Police must develop a network of Muslim spies to gather intelligence on terror suspects plotting attacks in Britain, the former head of MI5 has recommended.
Dame Eliza Manningham-Buller’s demand comes as the country’s new Security Minister urged the public to “grass” on individuals about whom they have suspicions.
An MI5 map indicating the extent of terror networks has been circulated to all police forces in the country.
The terror hot spot is the West Midlands, with about 80 suspected terror networks under surveillance by MI5 and the police, according to security sources yesterday.
The conurbation, centred on Birmingham, has more than double the number in London, where 35 networks are being monitored.
Other areas highlighted are Leeds and Bradford, the Manchester area and Merseyside. There is a total of 219 suspected terror networks in Britain.
Dame Eliza, who retired as head of MI5 this year, said there was a “pressing demand” for the police to create a network of spies from within the Muslim population to help to gather intelligence on suspects and plots.
She said that the networks “scattered across the country” are thought to be plotting up to 30 attacks at any one time.
Her comments, written before she retired but published recently in Policing: A Journal of Policing and Practice, indicate the difficulties the police face in getting information from within the Muslim community.
Yesterday the Government’s new Security Minister also called for people to inform on their neighbours if they had suspicions about terror attacks.
Sir Alan West, the former First Sea Lord who is now security minister in the Home Office, also warned that Britain faces a 15-year battle to tackle the radicalisation of young Muslims.
Britain faced a threat from a “disparate core” of “racist” people, often based abroad, who wanted power, he told The Sunday Telegraph.
He said that preventing people being recruited to extremism was central to beating terrorism and called for some unBritish “snitching” from the public to help the cause.
“This is not a quick thing. I believe it will take 10 to 15 years. But I believe it can be done as long as we as a nation apply ourselves to it and it’s done across the board.”
He added: “Britishness does not normally involve snitching or talking about someone. I’m afraid, in this situation, anyone who’s got any information should say something because the people we are talking about are trying to destroy our entire way of life.
“We’ll have to be a little bit unBritish, I think . . . and say something and tell something.”
Sir Alan, who will meet the Prime Minister, Gordon Brown, today to report on his review of recruitment into the National Health Service, said that the overall threat had increased since he left the Navy 16 months ago.
The map, leaked to the News of the World, shows that about 80 terrorist networks are currently being monitored in the west Midlands compared with 35 in London.
Sixty networks are under surveillance in Leeds, Bradford and Manchester, 20 in Merseyside, 10 in Wales, 12 in Scotland and two in Northern Ire-land. The map highlights the spread of terror groups in Britain.
The greatest concentration of networks under surveillance is in areas with high concentrations of Muslims such as Birmingham – where more than 140,000 Muslims live – Greater Manchester and West Yorkshire and London.
The Prime Minister said there was a need for better cross-border sharing of information on potential terrorists.
He said an expanded system for sharing data on potential threats was required as “a matter of urgency”.
“We do now need more information flowing internationally about who are potential terrorists and who are potential suspects,” Mr Brown told Sky News.
“I want the system that we are trying to expand between Europe – a system whereby we know who are potential terrorist suspects – [to be expanded] to other countries in the world and then we may have a better idea of people coming in to different countries, whether as professional recruits or in other ways, about what the dangers and the risks we face are.”

Muslim spies? Try creating an inclusive-infrastructure which addresses Muslim concerns across the board. We talk about an integrated society, great, but ignoring issues by not providing grassroots level support funded by central government means that the issues which need to be addressed are ignored. It always amazes me how you British people try to absolve yourselves and your govt. of any fault in starting the Iraq war. Don't you guys know that it was Mr. Blair who had been urging the US to invade Iraq way back when Clinton was still President (after Saddam evicted inspectors in 98).Clinton opted for an 80-day bombardment of Baghdad instead.
Don't get me wrong, I'm not defending Bush at all; he should indeed receive most of the blame. But Blair had wanted to invade Iraq long before Bush took power. So to call him a "puppet" just isn't right and wrongly places all the blame on the US.

There is anger felt by those who have experienced or witnessed the endless stream of raids in Bradford, Leeds and London For the moment that anger is limited to a few in each community but there is the ever increasing refrain that âenough is enoughâ. The Muslim community has been criminalised and marginalised. It lives in fear and breeds an anger borne of frustration. At the very least those in power need to acknowledge that mistakes have been made and apologise for them. If not, then serious consideration is being given by some in these communities to withdrawing their co-operation until change is achieved.

I fail to see what benefit we derive from publishing such thoughts in a periodical.....it is so obvious that it doesn't need to be widely disseminated, simply acted upon discreetly. The majority of the Muslim community know nothing about terror plots, so would have nothing to report. The people who know are those who encourage and preach the violent aspect of Islam, and would never impart their knowledge to any outsider.

It would be something of a puzzle if we did not already have 'networks' of muslims involved in intelligence gathering. One can only assume that this public recommendation is simply part of a plan to cultivate uncertainty and a sense of vulnerability within terrorist groups.
As to the MI5 map of terror networks, surely even the police could have drawn that one up themselves. Simply map the densest clustering of muslims and assume a fixed percentage of extremism.

For Labour and the Marxoid Left to speak of tackling Islamic extremism in Britain is ridiculous. The left, led by New Labour, generated the problem through a deliberate policy of mass-immigration into Britain over a period of almost 50 years. The effort has intensified since New Labour came to power in 1997. The purpose of this effort was to produce the 'multi-cultural' society so beloved of Marxists.
In order to feed this absurd project, the left are now importing almost 1/2million people per year into Britain, largely islamic people from the Asia and the Middle-East. The more alien and incompatible these people are from a cultural and ethnic standpoint, the more the Left relish the idea of importing them in large numbers into our country.
Asking Gordon Brown and his Marxist allies to sort out the connected problems of terrorism and immigration, is rather like asking your local mafia boss to sort out your crime problem. New Labour are the cause of the problem.

It is probably not surprising when the state effectively brands a community as criminal that others will not take advantage of it. It is, perhaps, inevitable that having set the agenda from the top many parts of society will follow and the media will reflect that move. Few people will not have noticed the nature of the vilification contained in certain parts of the national press when reporting allegations against Muslims. Invariably the word âMuslimâ would be followed by âfundamentalistâ. Arrests would be reported with the salacious verve normally set aside for Hollywood celebrities. Threatened action against the media in such cases would be met by the stock defence that such reporting was necessarily âin the public interestâ as if there were some fifth column that needed to be exposed. The fact is that such reporting has two chilling effects. Firstly, it overplays the fear required to subjugate society into accepting ever more extreme restrictions on all our liberties

Incredible, I cannot believe that two years after 7/7 our SS have not recruited Muslims to spy on the troublesome minority. On the other hand, I don't suppose that the professional terrorists are so indiscreet that they keep their "fellow" co-religionists informed. I have some sympathy for our law-abiding Muslim citizens, I would not expect them to keep the company of these fanatics. I for one am wary that we are being misled by the Walter Mittyesque sensationalist terror-entrepreneurs such as Ed Hussain and Hassan Butt. I fear that they are leading us down an all too easy blind alley, diverting our resources going after red herrings, such as disenfranchised vocal hotheads, who talk the talk, but don't walk the walk.

There's something bizarre about immigrants, whether 1st generation or British-born deciding to cause mayhem in their host country, while natives, at least, in part, feel guilty about inner city life and deprivation.
