A delegation from the Brazilian government will fly to London at the weekend to begin their own inquiry into the shooting of Jean Charles de Menezes.
In a strongly-worded statement, the country's Ministry for External Relations said that a reported chain of "deeply regrettable mistakes" which led to the killing of the 27-year-old electrician by the Metropolitan Police as a suspected suicide bomber had outraged the Government in Brasilia.
Two officials will meet representatives from the Independent Police Complaints Commission (IPCC) and the Met on Monday to obtain what it describes as "ample clarifications" about the shooting at Stockwell Tube station on July 22.
Sir Ian Blair, the Metropolitan Police Commissioner, has been forthright in his defence against allegations that he personally intervened to cover-up details of the killing and delay the start of the IPCC's inquiry. Asked whether he would resign over the affair, he said: "I'm not going to resign, I have a job to do."
Last night it was revealed that a clerk at the IPCC believed to have leaked the board's interim report to ITV News, which directly contradicted the initial police report of events in several key areas, had been suspended. The clerk, who could face serious charges, is believed to have links with ITV news staff.
The suspension comes amid a growing dispute between the IPCC and Sir Ian, who is understood to want a "Hutton-style" judicial inquiry into the case, like that conducted into the death of Dr David Kelly, the government scientist.
The Jean Charles de Menezes Family Campaign announced that a demonstration will be held marking one month to the day since the shooting at Stockwell Tube. They are calling for as many people as possible to descend on Downing Street on Monday August 22 at 6pm to call for "no more cover up", the sacking of Sir Ian and a full public inquiry at once.
Sir Ian’s defence of his actions followed a statement by the IPCC’s deputy chairman, John Wadham, in which he said his organisation had secured an important victory for its independence.
He said that police "initially resisted us taking on the investigation but we overcame that. This dispute has caused delay in us taking over the investigation but we have worked hard to recover the lost ground".
Mr Wadham said that the probe was now "making good progress" and would be completed in three to six months.
The allegations of a cover-up arose after it emerged that Sir Ian had written to Sir John Grieve at the Home Office in the immediate aftermath of the shooting "to clarify the role of IPCC".
Sir Ian denied any attempt to hinder the inquiry, saying: "These allegations strike to the heart of the integrity of the police and integrity of the Met and I fundamentally reject them. There is no cover-up."
