A British man who says that he witnessed a sexual assault on a 15-year-old British girl on the same morning she was found dead in Goa has contacted British authorities to ask for their help and protection, The Times has learnt.
British officials have told him that they cannot intervene in the investigation into the death of Scarlett Keeling, whose half-naked body was found on Anjuna beach on February 18.
They have advised him to return to the southern Indian state to give a statement to the local police, who have been accused by the girl’s mother of covering up her rape and murder.
But the man, who fled Goa last month, fears that if he returns, his life will be in danger, and he will not be protected by the local police.
“He’s terrified,” a relative of the man told The Times. “He wants to come forward and help, but he does not trust the police.” Fiona MacKeown, Scarlett’s mother, appealed this week for the witness to come forward as she pressed local authorities to perform a second autopsy on her daughter’s body.
Her body was covered in bruises, her shorts and underwear had been removed and her bra-top pushed up around her neck.
The first autopsy concluded that she drowned, but Mrs MacKeown accused local police of covering up her daughter’s rape and murder after seeing the bruises and finding her underwear, shorts and sandals in the bushes near the beach.
The first autopsy also showed that Scarlett had no water in her lungs, although her windpipe did contain sand and salt water.
Goan authorities bowed to mounting political pressure yesterday by beginning the process of performing a second autopsy, which is now under the auspices of a local magistrate rather than the police.
Mrs MacKeown identified Scarlett’s body again yesterday morning in the presence of five witnesses, including the magistrate, and watched them count 50 bruises and abrasions on her body – as opposed to the five recorded in the first autopsy.
Doctors are now expected to perform a second post mortem examination of the body this morning, according Edmund Rodriguez, the lead pathologist on the case. If they find evidence of physical assault, then the police can open a murder case, according to Bosco George, the Superintendent of Police for North Goa.
Mrs MacKeown said that she was relieved that the Goan authorities had agreed to the second autopsy, but vowed to continue to fight for justice for her daughter. “I knew I was right all along.”
“I don’t know why, what their reasons are, but there’s been a cover-up by the police.”

it is true goa is a paradise for hippies and this makes the foreign tourists to come there and they get drugs and alcohol at cheaper price.But in all this fun they forget that women are not safe of anywhere alone ,specially when you are roaming alone in the place you really not familiar .
i am not much aganist of goan police because crime could happen every where.
even this could happen in scarlett's home town also .when you are drunk and out alone anyone can take the advantage of it.
this is the case of a highly irresposable mother and a spoil daughter.

its because of the tourists too...who visit goa not just to have fun..but even have cheap fun...even they encourage to rave parties..and drug sell over there...
ofcourse its not a excuse for murders happenning over there...
but everybody should contribute to the change of situation down there...

It was real sad to know about the news of rape and murder of a pre-teen kid.
Goan police has bungled the case for whtever-reasons-best-known to them , but the act or negligence of the mother Ms Fiona MacKeown is also shameful. This was never the way we were reared by our parents.How can a mother of a 15 year old take her to India for six months,without bothering about her school? And then leave her to her Indian boyfriend,.and head towards another southern Indian city with other friends?
The newspapers have reported that Ms Scarlett Keeling used to drink a lot and the day she was found murdered she was high on LSD,ecstacy and cocaine.

Like lakshman I am a british person from india and love the country very much. It is a beautiful place and Goa is surely the 'jewel in the crown' with many friendly, decent and hardworking people but throughout india people warn of the growing corruption in the state. Goa has to put its house in order now if it wants tourists to keep visiting, the police must stop harrasing tourists for bribe money, the drug and trance parties must be stopped, the rip off culture has to end. Only then will Goa attract the decent type of tourist who will spend money in the restaurants, shops and local economy rather than on drugs. Shame on the british and Goan authorities, for failing to support the only witness to a horrible crime. My respect goes to the honest, hardworking policemen who give us all protection and are not corrupt. My thanks to the decent people of Goa who make each stay there a lovely experience. Criminals are scum wherever they live. Don't let this tragedy spoil a beautiful place.

It is an unfortunate loss of life and being Goan I am certainly ashamed that my home - a safe haven for all types of visitors has become an embarasement due to a negligence of the police. I do not live in Goa, and have not lived there in 20 years. It would be unfair to say that corruption is rampant only in Goa, the reality is that it's all over the country and has become part of the cultural norm. I Goa was very different in my days growing up, and it's uniqueness was due to the fact that its lifestyle was like living in a large village. Not any longer, development has brought contruction and crime, poverty and mansions, tourist and easy buck seekers in the state with the highest GDP.
Paying underhand rupees to corrupt official is the sad truth of India today, and with all the economic strides the country has made, India still has not dealt with corruption at every level in society.

I went to a school in Bombay where the majority of pupils were Goan lads. I found the Goans simple, open and very easy to getalong with. On my return to India after a torrid stay of 41 years in England, I chose to locate myself in Goa as I thought I knew its people.
Sixteen months later I feel I could not have chosen a more dishonest and corrupt set of people to live with. There is corruption in every facet of life and the dedicated determination to take advantage of foreigners. The Police aid abet and are a party to the prevailing climate. The British authorities must know all this and it is shocking that they are unwilling to do what they can to help the witness come forward. AS a British citizen I am incensed at their 'arms length' attitude, but as a person of Indian origin I hang my head in shame at what has happened to the poor girl. Every decent Indian must feel as I do and have admiration for Mrs.Mackeown for her courage in seeking the truth and justice at such a time for her.
