The chief constable who resigned amid allegations of financial wrongdoing and misuse of police equipment was also being investigated in connection with his force’s dismissal of child abuse claims against a judge, The Times can disclose.
Terence Grange, who resigned from the Dyfed-Powys Police on Monday, had been accused by the judge’s ex-wife of allowing his professional relationship with the judge to influence the force’s treatment of the claims.
He left his post days after the Independent Police Complaints Commission (IPCC) launched separate investigations into potentially criminal financial irregularities and alleged misuse of a work computer.
Members of the Dyfed-Powys Police Authority had refused to offer him their continuing support.
The Times can reveal that in August the IPCC had ordered the police authority to investigate the links between Mr Grange and the judge accused of inappropriate behaviour towards children. It follows claims made by the judge’s ex-wife that the judge had given a child a sexually transmitted disease, viewed child pornography websites and misused transcripts from child abuse cases that he had presided over.
Documents sent to the IPCC said the force had concluded that there was insufficent evidence to interview the judge and decided not to analyse his computer. The force then refused to accept a further complaint from the ex-wife that the relationship between the judge and officer, who had worked together on criminal justice issues, had biased its approach. But the IPCC ruled in August that this complaint should have been investigated.
The judge, who cannot be identified, said previously: “It is not a subject I would wish to comment upon in any circumstances.”
Mr Grange, 58, did not respond to a request by The Times’s for his reaction to the bias claims. He has not spoken publicly about the IPCC investigation.
The Dyfed-Powys Police Authority did not comment on whether this investigation into Mr Grange had been dropped, or whether the initial child abuse claims made against the judge would be reinvestigated.
The IPCC is still investigating Mr Grange over potentially criminal alleged financial wrongdoings. It is now powerless to investigate the alleged misuse of a work computer because Mr Grange is no longer a serving officer.
On Tuesday the police authority revealed that Mr Grange had been accused of sending “private e-mails concerning a personal relationship”.
The authority held an emergency meeting behind closed doors on Thursday to discuss Mr Grange’s retirement. It is under fire from critics who claim that the police chief has been “let off the hook” by being allowed to leave.
Helen Mary Jones, Plaid Cymru AM for South Wales West, said yesterday that many serving officers felt that no other force member would have been allowed to walk away from such allegations. In response, the authority released a statement after Thursday’s meeting defending its actions.
It said: “The emergency committee considered that there were issues in front of them that raised questions about Mr Grange’s judgment and it was important to maintain confidence within the authority, force and our communities. It therefore decided that it was in the public interest that his offer to retire should be accepted with immediate effect.”
Mr Grange was spokesman for the Association of Chief Police Officers on child protection issues and caused controversy last year when he asked whether it was appropriate for young men who had sex with 15-year-old girls to be described as paedophiles.
He became Chief Constable of Dyfed-Powys Police in 2000, where he has presided over improvements in police performance and a reduction in crime. This year he was given a two-year extension to his contract.
When Mr Grange announced his retirement, Tony McNulty, the Home Office Minister, said that he should be congratulated for having “made a significant contribution to policing in Wales”.
The IPCC said: “Once he left the police force we no longer had any power to investigate him for computer misuse. But the allegations of financial irregularities are different because, potentially, they could be criminal.”
Mr Grange has been replaced by Acting Deputy Chief Constable Andy Edwards.

Abuse of every kind is so obviously rife, and always has been! Children in a lot of peoples eyes are "just third class citizens" they havent got a voice and thats why a lot of abusers get away with it!
Even when the abused become adults, they would be very lucky to be heard!
Once abused, always abused, its something that we have to live with for the rest of our lives!
No one really cares enough to make any difference to the way I feel, I'v done the therapy with endless councilors, and I'v done the prescribed drug bit, but nothing has helped me rid myself of the feelings of total loneliness, sadness, the fear, the guilt, the shame, and the total lack of self-confidence!
Its especially hard knowing that those that abused me are still out there living in the lap of luxury on the proceeds of that abuse!
I cry out for justice, and want to scream my frustrations to the world!

Child advocates are mainly funded by government and the police have been active raising money for child advocates. Neither politics nor business should have a primary role in child care.
With all the horror stories that keep repeating there clearly should be a broad and independent investigation into childcare and that could only be undertaken by the public where the panel comprises those who have been victims of persecution and those directly involved in child care problems which have been ignored.

It may be true that in the 1970-80s police forces that did not take all allegations of child abuse seriously, nowadays the boot is on the other foot. Countless men (and women, too) have had their careers ruined by allegations that lacked the evidence to justify prosecution: only a minority of men and women who have been caught up in police investigations of alleged abuse are actually prosecuted and so often it is clear that the allegations are driven by resentment, the lure of compensation etc. Juries seem to be swayed by the argument that children (or former children) would not lie about such things and consequently innocent people have been imprisoned for offences they did not commit. I have seen in Court how a woman has been shown to have lied significantly in a major part of her evidenceand yet the jury chose to believe her word against a defendant of spotless character.

You had jobs to protect children, and instead used them in every way imaginable to abuse them,while the others in the herd covered it all up.
You were untouchable, and the truth hidden for years.
I became aware in 1990- so how long has it been going on for.
When a judge tells parents to shut up or they will make sure their children are abused in care in secret - then it is time to make all those who use child protection laws to protect themselves all over the country accountable.
Ah yes, next month will see another ring of abusers exposed.
The law is being ignored again and again as judges rubberstamp whatever corrupt social workers place in front of them.
There are many examples of child protection officers not doing their job.

Phil As I have said before it is very easy to dismiss anyone who reports the abuse of a child as hysterical, a liar, a mischief maker, or anything else which can be made up.
In reality many child abuse allegations or reports are not responed to very well, not recorded with any accuracy and are often not investigated with the will or the expertise which they require..
The evidence of this is everywhere. The many children who despite being reported and identified to the authorities, as being abused, wind up being further violated and sometimes killed.
In this case a high ranking police officer, who had access to very sensitive information in the area of child protection and sex offending is alledged to have 'dropped' child abuse allegation made against a judge. Were there any other cases of 'dropped' child abuse allegation on this officers' watch?
A full investigation must be called for.
The children have a right to expect that all child abuse allegations are investigated properly.

The conjecture that best fits the few disclosures is that the police had good reason to take the view that the original allegations were false or unreliable. For exmple, they might be malicious, or made for financial gain, or were paranoid or grandiose delusions, or false memory resulting from borderline, bipolar or similar disorder, medication or therapy for the preceding conditions, or were made by an attention-seeking wolf-crier. Wait!

How many of the other 43 Chief Constables in the UK have done the same thing as this one to protect their mates.
In Hampshire Constabulary area, 63 high profile and protected names were removed by Officers serving in Operation Danforth, Hampshire Constabulary's response to Operation Ore. I would like to know how many of these 63 were friends of the Chief Constable. The Hampshire Police have failed to disclose, under a Freedom of Information Act request, and critieria used by its Officers when discounting a suspect from their enquires prior to any action being taken.
