A Pakistani minister and woman’s activist has been shot dead by an Islamic extremist for refusing to wear the veil.
Zilla Huma Usman, the minister for social welfare in Punjab province and an ally of President Pervez Musharraf, was killed as she was about to deliver a speech to dozens of party activists, by a “fanatic”, who believed that she was dressed inappropriately and that women should not be involved in politics, officials said.
Mrs Usman, 35, was wearing the shalwar kameez worn by many professional women in Pakistan, but did not cover her head.
The attack happened in Gujranwala, 120 miles southeast of Islamabad, where the minister’s office is based. As Ms Usman, 35, stepped out of her car – where she was greeted by her co-workers throwing rose petals - the attacker pulled out a pistol and fired a single shot at close range, hitting her in the head. She was airlifted to hospital in the provincial capital Lahore, but died soon afterwards.
The gunman, Mohammad Sarwar, was overpowered by the minister’s driver and arrested by police. A stone mason in his mid 40s, he is not thought to belong to any radical group but is known for his fanaticism. He was previously held in 2002 in connection with the killing and mutilation of four prostitutes, but was never convicted due to lack of evidence.
Mr Sarwar appeared relaxed and calm when he told a television channel that he had carried out God’s order to kill women who sinned. “I have no regrets. I just obeyed Allah’s commandment,” he said, adding that Islam did not allow women to hold positions of leadership. “I will kill all those women who do not follow the right path, if I am freed again,” he said.
“He is basically a fanatic,” Raja Basharat, the Punjab Law Minister, said. “He is against the involvement of women in politics and government affairs.” A police statement added: “He considers it contrary to the teachings of Allah for a woman to become a minister or a ruler. That’s why he committed this action.”
“He killed her because she was not observing the Islamic code of dress. She was also campaigning for emancipation of women,” said Nazir Ahmad, a local officer.
Ms Usman, a married mother of two sons, joined the pro-Musharraf Pakistan Muslim League after being elected in 2002. A strong supporter of the President’s policy of “enlightened moderation” - designed to tackle extremism - she was appointed to her current post in December last year according to her government biography.
In April 2005, she encouraged the holding of a mini-marathon involving female competitors in Gujranwala – an event which led to riots after police intervened to stop armed Islamic activists from disrupting the race. She also ran a small fashion business from her base in the town.
Shaukat Aziz, the Prime Minister, paid tribute to the minister, describing her as a “committed and dedicated politician”. “During her short span as minister, she took several steps for the welfare of the people of Punjab,” he said. Zobaida Jalal, the federal Minister for Social Welfare, added that Ms Usman’s death was an “unbearable loss to the cause of women rights and their empowerment”.
General Musharraf, whose support for the US-led war on terror has caused consternation among Pakistan's hardline elements, has promised to address women’s rights as part of his more moderate agenda.
But analysts said that the murder of the female minister highlighted the failure of his government in curbing Islamic extremism. The Human Rights Commission of Pakistan in a recent report said that violence against women had increased alarmingly, with some of the incidents incited by Mullahs opposed to women’s emancipation.
Islamists also campaigned against the Women Protection Bill which was recently passed by parliament, which seeks to provide protection to women who have suffered discrimination under Islamic Sharia laws.
Women make up just over 20 per cent of the lower house of parliament, according to the country’s main human rights group, and there are three women ministers in the cabinet of the federal government.
But widespread discrimination against females continues to be a problem in what remains a male-dominated society, particularly in the countryside, where most Pakistanis live.

This is extremely sad, this woman was working for poor women out there, and she was simply targeted by some mentally ill person. Comments here show contrast of different views from east and west. Me being Pakistani have this perception that there are always extremists and moderates out there, but it is responsibility of law and order which controls them and abide them to control their own views and understandings. Some comments illustrate that itâs Pakistan, so what you expect, but my point of view is that this is spreading everywhere and we need to see why this is actually happening. I must agree with Ahmed Khan. Though we of other religions might view this act as horrific, terrible, and extreme, we must not forget that our perspective is skewed by our own beliefs. We can not base an attack by using what our religion teaches, becuase our religion is not their religion. It is a terrible and sad day when a woman is killed because she wants to stand up for her rights, but that notion is not only centered in the present. Throughout history this kind of violence has occured, even in Christianity. Look into the past and see that it is not only these extremeist who have discovered the use of death as a tool for oppression.

