US will call in Army

PRESIDENT BUSH has said that he would consider using the Army to enforce mass quarantines in the event of a catastrophic outbreak of bird flu.

Mr Bush said that he took the prospect of such a pandemic reaching the United States very seriously.

The President was responding to a question during a press conference on Tuesday, a week after Mike Leavitt, his Health Secretary, told officials that the US faced a potential disaster and was unprepared. The day after Mr Leavitt’s closed-door briefing the Senate inserted $3.9 billion (£2.2 billion) for influenza preparations into a Pentagon spending Bill.

Conceding that some governors objected to federal control of state National Guard troops, Mr Bush said that, as a former governor, “I understand that. But Congress needs to take a look at circumstances that may need to vest the capacity of the President to move beyond that debate.”
