Two brothers of a man convicted of involvement in the fertiliser bomb plot have absconded from a control order imposed on them under terrorism laws.
Scotland Yard said they are anxious to trace Lamine Adam, 26, and Ibrahim Adam, 20, and a third man, Cerie Bullivant, 24, who went missing this week. The Adams are the brothers of Anthony Garcia, 25, who was jailed for life last month after being convicted at the Old Bailey of conspiring to commit a terrorist attack in Britain.
Police said that the Adam brothers failed to contact a monitoring company on Monday evening. Bullivant failed to report to a local police station on Tuesday morning.
The Adam family live in Ilford, East London, and are of Algerian origin. Bullivant is also from East London.
Lamine Adam was repeatedly mentioned as an associate of those convicted during the Operation Crevice terrorism trial, which exposed plots to blow up Bluewater, the Ministry of Sound and synagogues. A key witness alleged that Lamine Adam was planning a separate attack on a British target.
He worked for London Underground alongside a man, known during the trial as “Imran”, who was asked by terrorism leaders in Pakistan to launch a suicide attack on the Tube network. Imran also breached his control order. He has been on the run since escaping from a psychiatric unit in West London last August.
Police sources said last night that the three most recent absconders were unlikely to have passports under the terms of their control orders.
Three other men have also absconded from their control orders, with police fearing that one has fled abroad on a false passport.
The Home Office said: “The Home Secretary, on police operational advice, today approached the High Court requesting that anonymity be lifted in order to assist with their investigation.” She said that the Home Secretary would make a written statement to Parliament today.
In terms of being a threat the latest absconders are considered at the “lower end” of those individuals covered by control orders, and, as a result, are subject to less severe restrictions, according to Whitehall sources.
Peter Clarke, head of the Metropolitan Police Service Counter Terrorism Command, said: “We know that Lamine Adam, Ibrahim Adam and Cerie Bullivant are associates and may well be together. I am asking members of the public who actually see these men not to approach them, but to call 999 immediately.”
The orders on the three were imposed under the Prevention of Terrorism Act 2005. Lamine Adam is 6ft (1.82m) tall, with a slim build, light complexion and short dark brown hair. He was last seen with a short beard or stubble.
Ibrahim Adam is 6ft 2in, slim, and has a light complexion and short dark brown hair.
Cerie Bullivant is white, 5ft 7in, slim with brown receding hair and brown eyes. He is thought to now have short hair. Last night Lord Carlile of Berriew, QC, the Government’s terror watchdog, said: “The controls placed upon them were proportionate and the minimum that were needed to stop them leaving the country – it being suspected they wish to leave to join the insurgency.”

False paspaorts seem to be available for anyone with a criminal background intent or sent from abroad.ID theft is a good business or appears so, even to simple minded people
The ID card system must come even in the purchase of a vehicle. Health Authorities as major employers do not seem to be aware of false CVS and accreditations which seem to available on the continent and even in this country . To allow these and many other immigrants into this country has been a retrograde step and the families of these terrorists should be deported along with the proven terrorist. WE seem to have gone soft in the head.

The totally abused Refugee Convention in combination with the ridiculous Human rights act are to blame! Anyone and his brother can travel thousands of miles and pass through numerous safe countries to get to the UK. The first "safe" country it states in the 1951 Geneva Convention is where asylum is to be granted.
When these people get to the U.K, British passports are then handed out thirteen to the dozen to people without any loyalty or love for the country or it's people. In many cases these people want to see our destruction just like these three! Just because somebody holds a British passport doesn't make me see them as British or fellow countryman, that goes a lot deeper than a piece of paper!

We in the west have let into our society all these ethnic peoples with the hope that they intergrate, but in fact they are allowed to carry on as if they were still in there own country of origine.If these people want to live in our society then there should be a probationary period to prove that this is the country they want to support in every way, not to try and change the west to there way of thinking.

Isnt this simply going to happen over and over again until there is a realisation that terrorists cannot be treated as normal criminals? By their very nature, they are unofficial combatants fighting a global war with the aim of inflicting mass causalities. Even the worse murderers do not have the ambition to inflict this scale of damage. We would never have won the 2nd world war, or indeed any war, if we observed every letter of the law dealing with troops who were, at least, official soldiers.
The US, unlike Britain, seems to understand that they are actually at war. No matter what people think of unusual rendition or Guantanamo Bay it is necessary to deal with the most dangerous people on earth and will be here to stay as long as there is a war. The Americans put national security and public safety before human rights considerations and are right to do so. It is now time that Britain did the same.
A dramatic paradigm shift is needed and absolutely necessary.

John Reid's first sentence says that these three men are British citizens, so there's no question of their having been deported. In fact, the restrictions were meant to STOP them going abroad!
And while Dr Reid might complain about control orders being "far from 100% effective", if the Government had had its way, it wouldn't have been able to apply even these controls to these 3 men - control orders were only brought in because the House of Lords said the legislation to allow the detention of foreigners on suspicion was unjustified, in part because British citizens couldn't be detained on the same suspicion, and the Government didn't even suggest changing the law to allow that!

In response to Tracy from Manachester: Mr. Reid said in the first line of his statement that the police were attempting to locate "three British citizens". Tracy then suggests the Human Rights Act is to blame, and that "these foreigners would have been deported". Obviously thats wrong. Lets just try to understand the issues before we make less than cautious statements. The Human Rights Act has nothing to do with this. If it can be said to, the issue is should we have continued with internment which was ruled incompatible with the Human Rights Act, but deporting British Citizens is not at issue and never was.

Read the end of the article carefully, it appears that this is not because the legislation is not strong enough, if they wanted the Home Office could have upgraded their control orders. Reid is evidently and disgracefully trying to pass the buck for this oversight onto "those who complain" and the shenenigans of party politics. This is PR-political trickery writ large, and in the shadow of what happened to Charles Clarke. I hope this newspaper and other media have the zest to spot this and give the home office a run for it's money on this one, or will journalism fail again on team Blair?

So to get to the root of this - It's all down to the Human Rights Act, again totally screwing up our laws - these foreigners would have been deported were it not for that absurd piece of legislation and it's pervasive effect on our age old, previously functioning legislation

This is a typical story of Met Blundering..they outsourced the monitoring of these folks to 'Dad's Army' and it a joke. The head of the Met should be removed from his position..incompetence at the highest level. Lord Carlile's comments are atypical of a judge whose head is so far stuck in the sand that he too should be removed. He probably lives a cushy lifestyle.
