Peter Voisey, 35, was convicted a year ago at Newcastle Crown Court of the abduction and rape of a six-year-old girl whom he had snatched from the bath at her home in Willington Quay on Tyneside.
He then drove round the area and repeatedly sexually abused her. She was later dumped naked and screaming in an alleyway.
Voisey was jailed for life last December and told that he must serve a minimum of ten years before he could be considered for release.
He was already on the sex offenders register after being convicted of an earlier assault on a child.
Voisey, of Blyth, Northumberland, had attacked a 12-year-old girl at a swimming pool in Macclesfield, Cheshire, in 2001 and was supposed to be being monitored under a multi-agency public protection arrangement (Mappa).
Stephen Ayre, a convicted murderer, abducted and raped a ten-year-old boy only ten months after being freed from prison on life licence.
Ayre, 45, had broken the terms of his release from prison only four weeks before he attacked the boy in Saltaire, West Yorkshire.
He was sentenced in April last year at Leeds Crown Court to life imprisonment for two rapes, abduction and a sexual offence. He was given a whole life sentence and told that he would die in jail.
Ayre had been convicted of murdering Irene Hudson in Shipley, West Yorkshire, in 1984. He also had a previous conviction for underage sex.
He had been given a life sentence for murdering Ms Hudson and his first four attempts at parole were refused. However, after serving ten years of that sentence a Parole Board panel agreed to his release from prison in April 2005. Ten months later he attacked the boy.
Ayre was the subject of a Mappa but, despite breaking the terms of his release licence by being drunk and in the exclusion zone, he was not returned to jail. After being arrested he told police that he had committed the crime because he wanted to be returned to prison.
Two inquiries into the circumstances surrounding Ayre’s release by the Parole Board and his monitoring by West Yorkshire Probation Service have been kept secret by the authorities.
