President Putin has warned the US that its deployment of a new anti-missile network across Eastern Europe would prompt Russia to point its own missiles at European targets and could trigger nuclear war.
In an exclusive interview with The Times, the Russian leader says: “It is obvious that if part of the strategic nuclear potential of the US is located in Europe and will be threatening us, we will have to respond.
“This system of missile defence on one side and the absence of this system on the other ... increases the possibility of unleashing a nuclear conflict.”
Russia has been alarmed at America’s plans to install a network of defences in Eastern Europe to shoot down incoming missiles it fears that Iran might launch.
Mr Putin expressed scepticism of this motive, arguing that “There are no such missiles – Iran does not have missiles with the range”. The US was insisting, he said, that the defence system was to be “installed for the protection from something that does not exist. Is it not sort of funny? It would be funny if it were not so sad.”
He speculated that the US’s real motive was to provoke Russia’s retaliation and so “to avoid further closeness of Russia and Europe”.
Mr Putin’s tough warning comes days before the start of the G8 meeting of the world’s most powerful industrialised economies.
His uncompromising stand on America’s missile defence, Kosovo, Iran and climate change was partly blamed for the failure of last month’s summit between Russia and the European Union.
Mr Putin had warm words for the “cordial reception” that Tony Blair had given him, and for Gordon Brown, “a high-class specialist”. But he offered little room for compromise on Britain’s request for the extradition of Andrei Lugovoy, the former intelligence officer, wanted on charges of the murder of dissident former agent Alexander Litvinenko by radioactive poisoning in London.
“No matter from what angle we look at this problem, it’s all stupid, stupid nonsense”, he said of Britain’s extradition request. “I will not see any single positive component. It’s complete nonsense.”
Russian authorities were investigating the case and if enough evidence were found, the case would “certainly be sent to court”, he said. In theory, he added, “there are possible circumstances” in which Russia would comply with the extradition “but it would require an amendment to the Constitution.”
But Britain had not provided justification for such a dramatic move, he said. If heads of British law enforcement agencies “did not know that the constitution prohibits the extradition of Russian citizens to foreign states then their competence is questionable” and “they should work for parliament or newspapers” because the request was at heart “only a political public relations step”.
He also gave no quarter on the cases of Shell and BP, the British oil giants, who have recently seen the terms of their investments in Russia rewritten because of alleged breaches of their licences.
Mr Putin insisted that he wants “cooperation not confrontation”, repeatedly blaming the US for its intransigence. But of all the potential clashes at the G8 meeting, which begins on Wednesday in Germany, it is his warnings on Russian retaliation to the US missile defence plans that are likely to cause the greatest friction.
He called on “our American friends to rethink their decision” and warned that ”We cannot be responsible for our reciprocal steps because it is not us who are initiating an arms race in Europe”.
He added: “We will need to establish such systems which would be able to penetrate the [US] missile defence systems... What kind of means will be used to hit the targets that our military believe are potential threats – ballistic missiles, or cruise missiles, or some kind of new weapons system – this is a purely technical issue?
Mr Putin threatened that in retaliation, Russia might stop complying with agreements to reduce conventional forces.
“We have brought all our heavy weapons beyond the Urals and reduced our military forces by 300,000. But what do we have in return? we see that Eastern Europe is being filled with new equipment, two positions in Bulgaria and Romania, as well as radar in the Czech Republic, and missile systems in Poland. What is happening? Unilateral disarmament of Russia is happening.”
He also warned that Russia might quit a treaty with the US to cut stocks of intermediate range missiles because so many other countries were racing to develop these weapons.

Well forget the climate change rubbish thats just a con by the far left to ruin western countries and all the so called evidence is made with unproven models taken over 100-1000 yrs ,and no matter what you say you cant change the weather ,as for russia well mr putin is to be commended on his honesty but it is russia who seems to be arming all the socialst communist and terroists regimes in the world ,usa is not innocent either but its the danger of world war thats the problem ,i have no doubt that within the next few years war will happen and russia will start it ,it will be interesting who sides with who ,russia said it will strike 1st with nukes and the usa says that its policy too ,the trouble is who is on whos side ? i dont think anyone knows ,as in the last war a lot of sides were on the opposite side then switched during the war ,the uk , french, etc so it will be a big one and china will be with russia ,so i predict it will be a nuke war for sure ! its the communist against west
melanie, syd, aust

