Younis Tsouli, from West London, is accused of having details of how to make a car bomb on a computer hard disk in his bedroom.
His alleged accomplice, Wassem Mughal, from Kent, is charged with having a piece of paper with the Arabic words "Welcome to Jihad" at his home. There was also a piece of paper with the words "hospital = attack" written on it.
He is also alleged to have had a formula for making rocket propellant.
Mr Mughal and Mr Tsouli, both 22, were taken from Paddington Green police station and remanded in custody by Bow Street Magistrates’ Court. They are charged with 18 offences, including plotting to commit murder and explosions.
They appeared with Tariq al-Daour, 19, of West London, who is accused of conspiracy to obtain money by deception and Terrorism Act offences involving possession of money for terrorism and fundraising.
All three men were born abroad and brought up in Britain. The three, who were arrested two weeks ago, spoke only to confirm their names and dates of birth during the hearing before they were sent for trial.
There was no application for bail on behalf of any of the men. District Judge Daphne Wickham told them that their case was being sent to the Central Criminal Court for hearing on November 18. Mr Mughal faces ten charges.
They include conspiracy to murder, conspiracy to cause an explosion, conspiracy to cause a public nuisance, conspiracy to obtain cash by deception and possession of money for terrorism purposes and fundraising.
He is accused of having a DVD in his bedroom called Martydom Operations Vest, which had information "likely to be useful to a person committing or preparing an act of terrorism".
Another charge refers to a piece of paper, allegedly found in his bedroom, with information about a recipe for rocket propellant and "guidance on causing an explosion".
Mr Mughal is accused of plotting an explosion with Mr Tsouli and others, plotting a murder of a unknown victim and also of plotting a public nuisance.
The other charges allege that he plotted credit-card fraud with Mr al-Daour and received cash for use in terrorism. The credit card charge says that the two men and others conspired to "dishonestly obtain property from credit cards belonging to others".
Mr Mughal also allegedly accepted and had cash for terrorism plans.
The charges against Mr Tsouli claim that he also had a "video slides film" on his computer that showed "a number of places in Washington DC and a CRBN [chemical, radiological, biological and nuclear] vehicle".
He also faces charges of plotting with Mr al-Daour on charges involving credit cards, fraud and receiving cash for terrorism.
The charges against the three, all relating to a date before October 31, have been brought under the Terrorism Act 2000, the Criminal Law Act 1977, the Explosives Substances Act 1883 and common law. The three men were arrested during raids two weeks ago and have been held in the high-security wing at Paddington Green during investigations by Scotland Yard’s Anti-Terrorist Branch.