Islam taught me that I am equal to any man and can think and judge as well as any man. I will strongly disagree with anyone who thinks otherwise!

It seems that a great bunch of such atrocities has to happen till all of us realise that the term "fundamendalist" should not designate someone who misinterprets his scripture but a true believer, one that reads and interprets the Book as it is written. This is a prerequisite to correctly judge the root of such actions and not be diverted (or covered) by words such as our current concept of a "fundamendalist". Allowing a woman to occupy a position of power goes against this "divine" order and disrupts the social norms. As Islamic extremism spreads, particularly in Muslim countries known for their ultra-strict madrassas, events like this will continue to propagate. To deny that this is Islamic is dishonest, as is assuming all muslims condone such actions. This is no longer confined to a small group of extremists, and is increasingly beginning to represent the mainstream in Pakistan.

I am so glad Michael posted this article. I attend a liberal college in New York State and i have several professors who preach of the unfairness towards women in the US and have actually said that the us is 25 th in the nation in what they pay their women (no cited sources of course) and etc., you can imagine i am sure, I have to take this class for credit... Anyway, also she talked about a woman picked up for prostitution for wearing the wrong thing in the wrong part of town in San Fransisco (on the "line" between prostitution and commercial districts) and was SO outraged, but i bet she won' t MENTION this article, which tells of the fanaticism they deny we are fighting over there. Having witnessed this kind of discrimination first hand in my own community, I am total agreement with the previous comment that Islamic nations have the responsibility to teach their citizens what Islam actually means. This man, obviously has not had the right guidance. Had he checked his facts, he would infact have had second thoughts about his disgusting actions.
I find it disgusting that a government would allow people to openly preach such hate and then when questioned lie about the steps they are supposedly taking in order to change their society.
I am a muslim, in the UK, and by Islamic standards, the laws in this country are far closer to sharia law than any current islamic state.
Pakistan has a very long way to go before it truly call itself an islamic state.
I hope that man is put away fro a very long time.

Remember, friends, the Council on American Islamic Relations assures us that this kind of behavior has nothing to do with Islam. It is just a matter of coincidence I presume, that such acts occur in Islamic countries. Besides if God wanted women to compete in marathons, he would have made their bodies less alluring to the male hormonal drive. How is it possible for us males to control ourselves when viewing a bunch of sweaty women run by in shorts and t shirts. If women are going to compete in marathons, they should do so in burkkas. Obviously, better a dead woman than one who might cause a sexual thought in a hapless male. After all, isn't Eve the cause of original sin.? It is good to see that there are people in the world who really understand women and talk directly to God. How anyone can suggest that the murder of a woman politician in Pakistan and the possible move towards Islamic anarchy is good news is beyond me. I believe that Muslims must unite and fight this form of extremism because if they don't many Christians and members of other faiths will mistakenly develop prejudices and maybe hatred for this great and peaceful religion. People use Islam to forward their agenda, be it individual or any government, Islam teaches peace and harmony coexistence, Pakistan have law and order problem, if a minister is not safe then what can ordinary person can expect from this government who are busy filling their pockets, when you introduce Jungle rule of law then we will continue to see the killings of innocents.
Generals need to respect the voice of people and bring rule of law which is fair and transparent to all.

This is horrific and terrible; I am a Muslim and am saddened by the brutal murder of a fine lady, a mother and a freedom fighter. I hope that her death will not go in vain and the government in Pakistan would clamp down on the religious extremists and the terrorists. I recall a PBS talk show of women panelists where none of the liberal panelists were willing to condemned female circumcision. Unable to get beyond the relativism of cultural diversity, they said they opposed it only if it were done against the woman's will. So much for standing up for women's rights! At least Hillary Clinton condemned China's population policies at the international women's convention held in China. I wonder what ever happened to the campaign by the wife of Jay Leno for women's rights in Afghanistan before Bush overthrew the Taliban. Not one positive word has been heard. Indeed, not one negative word. Once Bush acted, interest seems to have been lost in the cause.