Bush will be responsible for untold millions of dead in a couple of generations? Industrialized countries have been polluting the atmosphere since the nineteenth century (I believe the Industrial Revolution even started in Britain). Global temperatures have been increasing since 1900. Yet a man elected into office in 2000 is the cause of this. Very intelligent observation. And why is Russia upset about a missile defense based in Europe? Their missiles that are aimed at the U.S. will travel over the North Pole. Any anti-ballistic missile system in Europe will not be able to intercept those ICBM's. That is if you still believe the Earth is round in your fantasy world.
Eugene, Charleston, USA
Claudia from Atlanta is the one who should maybe study a few history books. Her country easily trumps Pol Pot when measured by the number of pointless deaths and destruction wrought on a SE Asian country, for example.
The problem we have here is one of values - liberal Europeans do not see Iraqi and Vietnamese and (indirectly) Russian and Palestinian deaths as less important than American, but the same. (The only difference is the amount of vengeance later - think Lebanon, Iraq2 etc). This makes all our conclusions rather different.
Here's a comparison with Hitler for you: If Bush has delayed action on climate change by a decade, he may in due course be shown to be responsible for untold millions of dead in a couple of generations. No matter, most of them will be poor, and not N. American. Certainly none of them affect corporate profits today. Oh well.
Paul , Bournemouth, UK
Does European Union have a parliament? What about own opinion? I haven't heard European opinion on this matter. If couple of nukes intercepted by that site in Poland fell down in Europe we won't have problem of global warming anymore, the survivors (if any) will deal with nuclear winter. Maybe this is the reason the U.S. refuse to spend money on global warming projects.
Jim, Calgary,
First of all ABM system is not a couple of bases in Eastern Europe. It consists of bases in California, Alaska and the Navy the AEGIS cruisers (at least). It is hardly able to protect USA from a massive attack by all Russian ICBMs (about 700 of them are deployed, I think), but this system would be capable of protecting the US against a responsive attack they burn the hell out of Russia with their nukes then intercept the ICBMs thats left. So pointing Russian missile forces at the ABM bases is just perfectly reasonable for any military.
Why should America make a first strike? Probably they would like to install the perfect Iraqi-style democracy for those who survive. The press is already making a rogue state out of Russia.
Experience of the last 20 years tells Russian leaders that America simply cannot be trusted, it breaches all possible agreements and doesnt care about other opinions. Putin has only learnt his lessons.
Andrey, Moscow, Russia
"Americans have caused so many conflicts and teribly losses of lives more than I could remember"
Can anyone one say Hitler or Stalin or Pol Pot? From the frequent comments I see like these on here, I'm really starting to believe that the education of the average European needs more help than we realized. They really seem to believe this crap. I don't know what the solution is to de-brainwash them. Less government controlled media perhaps?
Claudia, Atlanta, USA
Can a "defence system" be agressive? YES! This antimissile missels may reduce Russia's ability to retaliate the moment it is attacked and this sure destroys the "balance of power" that kept a "cold" peace for more than half a century. These missile system is not in the intrest of Europe - and not in the intrest of a balance of power that can keep peace for another generation. The Polish may like to feel they are the spearhead of the US. But for the future: will US politics stay centred around European interests? How much will Europe have in common with a changing USA? Russia will always stay a European country - believe it or not. What we need is a better relation with Russia and keeping Russia on the path for democracy is easier as a friend than as an enemy. The only thing Europe does not need is a friction into chauvinistic single nations. The divided continent needs unity to stay at peace and to play a major role in world affairs. Putin is right - and the only democrat at hand. Sigh!
Dirk R Bode, Hamburg, Germany,
Putin is spewing logic-barren propaganda at best. How exactly is a missle shield (a defensive measure) a threat to Russia? I am certain, however, that there are many in Europe who will jump at the opportunity to believe that America is somehow at fault for "causing" Russia to feel the need to target its missiles at Europe. Admit it, many of you have a deep-rooted prejudice against America that overrides logic and allows Putin's ridiculous posturing to become believable. As an American, I hope that we pull our missle shield out of Europe and bring it home. Then all of you bigots can feel comforted that Mother Russia will protect you and keep your best interests at heart.
Scott, Houston, Texas
I will never understand the idea that a purely DEFENSIVE SHIELD leaves Russia with NO CHOICE but to aim their OFFENSIVE nuclear weapons at Europe. Perhaps the shield is because everybody knows they ALREADY aim their missiles at Europe, and have ever since the Cold War? So then Russia's complaint really amounts to complaining that it can no longer so easily vaporize large numbers of Europeans. Boohoo for poor baby Putin!
If Putin thinks the asymmetry of Europe having a sheild and Russia not having a shield makes things more dangerous, then by all means, why doesn't he choose to develop a similar shield to restore symmetry? No, instead he plans the development of missiles which can penetrate the shield. Revealing the obvious fact that Russia's stance is not a defensive one, but rather an offensive one. A fact that should worry Europeans.
Brady, Oklahoma City, USA
"The USA is there to defend you because you are not capable" - Ron Rockwell, Maquoketa, Iowa
Well, Ron, the July 7 bombings in London were a direct result of British support for American foreign (aka Israeli) policy; and of British coalition with the American forces in Iraq and Afghanistan.
So much for "defending" us.
Pete, Cov,
I like these simple Americans.
They say "it is only against Iran" - and add just a few lines below: "but Checks and Poles want it because they are still afraid of the Russian Bear".
They say: "it is so clear that this is a defensive system" - and do NOT add - clear for whom?
If it is not clear for the other side - then it is not clear.
Oh, formally, it IS defensive. But it can block a Russian retaliation strike in case the US strikes first. Given that the US is the only country which tested the A-bombs on the civilians, we are concerned. Don't forget that we saw and defeated Hitler and many other invaders. We ARE paranoic about defence - for a reason.
The currently planned AMS is not a rival to the Russian IBM's (BTW, there are few hundreds of them, not 7000 as another simple American has said). However, Russia is worried that this is only the first step. A radar can serve 10 and 1000 interseptors. The numbers of launch-pods can be expanded much easier if there is a base.
Egor, Moscow, Russia
Oh, Mr.Bush, you are fatherly taking care of poor and primitive European peoples. We are like children for you, only you know what is real democracy, where are our enemies, who are the terrorists, what we should do and who we should support, you always try to defend your poor children. Thank you, you are so clever to know how to handle all the difficulties in the world - Iraq is the last good example, but this is typical of a real Texas cowboy style. Unfortunately some people don't want to follow your really wisw decisions, forgive them, they are blind and can't see hoq clever you are. You are like the Pope and we are like your flock, your decisions are infallible. You shouldn't ask weahter we want something or not, you always know the best. Dear friends from all over the world, shall we worship Mr.Bush?
Dim, Moscow, Russia
Actually, as an American, I really don't see why our government needs to spend all this money in Europe anyway with all the domestic problems on our own soil. Who's going to attack Europe?
Maybe the Russians? Maybe the Iranians when they get more missle
capabilies? Both those scenerios are ten years or more away at best. The most realistic danger right now is terrorists with small nukes and no shield can stop them. We probably should be putting money away for the rebuilding of nuke devastated areas. Look at the money its taking to rebuild New Orleans and a nuke is going to do a lot more damage. The Europeans aren't asking for our help and don't
want it. And there doesn't really seem to be any strategic advantage to even basing our troops anywhere in Europe.
Bring them home from Iraq and Europe. Europe has enough money, know how, and men to staff their own defense against
any future threats from Russia or the middle east.
Lee, Charleston, USA
Dear Charlie, Chantilly, Virginia.
Tis you who needs to learn the most recognised form of English used worldwide. Indeed it is "defence" not the Americanised English version of "defense". This is an "English" newspaper not American.
PM, Sydney, Australia
You can't really blame Russia. The US military industrial complex (MIC) was only really afraid of one thing anyway: PEACE. By walking away from the Anti-Ballistic Missile Treaty and deploying Star Wars defense ON THEIR BORDER, the MIC has successfully restarted the Cold War, ensuring them of threats big enough to hoodwink the American people out of trillions more than Osama Bin Laden could. There will be some champagne corks popping in the MIC these days!
Andrew, Hamilton,
Here are the basics of arms race:
(1) If your country deploys a "defence system" - you are not safer, you become a target, nuclear warheads are aimed at you 24/7.
(2) you can't win a war with Russia, " best" you can hope for is both EU and RF are erased from the map
Abzats, Houston,
It's dam funny why we haven't bother to put a defense missile system in Australia, when the Chinese are actually building there military and threatening Australia as well as other countries like Japan...Oh that's right there is no oil!!! After all Why bother protecting the fish or the beaches lol..According to bush and I quote "I know that man an fish can co-exist", but I suppose not oil and man lol.How dare does he questions Russia democracy....like there is any here....illegal wire tapping's, people can be put in the jail indefinitely with a due or fair trial to many few...why??? "they hate our freedom" "they're going to follow you in your home" "they all want to see America fail" He doesn't get it that most of the world doesn't hate our freedom, but the fact that you pry on peoples affair. Were the richest country but cant even afford to give health coverage to its own people."ITS THE FEAR GAME" it's funny how those Europeans countries are bought out by money...
JoeCool, uhatemyfreedom, US
I don't believe Mr. Putin's remarks were aimed so much at the present American leadership, or what passes for it, rather more towards the bumpkins rounding around America trying oh so hard for the opportunity to live and work at 1600 Pennsylvania Avenue.
England, France, Germany and not-soon-enough America has or will have elected new leadership. This will make Mr. Putin the old-timer on that stage of world politics.
As posturing is the prose of the politician, one must ask, "To whom, exactly, is Mr. Putin directing his remarks, and what, exactly, is he saying?"
My take, "Hey! You newbies! Don't make the old way the new way". With which I must concur.
DanO, Mt. Vernon, USA
iI you look back through history you will see how we are constantly in a loop of war mongering. In responses to this article alone there is anti europeanism as well as anti USA and anti Russian feeling. Are we perhaps just too comfortable in our lifestyles and too wealthy so that we don't have to struggle and instead pick pointless squabbles with our one time friends? I find some of the language from some of the Australian and American posts to be the most offensive of all - how dare an American complain about the cost of defending Europe - it is Europe and Britain in particular that is subsidising the cost of living in America; we are dragged into their petty conflicts whether we want to be there or not and we are the ones paying the cost of the war in Iraq and Afghanistan - who gets to pay $3 or less for a gallon of petrol and who are the idiots paying the equivalent of nearly $4 for a litre - do the maths - it's always about oil never peace!
johhno, liverpool, England
The missile defense system is purely defensive in nature, and the locations were chosen for their convenience to the threat, and friendliness to the US. They are not designed to counter Russian missiles, but the missiles Iran and friends are developing. It is a sound and pure strategic move. If we wait to put a missile defense system in the AOR until AFTER they develop missiles, it screams stupidity because we and our allies in Europe would be open to Iran's craziness. They have already publicly their stated intent, so beating around the bush is dumb. Russia is just doing their ritual "you know what" beating to impress people. They should be more concerned with the impending disaster from their poorly managed spent fuel rods in Andreeva Bay that will kill countless people. Yep, just a matter of time till you've got something MUCH worse than Chernobyl that will spread fallout to northern europe. Gosh, even if Iran bides its time they'll get what they want- death and chaos.
Chris, Arlington, USA
Some people don;t know the organisation of the EU and don't know that any of member state does not need to consult its decision on foreign or defence policy with other EU member states. Taking under consideration the fact that in 90' states likce GErmany or France danced like MOscow played it's nothing strange that Poland or Czech Rep. relly on US not on "old Union". By the way, I believe that all admirers of Putin should live few decades under rule of some communist party in Central (Poland and Czech Rep. is not in Eastern Europe) and after that experiance make comments about Russia.
Sebastian Rysz, Lodz, Poland
Eastern Europe is right to support the USA. It is the only partner they can truly count on. Ask Poland about promises made by the UK.the last time Russia came knocking.
Nick Knight, Dublin 15, Ireland
When will we learn? Have we learned absolutely nothing from the cold war?
Europe needs its own defense -- we can't rely on aggressive powers like the US and Russia. The US is our ally, but we shouldn't give them too much power. Russia could also be some kind of ally as long as we keep ourselves powerful enough not to be dominated.
Join forces across Europe -- end the dominance of aggressive powers -- let us bring sanity to the world. A sane superpower that can actually bring peace and stability to the world. Because, really, we're the only place where everyone seem to more or less get along anyway.
European, London, UK
in response to charlie from virginia, the English spelling is DefenCe and this is Timesoline.CO.UK so maybe you should learn the differences in English and US language!!
Andrew, Nottingham,
When a man doesn't keep his word, then he is no man! To me the russians kept their word and the US and their allies not. This is not the first time the US is not keeping their word. even saddam kept his word and bush not! .
The world has faired on very well after the end of the cold war.Russia had to pay heavily for this end of the cold war. by massive support of Boris Jelsin, they wanted to cripple russia with a man they knew was incapable of steering alarge country like russia. Then came Putin. this uncompromizing hard guy: I like this kind of leaders because he raised russia from shambles. The planed missile Installation in Poland and Czech Repuplic can not be a serious us strategie. the provocation of russia is here eminent. No one can have interest in a new cold war. US should know they have a responsibility for many people all over the world and should behave accordingly.
Peter Shem, Göttingen, Germany
Ok, so Putin has admitted this missile defense system can't do anything about Russia's missiles, and the US says the system is a deterrent should Iran become a nuclear power. How exactly is the US being provocative toward Russia?
If Russia decides to place an anti-nuke system right across from Alaska (in Russia), should they not be allowed? Am I provoking my neighbors if I wear a bullet-proof vest all the time (I admit I might look a bit crazy)? Non-offensive measures should never be viewed as provocative. It makes absolutely no sense!
The US does not want to place weapons in Eastern Europe; with the permission of the respective countries, it wants to place anti-weapons!
Greg, Illinois, USA
OK, assume that Iran gets an ICB missile in the year of 20.... What's next? Is it going to send it (or 10, 15 missiles) to the US? Come on. The US will suffer huge losses but will survive and get back on the track rather quickly. Iran will not.
The only real threat for the ultimate US dominance in the world is Russia and, partly, China.
Now, the US do on the globe almost all the want.
If they feel that the Russian / Chinese weapons are no longer a threat to them - just think how they will behave then...
Somehow, almost all westerners keep a blind eye on the fact that placing a radar and 10 interceptors in Europe is only a small part of the US program which is being calmly developed - and placed around Russia and near China.
The program includes the airborne lasers, the new long-range cruise missiles capable to strike from the ships almost any part of Russia, radars, submarines - all range of the offensive / defensive systems.
What for? To protect the US from Iran? FUNNY.
Egor, Moscow, Russia
The Patriot missile defence system is not capable of an offensive launch.
Ben, York,
Please everyone, do some research. The THAAD missile system has no offensive capability whatsoever. It is therefore incredibly wrong to refer to the US as a "bully" in this specific case. Putting a shield around Europe is not bullying by any possible definition.
Furthermore, the only aggressive party here is Russia. THEY are the ones speaking aggressively in offensive terms, even openly admitting that they will aim OFFENSIVE nuclear weapons at Europe. Who is the bully again?
Brady, Oklahoma City, USA
BTW, which country used nuclear weapons on civilians in Hiroshima and Nagasaki? The same one is actively involved in all wars around the world. When was the last time Russia invaded anyone? About 30-60 years ago, while it was a communist state. Does Russia have military bases in every single country far from its home?

