A teenager who terrorised his local community has today been banned from wearing a hooded top for five years.
Dale Carroll, 16, of Manordale Walk, Cheetham, Manchester, attacked locals and once attempted to cut down a CCTV lamppost with a chainsaw, a court heard. The boy was part of a gang who annoyed residents of Collyhurst Village in Manchester for almost three years.
It is thought to be the first time someone has been banned from wearing a hooded top in the UK. A Manchester City Council spokesman said: “It is certainly the first time it has happened in Manchester, and as far as we are aware it is the first time it has happened anywhere in the country.”
Carroll, also known as Elms, appeared before Manchester magistrates on Tuesday charged with anti-social behaviour.
Magistrates heard that the youngster threw fireworks at cyclists, and once pulled a person from their bike and threatened them with an axe. He drove a car on to a pavement and down steps close to the Sparrow pub in Collyhurst, the court was told.
Carroll was banned from wearing a "hoody" or a cap in public and from entering a large part of Collyhurst, including the home he shares with his mother in Manordale Walk. He was also prevented from congregating with more than two people, except family members and banned from possessing fireworks, axes or chainsaws.
Breaching the anti-social behaviour order (Asbo) conditions is a criminal offence for which he could be jailed for up to five years.
Manchester City Council’s executive member for housing, Councillor Eddy Newman, said: "This young man has caused absolute misery for the people he has terrorised in this neighbourhood, and is out of control.
"He should be absolutely clear we will not tolerate this kind of behaviour and unless he radically changes that behaviour, he faces a long period in custody."
