the tax payers millions. It has been tried in the US with very little success. Bill Cosby was critized by the black community in the US for daring to speak out - suggesting that the black fathers responsibility had all but dissapeared. I think it is about time people started taking responsibility for there own actions and stop find exuses for every bad think that happens.

A wonderful idea. In fact moving away from 'all black people are car jackers' is great. If only such an approach were made for the Indian sub continent community i.e. 'not all young brown people who travel regularly are terrorists', things certainly would be on the up; just as we do not assume that 'all middle aged white guys who work in financial institutions are fraudsters'. Or do we?
Respecting the different communities which makes our nation what it is is fundamental to our growth as a nation. Every sector of our society should be given the needed support and we must work together as it is our mutual success, happiness and prosperity which makes us the multicultural community almost unique in the world.

even greater contribution? This report is really saying we will lose another 24 billion because of the poor behaviour of a minority fringe group, that refuses to join a decent society. I take it clive doesn´t frequent Stockwell, Brixton and other such areas of London. The aspirations of innocent commuters needs lifting as they are spat at, threatened, mugged, and attacked even killed.. all because they are white in their own capital city.

If only the Government would let me and others retire at 50 as we used to, I could train up the youth of today to do my job and get them into work. I am in IT and Im sure it would attract a lot of interest. I would be more than happy to train youngsters like we used to in the old apprentice system. If we have to work till 65 and beyond, the youngsters will never get into the more interesting jobs like mine. Almost all the people in my IT section have been here for nearly 20 years or more and cant leave.

Here we go again, the fine rosy chestnuts about raising black aspirations and achievements on a wing and a prayer without any understanding of how to do it.
Every single human being desires four things to make them feel good about themself: to be appreciated, valued, to feel significant and to be included. Those attrbutes give them the confidence, the self-esteem and the personal empowerment to aspire to greatness. Black people, in the main, are excluded from their society, from the positive things which make us feel worthy and from the status, wealth and power their white compatriots enjoy; they are paid less, on average, with higher unemployment and much lower prospects.
Try boosting black achievement against that endemic inequality, lack of role models, feelings of alienation and sheer loss of personal value. What those young guys need the most is a positive sense of self to counteract the negative influences around them, and getting it has very little to do with money.

What is needed is a world-wide investigation by non-racist people who will report the facts without any punches pulled. The USA and other countries have major problems similar to what is happening in the UK, and the USA Black population has now had 50 years of privileged access to education and other benefits, even at the expense of others who have been better qualified, and the results are reported to be very disappointing.
It would seem to be a cultural problem that no amount of privilege and financial benefits to the detriment of more deserving causes can solve. So there has to be another way. That is for the hard-hitting, pull no punches experts to determine. It should only take about one year to complete.