So delutional Americans still believe their government can 'defend' the world!!! Well, I'm so, so glad I'm not of this world, anyway! However, I belive (and it doesn't take a brain surgeon to work it out) that this world would be a far much better place WITHOUT the US of A.
I'm not a big fan of Putin either, but, on this one, he's absolutely right. Americans have caused so many conflicts and teribly losses of lives more than I could remember. It's about time somebody put brain back in their little deluded bounces. Long live Putin!
roy darly, Barcelona, Spain
Everybody criticizes Putin here. But, just imagine, what Bush would say, if Putin would set Russian missile in Cuba and Venezuela? Think about it. As Russian I don't want any "Cold War" again. But now Bush's administration treats the World like the world police. And he treats international law by a principle - " If something is prohibited, but it is very desirable - it is not prohibited anymore! " Think twice who kindles the conflict?

There sure are a lot of English Chaps having a go at the Americans here. I wonder if you would all rather be sipping Vodka and watching the high steppers parade around Big Ben? If the Eastern countries of EU (ref Poland and Czech rep.) take decisions without any authorisation from the other members, they must be out of EU. It is not fair to use us, to use our army, our power, for their own interest. There is no team spirit, no trust by doing such things on our back !

Europe is not Russia and Russia is not Europe. If sovereign Europe welcomes a new danger into its borders, then by all means, it's entitled to have it. Russia is constantly exporting its missle technology across the globe so it should enjoy a taste of its own medicine. I only wish that my American government was a bit more sophisticated in its intended deception of the purpose behind the missles. But alas, Bush is obviously a man to be measured by his actions, and not his words.

This "missile defense" so-called scandal is like going to a shooting range wearing a bullet proof vest and then having the person next to you - Russia - say, "Hey, that's not fair because I can get shot too. Wheres mine?" Then he threatens to shot you in the head. And youre like... So!?! That's not my problem? Make an alliance with Canada or something. Get your own damn vest.

I would have thought that any up and coming nuclear state that wanted to launch a suicide attack par excellance on the USA would deliver their weapon(s) on the back of a truck rather than by missile. After all, if god knows how many tonnes of cocaine can regularly find their way into the US, presumably the same techniques could transport a few hundred kilos of nuclear weapon.
Therion Ware, Stevenage, Herts / UK
Dear Western Friends, Don't worry Russia would never threaten Europe with it's military power. We are now too busy dealing with our home issues, trying to arrange at last a normal life. And it's our natural concern and right to be protected and defended so that to feel safe. Yes, I understand for the last 20 years the West has used to the that humble begging image of Russia. But it's seems to me it's better to have a strong , independant and highly-civilized neighbour who is able to help in times of need. Russia has always been famous for generosity and ally's faithfulness. Don't worry Europe, we love you and will never do you any harm. Believe me War is the last thing we would "enjoy " doing. We had had too much of it and totatly fed up with it. We just want to live, to make love, to raise children, to have a good job, to enjoy music, literature, art, travel and what's not! Memries,
Like the corners of my mind
Misty water-colored memories
Of the way we were
Scattered pictures,
Of the smiles we left behind
Smiles we gave to one another
For the way we were
Can it be that it was all so simple then?
Or has time re-written every line?
If we had the chance to do it all again
Tell me, would we? could we?
Memries, may be beautiful and yet
Whats too painful to remember
We simply choose to forget
So its the laughter
We will remember
Whenever we remember...
The way we were...
The way we were...
Sniff, sniff sorry just reminded me of the good old days
Lighten up everyone.
Must say there is one interesting difference between now and back then. The people of the world being able to have their voices heard especially those from Russia. I think that's great even if some of the comments from people are a bit on the wacky side.
Phil T, Melbourne, Australia
Hey Europe!
The USA is there to defend you because you are not capable. Maybe it is time for the USA to leave you at the lion's doorstep and leave. See who you like it under USSR-style domination. Ask Poland and others what the think of the Soviet past and that is your future.
Either let the USA defend you the right way or bring an end to NATO. I am tired of my tax dollars defending the stupid of Europe, so maybe it is time for the left & appeasers to meet their fate! No more spending on Eurpoe or dying for Europe if they won't fight for themselves.
Ron Rockwell, Maquoketa, Iowa
Oh no not another arms race! Spending money that would be better spent elsewhere. Incidentally Russia has already won one arms race ,the supply of AK47s & its variants to poor countries in pursuit of "freedom & independence" from capitalist aggression & colonialism. (Only half of what I´ve just said is true). By the way, Kalashnikov only made a cheap copy of something invented in Germany in 1944.

1) I agree that Putin as picked up all the bad habits of Russia from Czarist and Communist times: suspicion, paranoia and an inferiority complex for his country. He was, after all, a secret agent. Old habits die hard.
2) As the Estonian President said in the press recently, Europe must stand together - and with the United States. Because Putin is trying to divide and rule, while Russia still has a monopoly on fuel supplies, i.e. while Western countries dither about introducing nuclear fuel and other sources of alternative energy.
3) Read the Russian press; it is not a monolithic as you would think. There are several interesting online newspapers such as Kommersant, Gazeta.Ru, and the Lenta news agency. (This does, of course, require a reading knowledge of the Russian language, for a large part.)
Eric, Blaricum, Netherlands
Putin would be very justified in a response to what could be deemed as 'indirect' US aggression.
Russia has always considered eastern europe it sphere of influence and its stepping stone to closer integration with Europe.
The US should tread carefully when it comes to Russia, as with such aggressive moves, they risk waking a sleeping giant.
The western world is always telling Russia to be more 'democratic' and 'open' - surely placing a missile shield on their doorstep is contradicting this message?
Luke Townsin, London, UK
I've read many statements of this kind about China/India/Russia. They are the same manner: I'm afraid, I don't know but I think...
Which of you have ever been to Russia and know a little bit more than popular cliches? (the Beast, the Bear, KGB and so on)
Stalinistic times... That's funny. You say the same things about China and from year to year increase your dependence from it.
And the one thing is true - Russia has to allys - its army and its navy forces.
Pavel, Saint-Petersburg, Russia
This is a common russian strategy: "We have to pretend "righteous indignation" , to get more from the West, during negotiation". Moscow used the same strategy during NATO enlargement process in 1997 and Kosovo crisis in 1999.
Russia is weak now. But russians political leaders dreams to rule the World, as they ruled after II world war. Polish history is linked tight with russian history for ages. We know russian policy, and russian methods very well. VERY well. We know, that Russians are good people, but they are ruled by cynical and senseless political leaders. Just look, what they do in Chechnya and whole Caucasus...
Other thing is, that Americans spend great amount of money on a dobtful system, to reach their egoistic goals...
Polish people aren't enthusiastic on this Missile Defence System in our country
Bartek, Gdynia, Poland
Russia has always seen Eastern Europe as within its sphere of interest (or 'empire' depending on your point of view) and as a buffer against aggression and or leverage in the affairs of Europe. And Russia has been making various grunting noises ever since the Warsaw Pact disappeared and the creaking 'People's Democracies' of eastern Europe built a closer relationship with the West.
Given the abysmal state of Russia's armed forces we can't take these remarks too seriously. And any sort of long term Cold War 2 will simply cause the Russian economy to descend into even greater chaos.
What is of greater concern to me is the large number of people in Western Europe who are prepared to see Putin's remarks as perfectly reasonable. I have to agree with others - why does the US even bother. Let Europe negotiate with Russian tanks and see how long civil liberties survive. Isn't it a Polish saying that:
"With the Germans we lose our freedom but with the Russians we lose our souls".
H, London,
In arguing against the United States' missile shield, Ian makes the point that, if he were caught carrying a knife, "the assumption on all sides would be that I was going to use the knife for unlawful means." I would respectfully ask Ian, Do you believe that is either fair or democratic?
I've heard Britons speak of how Orwellian their society is becoming, what with all the surveillance cameras, but this truly makes the point for me. Is there not a presumption of innocence in Britain? Can you seriously not carry a Swiss Army knife for fear of the authorities arresting you and charging you with "the possibility" of committing a crime? Have you seen Minority Report? Is there now a Ministry of Pre-Crime?
I used to think it might be cool to spend my retirement in Britain, but Ian's statement has scared the hell out of me, especially if there are others like him who believe "guilty until proven innocent" is a good system...
Greg, Illinois, USA
To all people here who say that the US missile system will be "purely defensive" and "not be capable of stopping Russia's missiles anyway". The very point is that there is no guarantee that the US will not install there offensive missiles at some later point; provided all the infrastructure is ready it will take only one night. The US refuse to provide such guarantees or allow for any measures to ensure that the system is really defensive. The US refuse to alow even their NATO allies to be involved. That is the real problem, not the system itself. Some kind of shield from the rogue states is necessary, but unfortunately, the US has squandered the goodwill and trust they used to have, in Russia also, so nobody really believes them now. If the US wants the system, they should work hard to restore the trust, not push everybody around saying "nobody can change our decisions".
Oleg, Ontario, Canada
Russia's always been a feudal society, always backwards and at odds with everyone else. Their 'partners' in the USSR hated them. Communist China hated them. They never do anything to invite anything other than hatred. Only Russia's size allows it to punch far above its limited economic weight.
Meanwhile, their missile technology's so poor even Iran isn't interested in it. If Russia's ICBMs (and their very fragile warheads) work as well as Russia's submarines, there is nothing to be concerned about.
Michael, Brighton, England
"Yes, because DEFENSIVE systems are so provocative."
A defensive system that neutralises an opponent's offensive capability severely unbalances the situation and places them at your mercy. You can attack them without them being able to strike back - would you be comfortable if Russia had that capability and America did not?
Alan, Adelaide, SA,

