North Korea talks to resume

TOKYO The US and North Korean governments are edging towards a diplomatic breakthrough after the Bush Administration abandoned its refusal to hold face-to-face talks over Pyongyang’s nuclear weapons programme (Richard Lloyd Parry writes).

Three months after North Korea’s first nuclear test, negotiators from Pyongyang and Washington met in Beijing yesterday. If all goes to plan, Daniel Glaser, the US deputy assistant Treasury Secretary, will make a deal with North Korean officials this week on easing American financial sanctions. In return, North Korea will make concessions — perhaps including access to its Yongbyon nuclear plant, which probably provided the plutonium for the nuclear test.

Beijing said that it would play host to a new round of six-party talks, attended by both parties as well as Japan, Russia and South Korea, on February 8.
