He is attaching too many strings to his desire to return. Does he really think that Beijing is so crazy about him returning to Tibet? If he really wants to make contributions, just send money.

I've donated money to Beijing's red cross without mentioning my name. The Dalai Lama is strange in speaking out his intention to donate before he does. What a man? What a monk? If he is sincere, just remit the money, and don't make any buzz.

Why shouldn’t he let the world know, I don’t think he’s doing it purely as a propaganda exercise, and besides considering how much crude propaganda spews out of Beijing the Chinese criticizing him for this would really be a case of ‘the pot calling the kettle black’.

If he wants to make a contribution, he should go ahead, just like most of the general public. Just give it to the Red Cross and remain anonymous. Why should he want to be known, helping the cause. After all, Buddha did say, eradicate that ego.