A defence system that almost certainly won't work to defend against Iranian missiles! Yes, I suppose, the only explanation can be to keep Europe and Russia apart, and it seems to be working. It's a great pity that the EU hasn't yet been able to organise for the big picture, so as to be in a position to say: "let's not have this in Europe". Organizing to remove obstacles between nations, I would have thought, should be the correct approach, so we can work together to avoid falling into the abyss on such things as global warming.

I wonder who runs the EU defence ; I mean that if WEU is an existing organisation, what for it is operationg under the NATO's U.S command ?
Maybe the aim is not to keep Russia and EU apart (the history will do it without the helping hand from U.S), but the aim can well be to keep European defence in the U.S lead Nato command (no matter if they try to hide this nowadays by talking the allied forced after the unjustified attact against Saddam.

That's a "Great Circle" route from Tehran to Washington, DC. It's the shortest route from Iran to the US when plotted on a flat map. And you will notice that the path passes well NORTH of Turkey, but directly over Central Europe. So a missile base in Turkey would have to shoot at 90 deg to the missile's path, while one in Central Europe would have a "down-the-throat" shot at a missile.

Oh well ,
If we are now back in the cold war, or even a hot one we can forget all about the long term danger from global warming and cease to pay the green taxes foisted on us by Gordon and his ilk. The most wise man here is Dave from Texas. He claims that all wars were launched by large companies. Bush claimed, that Saddam Husein had got a chemical weapon and had sponsored Al Quaeda. I agree that Saddam Hussein was a terrible dictator. He was hung up. HAVE IRAQ OBTAINED REAL DEMOCRACY? DO ANY AMERICANS OR EUROPEANS WANT TO HAVE THE SAME DEMOCRACY AS NOW IN IRAQ IN THEIR HOME? No evidence on nuclear or chemical weapon had been found there. Many American guys died in Iraq just to satisfy Bush's ambitions. Who is next? Ahmadinedgad? He is the same as Husein. Some American submarines is enough to prevent any potential missile launches from Iran. Instead, Bush offers missile stations in Eastern Europe. Does these countries ask him to do it? Many people in these countries demonstrates against American missiles.
Alex, Moscow, Russia
Deployment of anti-missile networks by Russia in Cuba. I wonder what the West would have to say about that.
Paul, baltimore, md. usa
Both George W. Bush and Putin are dictators who will use force to further their agendas. I can't imagine why anyone is looking for the "good guy" in this situation or for right and wrong. Both men have their unjust wars, and both will flout their countries laws and use lethal force for personal aims. Putin has simply found a convenient excuse to rearm and rebuild Russia into a military superpower. None of this is about justice, rights, or true threats. This is about two small groups of wealthy men vying for supremacy in the world. Neither of them will hesitate to put millions of innocents at risk in a battle of egos. It is important to avoid choosing sides and realize that it is polarization that leads to these nuclear showdowns.

Does no one else think this may just be a move by the US to force Russia to give in to our demands of Iran? Russia doesn't want to do anything to Iran to hurt their business partnership they both now enjoy. Now, we (the USA, a.k.a. the best country in the world by far) have something to force their hand with.
also, what's with all the morons here that say Iraq is an "Illegal War?" i guess 18 UN resolutions that were broken and allow for military action don't count as legal? take a break from the liberal kool aid my friends.
Dave, Atlanta, GA, USA
I am always amused by the people who claim the US and other democratic countries are not democracies because they are republics, obviously these people failed dictionary 101, and enjoy telling the rest of us how ill informed they are on the definition of a democracy.
Putin is easy to read, he yearns for the old soviet union. After all he didn't have to stand in the bread lines. This is a non issue for Russia other than the chance to make political hay, and if Putin wants to spend billions to get Russia's nukes back to the shape they were in in 1980, good luck to him. I think the Russian people will eventually see that it doesn't serve them to pay for a bigger saber for Putin to rattle.
Jim, Denver, CO
Sadly Mr. Putin is now being just as misguided as Mr. Bush.
We have come to expect this kind of poorly thought out policy from the current administration in Washington, the Iraq fiasco and the failure to ratify the Kyoto climate change draft document being the two most recent serious blunders that they have been guilty of.
Even though these current missle proposals are highly provocative in much the same way that the Cuban missles were ( in close proximity to the borders of a potential military adversary ), Mr. Putin is far to shrewd to stumble down the same immoderate path as this current US president therefore he needs to reconsider his position, find a more postive response and not take us back to the dark days of the " cold war " era.
Marc Noel, Ebbw Vale, United Kingdom
For some 100s of years Russia has regarded Eastern Europe as being within its sphere of influence (or Empire depending on your point of view). Domination of Eastern Europe offered a defensive barrier and leverage in European affairs. Since the collapse of the Warsaw Pact and as Eastern Europe has drifted ever westward Russian grumbling has been getting louder. This is just another step in that process.
Given the abysmal state of Russian military forces any threat is pretty ineffective. What is of more concern is (as someone else said) West European nostalgia for Russian domination. Apparently the bodies drapped over the Berlin wall, the gulags and the Soviet armoured divisions spread across Eastern Europe weren't all that bad after all.
You have to wonder why the Americans even bother. If I was an American I would urge withdrawal from Europe in despair. Let Europe's liberal elite negotiate with Russian T-90s.

Look at a globe. A Great Circle path between Iran and, for example, New York crosses Northern Poland and Southern Denmark, the Czech Republic lies a couple of 100 miles to the Southand the Latvian states a couple of 100 miles to the North of the path. The path also crosses Northern parts of Scotland making Fylingdales Yorkshire an essential component in the system.
A missile with a range of 6000 miles would have sufficient range to nit NE America.
Shahab-6, currently the longest ranged missile being developed by Iran has a range of 'only' 4000 miles. However, since this is based, closely, on a Chinese design, it is far from a great intellectual leap to predict continuing close cooperation on even longer ranged missiles.
Given the amount of time needed to develop and deploy a defensive system we need to act now to ensure our safety. You may trust the iranians, I do not, and we live well within the Shahab-6' range and at the limit of the (deployed) Shahab-5's 2500 mile ran

"Russia is not a democracy"
You say that as if our systems of government were any better. Point of fact America and Britain and many other nations that pretend to be democracies aren't true democracies either.
A true democracy would involve consultation of every citizen regarding each and every law.
Instead (for example in Britain) we have cabinet ministers - who as a body politic are unelected by the people - led by a Prime Minister (again unelected by the public) making important, often highly personally influenced and partisan decisions, on the direction of the nation; all with precious little consultation of the needs, wishes or desires of the electorate, as we have seen most notably with the Iraq war and the attacks on civil liberties and human rights.
Most western nations, are in essence epublics. Even nations with constitutional monarchies at their pinnacle can be seen and said to operate with broadly comparitive base similarities to presidential republics.
Nicholas, London, UK
The Russian government would not dare launch a nuclear strike. 'Mutual destruction' would stop them as it did the USSR. The real threat is a 'rogue spear' - a former Soviet warhead being captured by terrorists. Russian nuclear sites are not well guarded. And the US has every right to site missiles in Poland. Warsaw is one of the strongest backers of US foreign policy, and sent troops to Iraq. True, the government has changed but not that radically. Plus are people aware that flight paths from Europe/Asia cross Greenland? The trajectory covers Eastern Europe. A missile would be similar.
Ben, York,

