The US general overseeing President Bush’s surge strategy in Iraq said last night that he would recommend troop reductions by next summer, but cautioned against a significant withdrawal.
General David Petraeus, in comments that appeared to lay the ground for his pivotal report to the US Congress next month, said that the US footprint in Iraq would have to be “a good bit smaller by next summer”. But he also signalled that the surge would continue into next year, and gave warning against a quick or hefty withdrawal that could surrender “the gains we have fought so hard to achieve”.
General Petraeus said that the “horrific and indiscriminate attacks” on the Yazidi community in northwestern Iraq on Tuesday night were the work of al-Qaeda fighters. The bombings occurred near the Syrian border, and US officials charge the Damascus regime has not done enough to police the frontier against infiltration by foreign fighters who dominate al-Qaeda. Those bomb attacks would bolster his argument, General Petraeus said, against drawing down the 30,000 additional US troops that have made up the surge too quickly. “We know that the surge has to come to an end, there’s no question about that. I think everyone understands that by about a year or so from now we’ve got to be a good bit smaller than we are right now.
“The question is how do you do that . . . so that you can retain the gains we have fought so hard to achieve and keep going. We are not at all satisfied where we are right now. We have made some progress but again there’s still a lot of hard work to be done against the different extremist elements that threaten the new Iraq.”
General Petraeus, who wrote the US Army’s book on counterinsurgency, said he and his staff were “trying to do the battlefield geometry right now” as he prepared his troop-level recommendations. In his report he is expected to highlight the involvement of Sunnis in Anbar province in the battle against foreign al-Qaeda fighters when he delivers his progress report to Congress. “You have to pinch yourself a little to make sure that is real because that is a very significant development in this kind of operation in counter-insurgency,” he said. “It’s all about the local people. When the local people are on the side of the new Iraq instead of on the side of the insurgents or even al-Qaida, that’s a very significant change.”
General Petraeus made his comments to a small group of reporters in Baghdad. They appear to signal that he will ask for more time for the surge strategy, probably into next year. But they also reflect the military reality on the ground. Most of the surge troops will have come to the end of their 15- month tours by the spring and the US does not have the troops to sustain the strategy for a prolonged period.
President Bush has said that he will follow the advice of General Petraeus, who must deliver his report to Congress by September 15.

First kirk no one is belittling the UK forces, you guys have done a fantastic job, and you are appreciated more than you will probably ever know. I have a a feeling that the General is not one to push around. It is interesting however that the Democratic leadership in this country wnats his report delivered behind closed doors, they do not want it public knowledge, hmmmm wonder why that is, of course it has nothing to do with their political agenda, and if the report is public knowledge its harder for them to spin

So the numbers of troops are to be reduced, but the blood bath continues.
All this reduction and increase is just to keep the public at home quite.
There never has been nor will there be, a complete withdrawal from Iraq.
It is too important and it has now become a face saving exercise to maintain the presence at all cost.
Iraq is no Vietnam, nor Serbia or any other country, which USA saw fit to invade, it has huge Oil reserves which are too valuable and can not be left alone for others to claim.
So until the Oil runs out this cycle of increased and decreased troops will continue.

I see those vested in defeatism are always shaping their arguments in a way that will invariably attempt to snatch defeat from the jaws of victory. And there is a significant number of people on the defeatist side of the aisle who are hellbent on having Congress, the White House and the military follow their prescription of turning Iraq into a Vietnam - that is, once American troops vacate the battefield and Congress cuts off all war funding the bad guys start erecting their re-education camps and slaughtering those who won't bend their knee to Communism (in the case of South Vietnam) or to radical Islamic sharia (as would happen in Iraq). What shamelessness. And remember these are the same people who predicted that desposing Saddam's regime would result in 10,000 to 20,000 dead American soldiers, all of Iraq's oils wells would go up in flames polluting the Earth, there would be millions of Iraqis in border refugee camps dying of starvation, blah, blah, blah ...

There is no doubt from both sides on the issue that the surge is working, The Dems don't have a plan if the General pronounces that it is working and spells out the proof. Inagine their response? "Well, we don't believe you" or "Yes but at what cost?" or some other tap dance. It is really sad that our representatives on the left actually are scared that we might be winning. They smile whenever CBS or ABC anounces another roadside bombing. They are a disgrace and the Republicans should come right out and question their patriotism loudly. Murtha should be charged for declaring the Marines in Haditha were liars and murderers. Other Dem leaders like Polosi
should be repremanded for interfering with Presidential powers (meeting with Syrians). The Republicans need to get on the Petraes surfboard and start getting aggressive. Thats what people want.

Let's address the root cause of this issue. Now that the incompetent war mongers have been removed from positions of power in the US government (Donald Rumsfeld and his cohorts), leaving only one incompetent war monger in a position of power (Vice-President Dick Cheney), President Bush is now more responsive to sound advise and that includes sound advise from his father President Bush (Senior). Also, please be advised that President 'W' Bush is currently susceptible to sound advise because there is something at stake. What's at stake? His Legacy.

Much of the Syrian/Iraqi border is desert. The Syrians have border posts at regular intervals, and increased these as far as is practicable following the US intervention in Iraq. Apparently there are NO border posts on the Iraqi side for a large number of miles. Just keep your reporting fair, even if the US officials quoted are not.

Hopefully we will learn the lesson of not being overconfident. If we had sent 300,000 men in the first palce as required by the generals, we wouldn't be in this situation. If we had spent 200 instead of 80 billion a year, that would have helped also. If we understood the world better adn our children left highschool knowing where Iraq was, that would have helped also.

The question is whether the General's recommendations will be presented as his or will something else appear before the Congress in September as the report from the White House. In such a state it will continue to reflect the President's current vision. General Petraeus may find (as did Colin Powell) that his surge and integrity are a side show or ruse for a strategy that stays the course in all events.

What's new? It's been said over and over that the surge will end sometime around Spring of next year. The question is not when will the surge-troops return; but when will the rest of the troops be brought back. The reduction of next Spring will only put troop numbers back to where they were in December of '06.
