The leaked details of the security measures, named Operation Sorbus, include assessments of the risk from chemical, biological and radiological attacks and an analysis of the most vulnerable areas around the Scottish hotel and estate where the summit will be held on July 6-8.
The Sunday newspaper to which the details were leaked claims it was given maps showing the precise location of lines of reinforced fencing to keep out would-be bombers and protesters, as well as aerial photographs of the estate marking likely terrorist targets.
Despite the elaborate measures being taken to guard the summit, the whistleblower is claiming that security is not being taken seriously enough.
Bob Geldof, organiser of Live 8, the concert for Africa being held just before the summit, has called on “a million people” to gather in Edinburgh to protest and it is likely that many determined protesters will travel the 40 miles from the Scottish capital to Gleneagles.
Among the information given to The Independent on Sunday in the Sorbus blueprint was said to be the locations of special forces and regular troops. The American and British authorities are also said to be in dispute over the proposed sites for the deployment of surface-to-air missiles.
The whistleblower told the newspaper: “I have been increasingly appalled by the air of complacency surrounding this event, particularly as displayed by ministers. The release of a portion of non-operational material is intended as a wake-up call before that complacency becomes truly dangerous.”
The operation to secure Gleneagles, a five-star golfing resort, is being led by Tayside police supported by the security services and the army at a cost said to be £100m.
Roads passing the hotel will be blocked, local people issued with photographic identity cards and a five-mile steel fence with a second barrier inside the grounds will cordon off the hotel itself.
Closed circuit television cameras will also be installed on the 6ft high barriers. Up to 10,000 police will be on call. Officers may also use stop and search powers in what has been described as the biggest security operation ever mounted in the UK.
John Vine, chief constable of Tayside, a veteran of the 1980s miners’ strike, has promised to police the event “by consent and by facilitating peaceful protest” avoiding heavy-handedness. David Davis, the shadow home secretary, said the leak was potentially “a serious breach”.
A spokeswoman for Tayside police said: “It’s disappointing if such information is no longer in secure hands. We will look into it and investigate but we do have absolute confidence in our security plan.”