Cirep G Nol, London,
Just how much further is the USA prepared to go in alienating every single one of its potential allies and supporters? It's already alienated the whole of the Middle East and Islamic world. Now it's aiming for Russia too. Doesn't anyone in the Bush administration stop for 10 minutes to think whether they're biting off more than they can chew? Russia has oil and gas. Iran and Iraq and Saudi have oil and gas. Venezuela has oil and gas. The USA is more dependent on oil and gas than any other nation to keep up its lifestyle - and it's falling out with every single nation that holds oil and gas reserves.
How much more blinkered can they be?
MB, Edinburgh,
How soon we forget that Russia cut off natural gas flows to Europe last winter in a power play to bring the Ukrainians to heel. Brien Beattie, San Diego, CA.
Yeah, after Ukraine refused to pay new price (around $100, up from $46 per cube) at the time when Europe was buying gas for $230, Ukraine itself was exporting own gas to Europe for $230 at the time.
I think that missile defense is very important issue, have EU or NATO ever asked US to deploy this system in Europe?
Mark, Canada,
This issue has nothing to do with the Cold War. Iran is becoming a nuclear power, and as such, despite her assurances to the contrary, is going to present a serious military threat to Israel. The USA, as Israel's closest ally, feels the need to be able to target Iran in case of emergency. Why don't we face the facts?
What we need to do is to convince the USA that cowboy justice ( as in the totally illegal invasion of Iraq, without a UN mandate) is simply not the way to run international affairs. The "rule of law" is supposed to be a basic principle of Conservatism - but what is Cameron doing to advocate it as far as world peace is concerned? When the Atlantic alliance starts to promote international respect for the law, we might start to make a bit of progress as far as security is concerned. Iran is a member state of the UN. It really is time that America said good-bye to cowboy politics and began to see the advantage of jaw, jaw over war, war.

I give up. Let the euor countries ruin themselves. i say we pull evey troop for every country around the world..NOW The wold would be a mess in less than a year. We are 100x more advanced than any county in the world. lets build our military up 50 fold and let the rest of the world have at it.

I totally agree with Mr Putin. The American view about self defense is completely selfish and irresponsible. They play as Godfather in the world. But the world doesnt need a godfather. If they go forward many others have the same right to go in the same way and a new competition might restart. Thats awful.
André Araujo, Vitoria, Brazil / ES
Missile shield against Iran indeed. Nice try!
Rehan, Saginaw, MI, USA
At last - a leader to stand up to the US (especially as midguided under Bush). At every point in history, ther have been strong nations that have put restraint on the power (and aggression) of the strongest nation. Russia is the balance to the US' belligerence.
No country in the world has attempted to influence regional politics like the US; indeed no country has more bases on foreign soil than the US.
Why should the US believe they can establish missile defenses all over the globe, especially close the their "sworn enemies" and not expect any actual resistance? The Russians are following a rational path (self-defence) - aim your weapons at the countries that habour would-be aggressors.
Osei K., London, GB
American aggression is apparent again and again, Putin is only making sure that Russia, which after all is the the greater power in Europe keeping a chack on Bush. You cannot let Bush put any sought of weapons on European soil as that would destabilse all of what the EU and Russia and infact the UK have been in the process of doing the last 15 years and that is bring Europe closer together. Only the US will want to stop this as it does not let the US be the dominiat player in Europe if this happens.
Russia must act in the 1st instance so as to not let the US play its usual game of (Im the boss do as you are told)
James, Perth, Australia
There's a major difference here. The US missiles are anti-missile missiles; meaning they are defensive, not offensive. The Cuba Crisis was about offensive weapons. And the anti-missile missiles are not being place in Europe to strike anyone; they are there to protect.
Nate, TX,
To all the "sceptics" out there who would rather not defend Europe. The missile shield is not for our defense but for the defense of you! Your government does not want Iranian missiles (which do not exist at the moment) to get within 6000 miles of you and want to blow them up over Europe prefreable the eastern bit as they can be bought off cheaper than say France. Oh aye to the others asking why they need to place the anti missiles there it s due to the spin of the earth.
Maybe our youth might start to enjoy life with a four minute warning hanging over us again, Great Days!!!
John, london,
The US won the cold war by simply out-spending the USSR. It will not be that "easy" this time.
The US's actions are placing the world at a greater risk than it was before now that Russia has better financial resources to back up it's military. I'm not an economist, but these are just my layman's observations.
If American citizens actually had a say in the expenditure of these funds I can assure everyone they would certanly be spend on our dire healthcare situation, massive crime issues, or even deteriorating urban infrastructure. There are a thousand other places to spend these monies rather than supporting a greedy military-industrial complex.
Ian, Baltimore, USA
The Russians have every right to be concerned about the expansion of NATO further east. Why do the American think that they have the right to site their radar so close to the Russian border when satellites can do the job from space without antagonising the Russians.
Thomas Slattery, Paisley , Scotland
I'm a bit bemused by the idea that the US could have stayed out of all foreign wars of the last century. You seem to have forgotten Perl Harbour and the sinking of the Lusitania.
and in any event is it really a cogent argument to suggest that the US democracy could have developed a long term trading relationship with Hitlers Europe?
if it could then my opinion of the US would decline somewhat.
this is the problem isolationists in the US face, you are a global trading nation and that commits you to global politics.
that's not to say that the Iraq invasion was justified, it was insane, as would an invasion of Iran. try looking at the relative populations of Iraq and Iran, its a sobering thought.
The UK will not under and circumstances support a US invasion of Iran IMO. any government doing so would I think fall.
Michael C Fortune-Wood, Porthmadog, UK
Anyone in US government had georgraphical problems? Placing US defense systems in Poland to protect against Iranian missiles!! Why not Finland, guys, or maybe North pole (it can well cross the globe from the other side, can't it?). Very funny. To protect Europe against Iran there is Turkey, that is member of NATO, or, at least Greece or Italy, which are EU members. The guys don't know what they are doing, we are going back to cold war coz of our ambitions.
Juri Glad, London, United Kingdom
Excuse me....but someone over there must have asked for these. I'm sure we didn't develop a land based anti-missle defense system that could be negated by European public opinion and threats from Putin unless a sea based or continental US system were already available to us for our own protection. So this, once again, must be designed to help protect our European "allies", and at European request.
The funny thing in reading these comments is if the U.S. didn't deploy the system, and the nightmare of a rogue nation firing a nuke at somplace in Europe did occur. I know the same people writng here would be sitting in the ruins of their cities and saying...."Where were the Americans?...How could they let this happen".
Good picture of Putin by the way. He looks like a commander on the "Red October". That was a good movie, but only a story. Just like Putins threats.

Everyone involved in this defence system should watch the 80s drama-documentary 'Threads'. It shows the actual effects of a nuclear attack, and it isn't solely the mushroom cloud that many people believe. Both sides had a chance for unilateral disarmament at the end of the Cold War; for some reason America was dead set against it. I totally agree that Europe should stay out of the firing line - we are trying to convince Russia that the EU is an ally it can trust with no intentions of undermining Russian sovereignty. This defence system is no different than me suddenly deciding to carry a knife on the streets just in case another citizen with a knife attempts to attack me. It's a possibility, yes, but if caught I'd be rightly punished by the judiciary, and the assumption on all sides would be that I was going to use the knife for unlawful means. Surely we can see Putin's point here; The EU and US would see Russia building a European defence shield as expansion of its sphere of influence

I totally agree with you. What Mr. Putin said last night was intended for domestic audience. As a Russian, I can harly imagine how Putin and his team are going to fight the West if Russian army is underequipped, undertrained, underfed and corrupted and most of his fellows keep their fortune well-placed in offshore accounts. Just remember the scandal of illegal money laundering related to Reiffeisen Bank of Austria. Austrian police and prosecutor's office froze the money illegal transferred by the closest aides of Putin. This kind of rubbish is needed to consolidate Russian public opinion and to raise his own or his potential successor's approval rating befefore the upcoming parlament and presidential elections. There are seven groups of oligarchs and high ranking officials sticking around Putin and they are fighting each other to death to put their man into the Kremlin. It's naive to believe that Russia is in a position to launch a new Cold War.

The Americans must be truly crazy to even attempt this. The whole world is on a knife edge with insane Islamic extremists and over here in Sth east Asia with the huge Chinese military build-up. And dont even think of moving to Australia. For decades there have been no guns in the defence department cupboard for a citizens home guard defence force. Fear and anxiety are weapons in the social armoury for control of primal human aggression. The media are complicit in manipulating this - to the cost of truth and true democracy. For how can 'the public' respond appropriately to such news as this when it is being disinformed of the real strategies that lie behind such events. It is all about resources. Be calm. Measured. Search for the truth. You won't find much of it in the headlines.

