Threats will change nothing, says Russia

RUSSIA said yesterday that North Korea had neither the money nor the technology to build nuclear weapons, in a message contrasting sharply with concern expressed by America at Pyongyang’s decision to re-start its nuclear power programme.

Alexander Rumyantsev, Russia’s Atomic Energy Minister, said: “North Korea does not have the capacity to put together nuclear weapons. A developed industry is needed for that.” He added that the country’s impoverished economy could not afford it.

Mr Rumyantsev said that Russia had not had any contacts with North Korea in the nuclear field for more than a decade. While expressing concern at North Korea’s move, Russia and other governments have taken a softer line, with officials saying that North Korea could not be bullied into backing down.

“You cannot achieve anything through accusations, pressure or tight demands, not to mention threats,” Alexander Losyukov, Russia’s deputy Foreign Minister, told the Interfax news agency yesterday. “That will only make it worse.”
