The first UK identity card for more than 60 years will start to be issued in November, the Government announced today.
Jacqui Smith unveiled the card which is to be issued to people outside the European economic area renewing their permission to stay in the UK as students or on the basis of marriage.
Up to 60,000 cards will be handed out between November and March in the first large scale production of the 4.7bn identity card scheme.
The red and blue card bears the royal crest plus the shamrock, daffodil, thistle and rose as symbols representing the four countries making up the United Kingdom.
It bears the person’s picture, name, date of birth, their status in the UK and whether they have a right to work. On the back the card gives the person’s town and country of birth, gender and whether they have the right to UK state benefits.
The biometric details are the person’s two fingerprints.
Ms Smith, the Home Secretary, said the card, which will cost £30, will replace up to 50 paper documents. “ID cards for foreign nationals will replace old fashioned paper documents; make it easier for employers and sponsors to check entitlement to work and study and for the UK border agency to verify someone’s identity."
The card, which is compulsory for foreign nationals, will start to be issued on November 25 at offices in Croydon, Glasgow, Sheffield, Liverpool, Birmingham and Cardiff. Over the next three years up to one million will be issued to foreign nationals in Britain.
Ms Smith added: “Foreign nationals living and working here and studying here legally will be able to prove that easily and we will be able to prevent those here illegally from benefiting.”
Ms Smith said that next year identity cards will start to be issued to UK citizens working in sensitive areas including those employed airside at airports.
It is understood the issuing of these cards will be trialled first at a handful of airports and they will only be issued to new applicants for jobs rather than existing staff.
Under current plans identity cards will start to be issued on a voluntary basis to UK citizens from 2010 with the Government initially targeting youngsters over 16 who may wish to have them to help prove their identity and age.
From 2011/12 ministers hope to start rolling out the scheme throughout the UK with people able to apply for an identity card, passport or both at a cost of just under £100.
The card issued to UK citizens will differ in the information displayed from that given to foreign nationals.
It will include a picture, name, gender, place and date of birth, issue an expiry date of the card, national identity register number, nationality and two fingerprints but does not have details of a person’s right to work or access to benefits.
Although identity cards issued to foreign nationals are compulsory, UK citizens will not have to apply, or carry one. It will require further legislation to make it compulsory for every UK citizen aged 16 or over to have an ID card and require them to produce it when seeking employment or accessing public services.

Everyone in Europe and in fact every country I have ever visited has ID cards, why the bitching here? It's sensible and correct. I lived in Europe most of my adult life and have had ID cards, they are not an intrusion in any way into my life and one needs them to use credit cards etc. A good idea.

I know you're all dead against the ID card, but I am desperate for one. I have lived abroad all my adult life and am sick and tired of having to carry my passport to prove my identity. What's more, EU nationals don't even need a passport to travel within the EU. I would prefer a card to a passport.

If this card definitively identifies a person as a temporary resident citizen etc then it is of some value as there are far far to many illegals in Britain at the present time, something needs to be done to address forged documents etc. Britain cannot afford to do less.

I.D cards should be resented because it is another way of the Government keeping us all under complete control. There is that and also the fact that the people in positions of power want the UK citizen to pay for their further erosion of personal freedom. Nobody agrees but it is still introduced.

These cards will achieve none of the goals they are designed for. They are fundamentally the same as exsisting work VISAs or documentation of identity, simply because one is always able to falsify or ignore.
Terrorism and crime are spices to make ID cards palatable.

Even if these cards do become compulsory i will not be accepting one no matter what the consequences of fines or jail terms. I will not subscribe to an insecure technology that holds any further details for the government to lose or worse have my identity cloned.

So if you are a foreigner asked by the police for your UK ID, you reply that you are a British citizen! I have lived overseas for 40 years in many countries and always had a local ID. I have never been stopped, and one must wonder whether statistically an ID is very useful. Or is it I look honest?

I really don't have a problem with ID cards. I've lived in China and the proposals are similar to registration requirements of foreigners there. I also think that ID cards should be compulsory for all Brits. But the "civil liberties" brigades will balk. Its worth it to live in a safer society.

Legislation making it compulsory for all to carry them will be with us soon.
Then the state will gradually add driving licenses, passports and bank details making these obsolete.

I've no objection to card in principle but if the Gov'ment want me to have a card they can GIVE it to me. Why should I pay £93 for am ID card when my Passport or Driving Licence does the same job!!

A GREAT idea. The British have had driving licences for years - all giving our name, address and date of birth. When applying for them we also gave our place of birth. For us there is no real difference. For terrorists or illegal immigrants we will at least have some way to identify them.

I have no problem with an id card as i have nothing to hide!! Don't drive so this will make it easier to produce id for me! My mother has no passport and doesn't drive so this will be very useful for her too! In this time of acute terrorism we need this simple but effective defence mechanism...

In Turkey we have Id cards, but over here we have our licence to prove our identity.It is a good idea for foreigners to have but i dont understand why uk citizens need to have the Id card i think it will be a waste of money for both us and the government.