JLC - I suspect that Europeans also don't want the system, but let me relieve you of your ignorance. The system is placed in Europe, sure, but it doesn't protect Europe - it protects the US by intercepting incomings to the US above Europe. So Europe becomes a target, and gets no protection.
Let's not forget that each of the current wars dragging our countries down were instigated by the US. Afghanistan still has justification, but Iraq? You refer to Hitler, who invaded other countries without provocation - ring any bells?
SL, London,
Hmm- I don't think Putin has thought this out very well... The system would probably serve no defense against Russia's ICBM's- a massive missile assault that Russia could launch would probably overwhelm it. This is probably Russia running interference for Iran again. Well I guess there is only one thing to do now;
Aim our missiles at Russian interests and targets, shut down all trade with Russia. Build up or Nukes and Defensive shields. Attempt a close relationship with China-
The American Economy could handle such costs better then its Russian counterparts. But of course this action would require some stones that the free world frankly doesn't have

I think the root of the problem is out-of-date military chiefs both in America and Russia. This "cold war theory" allow military chiefs to have money and power, to develop military industry - big money you know. We need cooperation, not clashes. I consider that America will waste a lot of money building the shield that is not very efficient and has no certain threat to defend from.
By the way I think Putin's speeches are quite saucy. He fears that there will be military bases near Russia's borders.
Andrey, Moskow, Russia
Psychologically strong and a plain speaker who places the interests of his own country to the fore. And following the next Russian presidentials, he'll be free for a few years.
Do you think we should offer him a job?
Mike May, SHeffield, United Kingdom
Having made a mess of the Middle East, the Bush administration is turning its attention to Russia and Eastern Europe. Considering Russia's history, nothing could be more provocative than installing NATO and a 'missile shield' in Poland and the Czech Republic, ancient antagonists of Russia and the Soviet Union. Putin has responded in a predictable way in the face of this aggressive, American move. Welcome back, the Cold War.
John McDermott, Lisbon, Portugal
It is very amuzing to see that the West is so much worried by the fact that Russia is becoming strong and powerful.
What's in regards to Georgia, Poland, the Baltic states, and other small and useless countries, they are just serving the interests of the USA.
Igor , London,
Hmmm this is going to make it substantially easier for those at the top to push through their plans for the State of the European Union. I wouldn't be surpised that all the Europhiles are wringing their hands in glee at this. Something that threatens europeans, a country that is percieved as being a bully and criminal. Watch we'll be having a EU Army up in no time...
Robert, london,
Invert the situation: How would the US of A react if Russia started to place 'purely defensive' nuclear missiles in Central America?
Neil Hamilton, Wimbledon, London
Sir,
I put it you that as the expressed intent of Iranian leadership is the extermination of Israel, then surely it would be technically and politically more sensible to locate said missile defence system in Israel? This radius of such a defence system could cover Europe, much of the middle east, and avoid Russia.
Mckay, Kassel, Germany
"Why do you think the Polish & Czech governments want the missle defense...?"
Because they found a new transoceanic sponsor and "sell" him the myth about Russian threat that is nonsense at present time. Public opinion polls in Czech Republic show that majority of citizens are against any such installations. Power mongers and people are different.
JB, Tomsk, Siberia
Putin gives Western hating Iran Nuclear Reactors then advanced missle technology. He then threatens the West with extermination for trying to protect itself. The man is hilarious. Unfortunatly Russians have no sense of humour so the whole thing [Putins Russia]is certainly not funny at all.
At the height of the Cold War it was hard to find a Soviet leader who would threaten the West as Vladimir Putin has done here. This is beyond belief..Putin has substituted logical Communist Ideology for out and out Nuclear Gangsterism.
Communism always had checks and balances. Nuclear Gangsterism has none. Democracy must confront Putin or prepare for a new dark age.
Leslie Udwin, Johannesburg, South Africa
All the Bush bashers seem to overlook the fact that while Bush will be gone in 18 months Putin will be there indefinitely. Comments such as those made against Bush here would not be tolerated in Russia. There is no freedom of speech in countries controlled by thug dictators like Putin, step out of line and you end up in prison or dead. Look aroung your cities and see who controls the underworld, Russian thugs and gangsters who Puitn is happy to let leave Russia to destabilise our societys. Put that and Islamic extremism together and it sums up the liberal attitudes that have given us this madness called 'multiculturalism'.
Viv, London, England
The Cold War is back! and this time it's personal...
Andrew , Reading, UK
Putin is a very sinister, dangerous and short-sighted individual. He is placing his own personal aggrandisement and that of Russia ahead of the security and prosperity of the whole Western world.
A defensive radar and 10 missiles cannot "threaten" anybody, especially as the Russians have already said that it can be defeated by their missiles - of which they have over 7,000 operational.
Appeasement of Putin will get you nowhere - the demands will just ratchet up.
Charles, Bath, UK
I completely agree with Dave from Texas.
And it is so pity to see deteriorating relationships between our countries.
There are lots of means by which we can withstand terrorism so I am sure we need to think over every step that we going to take that might cause any slight harm to our people. I am so afraid of a possible war. The consequences of war will defiantly be disastrous.
Ivan, Moscow, Russia
ypical naive US diplomacy has lead to the Russian bear flexing its muscles once again.
Europe is forever going to be trapped between the bullish American black/white politics and Russian reactionary paranoia.
Russia is now starting to implement its dictatorial approach to capitalism again while reinforcing the old mentality of us against the world.
The significance of Putins statements is that Russia is ready to take the mantle of superpower again!
P Brown, Cheltenham,
A bit heavy handed, but Putin is quite coreect to admonish the American Admoinistration over this.
Stephen Thomas, London,
Russia is not a democracy, but pretends to be democratic, similar to how all the former East European communist states were 'Democratic People's Republics'. Certainly, Russia is no longer communist; the workers have been too grossly exploited by the business oligarchy and own nothing. But there is still no press freedom, no rule of law, and constant state intimidation and brutality. Western Europeans should not take their democratic heritage for granted; nor should they let themselves be bullied by an unbalanced ex-KGB agent who glibly threatens nuclear war.
Russell, London, UK
at no time in history has Russia been a trusted ally of any other country. Her relatiuonships have always been opportunist and cynical (japan Germany etc.) each time they have been saved from being on the losing side by the US and its allies. Putin is a very dangerous man who wants Russia back in the stalinistic times and to rule as a dictator. He positively hates what is happening to the rest of East Europe which was enslaved by Russia for 50 years. Instead of opening up his country he is closing it down in the most frightening way, his friends are gangsters and thieves he is despicable
mike sanders, hong kong, hong kong
Put is so right when he says: "He speculated that the USs real motive was to provoke Russias retaliation and so to avoid further closeness of Russia and Europe. Strategically speaking there is no need to stage radars and missiles in Eastern Europe, just look at a map. That would be like the US placing an anti-missile shield along the US - Canadian border to protect itself from Mexican missiles. It's just stupid! Furthermore, the silos that house these missiles also accommodate ballistic missiles, so in the event one was fired Russia would not know which type of missile it was. They call it a missile shield so that people think it's purely defensive in nature, but it most certainly has an offensive component to it. The US is trying to divide Russia from Europe, pure and simple!
Big Mark, New Jersey, USA
The Cold War never ended. This is round two. The "Evil Empire" is back for revenge. The Russians will never learn, just like the Germans did not learn after WW1.
Let us re-start the Cold War and turn it into a Hot War if we are forced to.
We can beat them.
Arthur Gibson, Melbourne , Australia
Sure, let's help Putin rebuild the Berlin wall while we are at it. Tha will surely protect his empire, I mean country from the evil west...
Darren, Columbus, US
No need to worry - 90% of Russian nuclear weapons have not been serviced, do not work, and the technicians have not been paid. The other 5% have have the same accuracy as my wife at a game of darts. Let them target London - it's the French that will get hit.
Jonathan Mills, Brighton,
Putin is becoming a menace to our way of life. He responds with crude threats and has a reputation for using crude and thuggish language in his speech. He has become increasingly peremptory as oil prices have climbed and is started to resemble an unstable and arrogant dictator.
Russia is on course for ruin. If this kind of truculence is not circumscribed disaster lies ahead. Russia should try to be a normal country but Putin is back on the old Slavophil trip into isolationism and withdrawal from international norms of behaviour.
Observer, Peterborough, England
Let the Iranian missiles rain on Europe! (most likely, the technology came from Russia, in the first place).
Why the USA continues to try to defend Europe is beyond me.
David Williamson, Tucson, USA, AZ
Is anybody in the world who really believes in US's care of European's safety from Iran's missiles? It is hardly a secret, that US first of all cares about it's selfish interests around the wolrd (Iraq, Balkans, Middle East, etc.) What have those countries got except US's military presence? They have become the targets for missiles. Placing a new anti-missile network across Eastern Europe US provokes Russia and exposes Europe to be involved in US - Russia conflict.
Vitaly Makaev, Penza, Russia
Honestly, I think America's idea of so-called missile defense is insane, just as most Bush admin strategies are. On the other hand, at this point, I think we have subsidized European defense long enough. Why should American citizens pay for the military defense of a European continent that despises us. I say we should pull out all troops and bases from Europe and concern ourselves only with North American/Asian defense.
If Europe is worried about attack - let them continue to cower like scared dogs before Putin.
Jeff, Los Angeles, USA
Don't forget, it is the same voices that started the illegal war in Iraq on the basis of weapons of mass destruction, that are reassuring Russia that missile defence poses no threat to it.
I'm with you Mr Putin, I don't believe them either.
DS, Darwin, Australia
Many comments here blaming George Bush. All he wants to do is put some protection against missiles in Europe - yet he is being slated for it. What would happen if the US withdrew all its military support - Europe would be back in the middle ages before long.
No, the real threat here is Putin. A ruthless ex-KGB beast who supports a regime like Iran and does not give a hoot about Europe, peace or justice. He's power mad and unfortunately, he has all the power he needs to tip the world into chaos
fi, cornwall,
Naive and juvenile are those who think the smart thing to do, is not press a tactical or strategic advantage when one has it. Countries do not have friends, people have friends. Countries have interests and where they coincide with another countys interests, there we may find an ally. Where interests do not coincide, at minimum we find antagonists, with a little diplomatic carelessness, we may find an enemy. However, when antagonism are strategic, there may not be any amount of diplomacy to keep us from war.
Ico Ucé, Los Angeles, CA
Never thought that EU gonna be driven by that silly cold war policy dictated from the Wthite House. If europeans fail to stick to their own defence strategy they risk to become kinda military base for yanks. Those who support all this madness like war in Iraq (becomming next Vietman for the US) and may be Iran in the near future are fools! American administration is thinking that they are not the US any more but a new Reich! So stay on alert, my friens ;-) Or should I say - "Achtung!" ;-)
Alex, Moscow, Russia
nice comment box except for the brown background not going fully behind it.
anyways, I don't think the cold war is over. I think there is a constant cold war between those who love good and those who love evil. This kind of war caused the so called 'cold war' and it is getting ready to do something again.
Something in the middle east is turning on the cold again.

"The Eu and Russia should be strategic partners working to guarantee European peace. "
We had a "strategic partnership" with Russia for 50 years, to that I say no thanks, you cannot be partners with barbarians.
Alex, Cracow, Poland
Putin is being forced to do something that he clearly does not want to do. The question arises what is the real purpose behind this idiocy coming from the White House. It would seem, assuming that Bush and Cheney are not completely dumb, that the real purpose is to split up the European Union.
Alfred, Ryde, Isle of Wight, UK
I also love the part about the US getting in the way of the increasingly warm and fuzzy relationship between Russia and Europe. How soon we forget that Russia cut off natural gas flows to Europe last winter in a power play to bring the Ukrainians to heel. So warm and fuzzy! Ha!
Brien Beattie, San Diego, CA
The US has been offering to bring Russia into complete cooperation with ballistic missile defense for years, sharing all the technology with them as a confidence-building measure. Instead, they persist with this irrational Cold War mentality. And comparing this to the Cuban Missile Crisis demonstrrates a gross lack of understanding. This is about placing defensive systems hundreds of miles from Russia that would not be capable of stopping Russia's missiles anyway but is rather clearly aimed against Iranian attack. The Cuban Missile Crisis was about offensive nuclear missiles placed 90 miles from the coast of Florida, reducing retaliatory response time for the US to minutes and destabilizing nuclear deterrence. One last point -- no one is forcing this down the throats of the Poles, Czechs, Bulgarians, or Romanians -- they all requested it, just like they all want into NATO. The real story here is that Russia continues to view Eastern Europe as its "sphere of influence".
Brien Beattie, San Diego, CA
In my opinion, in world politics the wind has changed.
Thanks to the behaviour of immigrants in the West, I think I am not the only one who looks to Putins leadership style with envious eyes.
If only we could have such strong leadership and healthy nationalism from Europes leaders, or even one European leader.
Demographically the West is on the brink of annihilation, all we seem to worry about is the icing on the cake, but soon there will be no cake
Daniel K888, Melbourne, Australia
The cold war never ended.
Russia was invited to participate in the creation of the missile shield with the US, but is using this to demonize the US and Europe. The communists never left power. Never forget Putin is a KBG man.
Everything that is unfolding now was planned a long time ago and Russia is just showing it's true RED colors.
Russia, China and radical Islam are the true evils in the world.
T Tobias, Texas City, USA
Putin is paranoid... America is not trying to harm Russia . After hearing the repeated threats of Mahmoud Ahmadinejad, can you blame the U.S. for the defense? Are we not to take his threats to Israel and the U.S. seriously? If the U.S. sits back as the rest of the world is doing, then maybe Mahmoud's dream of wiping the "Zionist Regime" off the face of the map just might become reality. If we invade Iran to shut down their nuclear production plants the world will continue to accuse us as Nazi's. So instead, we set up defense against it, and we are still condemned. Maybe America should just defend itself and forget about everyone else. If this is the way other nations feel about America, then don't call us for help when a crisis comes your way!
Michael , Creedmoor, NC, USA
Nuclear war is awful to imagine. We should try to avoid its happening.

The Cuban Missile Crisis in not an apt comparison. A shield is not a sword.
Critics also like to claim that missile defense is both "provocative" and "unworkable." Neither claim even makes sense on its own: how does protecting yourself provoke an attack? If it doesn't work, what's the big deal?
Michael Kriskey, Stamford, CT
War is the end result of every civilization, it is the necessary cleaning of the table for the rise of the next civilization. The great pendulum will keep swinging when we are all gone.
Don't worry about Russia, they are not a threat, they are fearful of becoming irrelevant.
Rob, Memphis, USA
If Europeans trusts Czar Putin, his future heirs, and does not want US missiles in Europe, then America should vacate Europe forthwith. And leave Europe to its fate. And, under no circumstances, re-enter Europe-ever. If Putin and his heirs are true and honest Europe and America have nothing to fear. If they are not, the fall of Europe to Russia will be a slower tripwire for America as Europe capitulates, first, perhaps, to oil and gas threats, and later to political hedgeonomy. But a trip wire nonetheless. Less expensive for US citizens-at least in the short run.
Tom, Staten Island, NY
Rice put it to Putin pretty well when she brought up that even Putin said that the missle defense won't do anything against Russian missles.
darek, manchester,
I say to all those who love Putin, great, let's have the US back off missle defense for Europe; let's go all the way and have the US pull out of NATO & Europe all together! The EU will have to learn to kowtow to the Russian Bear, see how much you will like Putin then. Seriously, would any other G8 government carryout a radioactive assasination in another's capital. Why is Russia upset by a DEFENSIVE system? Why do you think the Polish & Czech governments want the missle defense, perhaps they remember all too well the 50 years of terror under the control of the Bear! And if it doesn't work, why do these governments want it and why does Russia fear it? As usual, leftist anti-American thinking is deeply lacking in logic or facts.
Ed Engels, New York,
A system that can defend people from nuclear weapons strikes is bad...
Rob, ny, usa
PUtin/Russia have got the new money...now they want to act like the 'NEW RICH'
They want power and influence- they are on the way back and we will pay for it by buying there resouces etc
A classic example is how Germany has, independantly negoited a gas/oil? pipeline AROUND Poland, poland being a fellow EU member-now thta is worrying SHAME on Germany...
mike, oxford, england
It's true this is like the Cuban Missile Crisis, and Russia has reason to fear. But this situation is not necessary. Perhaps Mr. Putin should show the West (which he may consider joining) that he is on its side and not that of the fundamentalist, apocalyptist rulers of Iran.
Chaim, Holon, Israel
We are not placing offensive nuclear or cruise style missiles in Eastern Europe. We are placing a "Patriot" style missile defense system. These missiles are not used to attack cities or targets. Their main purpose is to shoot missiles out of the air. Honestly to believe any comments that ex-KGB officer Putin says is hard.To say that their is no threat from Iran to have missiles that can reach Europe.....please someone show me that proof. Show me examples where Russia has been our friend.......when we secured Baghdad we cut off a small unit of "Spetznaz" or Russian special forces who were trying to smuggle out documents showing Putin supporting Hussein with monetary and military support. The Cold War never ended...it just took a break.
Michael, Lancaster, PA, USA
As a citizen of the U.S., I actually agree with not putting this system in Europe. Aparently we can do no good in Europe's eyes these days (I guess you forgot about WWII and the Cold War) so why should we offer to protect them from what is undoubtably the next Hitler (Iran's president).
We should pull all of our troops out of Europe (and elsewhere), secure our borders and ports, and make sure we have a U.S. missle defence system that works when (not if) the evil countries in the world get nuclear weapons and missles to deploy them. We should also build up our fleet of nuclear subs and park them off the coasts of said countries and if they launch a missle towards us, we can quickly take out their entire military.
Europe is well enough to fend for itself, and will no doubt have fun being bent to Russias will because they control the energy tap now.
JLC, Austin, TX
It looks like the world is in for another Cold War, because of George W. Bush's policy of ringing Russia with new Missile Sites located in Europe. But, the best is yet to come. If Cuba offers the Russia a chance to build Missile Sites why should Russia refuse?
Then there is a chance that Venezuela and Bolivia might do the same, by offering Russia Missile Sites. The game of world domination being played out by George W. Bush migh backfire. But it does not seem like the U.S. is afraid to take a chance on Europe being attacked by Russia. After all, Bush couln't care less about Europe. Perhaps, it is time for the European Union to distance itself from the Bush Regime, and go another route.
If, Europe were to seek its own defence force, it would be a lot safer. Thus, the only option left to Europe, is to go it alone.
Kenneth T. Tellis, Mississauga,, Canada
Putin is 100% correct. George Bush and his so-called missile defense is the antagonist initiating a new cold war. President Putin is simply responding to George Bush's move! He would be an idiot not to respond to such a provocation.
M. Mikhailovich, Chicago, IL
Another example of American double standard!
rongjing gao, Beijing, China
Putin is right. Russia has complied with nuclear disarmament. What are we doing putting missiles back in Europe, on Russia's doorstep? We must be nuts. If we are worried about Iran (in the future) our submarine based deterrent wil be enough to keep them contained. This is yet another example of the Bush administration's complete incompetence, under pressure from the Industrial/Military lobby.
Richard Phillips, Escondido, CA, USA
Anyone who thinks Russian missiles aren't targeted for Europe now is living in a dream world. Russia has continued to build nuclear warheads and delivery systems . The US stopped with 50 Peacekeeper ICBM's,now deactivated, and 20 B-2's,while cutting ICBM's and B-52's.The previous comment was wrong, the so called "Star Wars Lite" technology does work for what it is designed to do-a small(>10) missile attack from a rogue nation or accidental launch.. Any Russian strike would be much larger. Most people don't know, but the only operational anti ballistic missile system was installed around Moscow. The US never completed the Safeguard ABM system and dismantled all but the radar system.
SAC Veteran, Durham, CT
I live in the U.S., and am a former U.S. Marine. I am a conservative too. But I believe that we should bring all, not just part, of our troops, planes, and equipment home. Korea, Vet Nam, and this two wars in the Gulf and in Afganistan are all about money anyway. They are a waste of life for the multi national companies.
Fighting wars abroad also costs us incredible amounts of money along with our children's lives. Read what Marine Gen. Smedly D. Butler had to say about the "Banana Wars."
We need to keep ourselves out of foreign wars. We could have stayed out of all the wars last century, if business, and banking interests hadn't gotten us involved.
Just my thought on wasted lives and money for business and banking.
Dave, Cooper, Texas
cold war will be lanched again
Jerry, Shanghai,
I (among many Americans) find it particularly annoying how Europeans are quick to bash us and act as though they are innocent. You benefit from us on all fronts.
Bear in mind that we did not elect Bush. We are as good of people as you are.
As for Mr. Putin, why are you doing this? Why must you escalate this issue?
It is very clear that we have no intent to initiate another cold war. It is very clear that this defense system is against terrorism, our real enemy of today. Al Qaeda, among other extremist groups, have made it very clear that they would love to use a nuclear bomb on a western city. It is a matter of time before they get their hands on one, if they do not already.
Are we supposed to not defend ourselves in the name of decade-old bureaucracy?
We fail to unite at our peril.
Doug, New York City, USA
Mr. Putin, as always, reminds the world that Russia has a huge stockpile of nuclear weapons. He warns the world that he and Russia are willing to launch nuclear missles and begin the destruction of the west...for what? Because he wants to terrorize smaller countries exercising that terrible franchise he has so limited in Russia... the freedom of people to determine their own destiny in peace. Because the Americans have offered missle defense to other nations? I recall that the Americans offered the same missle defense system to Russia, but that old Russian arrogance...which enslaved half the world...wouldn't accept it. It is time for democracy to reassert itself in Russia so the world can move forward...and not backward. The world doesn't have the time to replay 40 years of the Cold War. We don't have time for these petty grievances based not on threats, but on self-esteem and arrogance. Mr. Putin...get a grip and grow up.
david, Chicago, USA / Illinois
It seems that this administation fails to realize that the Cold War is over. This posturing in Europe is an example of the Bush/Cheney juvenile mentality. Of course, the extraordinary cost of this stupidity is for the benefit of the financial and military class to which these warmongering fools belong. Putin is no anger and is no fool. He recognizes tha danger. So do the Europeans. The pit is that Bush et al don't understand. Given the debacle in Iraq this lack of understanding is no too hard to see.

Deep down we all knew that the peace between the 2 super-powers wouldn't last.
President Putin has the absolute right to protect what he sees as a threat, whether it is, well that's another matter.
I'm sure President Bush would be a little aggrieved if Russia placed similar weapons on its alaskan borders, same idea just different location.
All i hope for is that diplomats here in the UK stay out of the firing line of both sides, take a step back and let the US and Russia deal with it themselves. If it results in a nuclear holocaust. then it'll be a stain on the nation who launched the first salvo. we shouldn't meddle between 2 allies
Matthew Lowther, Peterborough, UK
I am not sure if Mr. Putin is right. I can feel he means ehat he says.
Ibsen Martínez, Caracas, Venezuela
Putin states "We will need to establish such systems which would be able to penetrate the [US] missile defense systems. . . What kind of means will be used to hit the targets that our military believe are potential threats ballistic missiles, or cruise missiles, or some kind of new weapons system?"
If, they are so interested in peaceful co-existence...why would he need to create weapons to breach a missle DEFENSE system? Putin therefore acknowledges that it is a defense system, not an offensive system. Putin is an insecure crybaby in that Russia has not been able to keep up with the "West" technologically. So, what do you do when you're a dog with dull teeth? You bark louder so that the other crybabies of the world will think you have the teeth to back up your bark. And no, I'm no Bush supporter (In fact, I think he's a moron), nor am I a liberal, or a socialist, nor any other affiliation. I am an individual who believes in the greatness of the individual.

Is there not someone, anyone, with enough clout in the White House to tell Bush or whoever is overseeing this "strategic missile system" that it is pure madness? There has to be someone. Of all the things that fool has done since he first walked in the door, it may be what he leaves behind that does most damage. What does he expect the Russians to do? The Russians have friends in South America like Chavez who would welcome Russian missile capabilities as a counterweight to American stupidity. How far are we going to go this time? Is Putin the new Kennedy?! Please, no.

25 years? Dude, you must be living inside a bubble.
25 months is more like it. There is no previous parallel for the escalation of nuclear tension like that which has occurred in the past ten years.
America is off fighting goat herders in the Middle East while the gears of the third world war are turning all around her.
Putting it 25 years in the future is just a scabrous way of saying you think it will be your children's problem. I think it is you who better start thinking about deep rock shelter against radioactive fallout. All that shopping has left you a consumer vegetable.
Biff Baxter, Australia,
Sigh, will the world ever mature past this rubbish? Our worlld governments are more juvenile than anyone with an ASBO imaginable. I can't believe people are still playing with missles and soldiers in this world today, it is so irrelevant and unimportant.

Those who equate Europe and Russia are living in fairyland. Don't schools in England teach history any more?
Mike, Sydney, Australia
Oh come on! It's a defensive missile system. Both sides acknowledge it will pose no threat against Russian ICBMs. (Russian military officials have boasted it could easily take out the proposed system.) This is just the latest assertion of Russia's newfound chauvinism.
What a facile comparison to the Cuban crisis. The US isn't at war with Russia; it goes out of its way to take a friendly posture to the Kremlin. And as for there being no credible threat from Iran, none exists yet. But a threat may develop, which as a contingency is more than credible. Anyway, Iran is not our only source of concern here. Pakistan has nuclear weapons and a powerful faction within the regime who would not scruple to deploy them.
Sad to see anti-Americanism taken to the point of nostalgia for Russian hegemony. To a preference for European "neatrality" towards its foremost and historic ally. Pathetic...
Stefan Eilts, Guildford, England
Since the end of the 2nd World War, the US government has been involved in, triggered or instigated many wars, with huge costs in human lives, in its pursuit of world hegemony. The supposed checks-and-balances in the US political system aren't working to prevent such adventures - as witnessed by the capitulation of the Democrats and Republican Congress to Bush's Iraq War.
Deployment of the supposedly defence shield is another US attempt at hegemony. Unfortunately, it will be innocent Europeans who will die in any nuclear or even conventional exchange, not Americans. Why can't the EU leaders see that they are just pawns of US neo-imperialism?
The Eu and Russia should be strategic partners working to guarantee European peace. Instead, weak EU leaders are hoodwinked by Blair and Bush to do their bidding. It is a tragedy in the making. Wake up, please, before it is too late! The concerns of a nuclear power such as Russia must be addressed, not brushed off by snide remarks.
Tony, Perth, Australia
Would Bush allow Putin to stage radars and missiles within striking distance of the US? Say, in Cuba, Venezuela, Nicaragua? I seriously doubt it. The "star wars lite" technology doesn't work, and there's no credible or foreseeable threat from Iran that the proposed missile system could defend against. It is needlessly provocative at a time when we can least afford another enemy.
