President Bush is planning to declare Iran’s most influential military force a terrorist organisation in an escalation of Washington’s stand-off with Tehran.
Condoleezza Rice, the US Secretary of State, is expected to announce in the coming weeks that the Iranian Revolutionary Guards Corps (IRGC) is a “designated global terrorist” force.
The move would place the 125,000-strong organisation alongside groups such as al-Qaeda, marking the first time that a branch of a foreign sovereign government has been designated a terrorist entity.
The IRGC, known in Iran as the Pasdaran, is one of the most powerful institutions in the country. It has its own army, navy and air force and has expanded its operations into industry and commerce. Dozens of senior officials and members of parliament served in its ranks during the Iran-Iraq War, among them the President,Mahmoud Ahmadinejad. By branding it a terrorist organisation, the US hopes to affect its £520 million business interests, which include energy, construction, pharmaceuticals and defence industries. While the US has no commercial ties with Iran, it would increase pressure on other countries not to trade with Tehran.
The move has been made in retaliation for the activities of the al-Quds Force, the military wing of the Revolutionary Guards, which has been accused of arming and training militant groups in Iraq, Lebanon and Afghanistan. Lieutenant-General Raymond Odierno, the US deputy commander in Iraq, said this month that Shia militants, supported by Iran and armed with explosives, were respons-ible for 73 per cent of the attacks that had killed or wounded US soldiers in Baghdad in July.
British commanders in southern Iraq blame the same forces for an escalation of attacks on British troops in Basra. IRGC naval units were respons-ible for seizing 15 British sailors and Marines in the Gulf in March. President Bush warned Tehran last week that “there will be a price to pay” if its agents continued to undermine US efforts in Iraq.
“My message to the Iranian people is, ‘You can do better than this current government. You don’t have to be isolated. You don’t have to be in a position where you can’t realise your full economic potential’, ” Mr Bush said.
Washington’s action is also partly a response to the failure of the UN Security Council to strengthen sanctions against Iran over its refusal to halt its nuclear programme. The matter is to be discussed next month at the annual UN General Assembly meeting, with Washington making clear that if diplomacy fails to prevent Iran building a nuclear weapon, it is prepared to use force against Tehran.
The escalation of the crisis could damage attempts at a rapprochement between the US and Iran. Diplomats recently held the second round of bilateral talks on security, the first official contact between the two countries since relations were broken in 1980.

To Michael, Charlotte,
First of all if you call Iran as a terrorist country give me one clear example of any terrorist activity that they have done or any war that they might start with other countries. Apart from only American government can claim its failure in Iraq and with Taliban in Afghanistan, because of the influence of Iran. Nice Job!! Another good excuse for US (Greedy in oil) to attack Iran (Fourth Largest Oil reserves), Interestingly they do not want to blame themselves, and if they can they will make another false statement as they have already done with Iraq to attack Iran or others!! Secondly if you are talking about Muslim immigrant who will tear Europe you better ask your government to stop attacking Muslim countries as their countries are not safe anymore to stay because it has been teared down by American soldiers and they do not have other choice to go to somewhere more safer.

Well said, jeremy, royzie and others. I despair at the pathetic intellectual level of "intellectuals" (aka the pacifist lobby, loony left, chattering classes, etc).
It's not as if some of us are imagining the worldwide push by islamists for dominance - their leaders have all stated explicitly that that is their objective.

Russia is the worlds only super power and sits back as China invades Taiwan, Iran takes control of the middle east, Hugo Chavez becomes the most influential leader in Latin America ... all true scenarios that could happen, but have not because the UNITED STATES IS THE WORLDS SUPER POWER!... If anyone can give me a name of a country, organization thats going to prevent any of this events from happening please do(please do not mention the E.U..its a joke if you believe that )...so if we AMERICANS are ARROGANT is because we are the only ones that stand up and risk our lives not just for our freedom but for the freedom of the rest of the world(just ask the European Countries..two times!!) Yes we have done things that were wrong but i would rather live with our mistake then deal with mistakes from Russia( the Soviet Union..yes it case u didn't know they still are a communist country)...its ok to criticize but do you really wanna bite the hand that protects you???
jeremy, nyc,
AMERICA FORECER!! Really? I guess we should all sleep a little easier knowing that the one remaining super power can't even spell.
Karl, Hertfordshire,
The IRG fulfils about the same role as the SS did for the Nazis, part policers of the faith, vanguard of the new tomorrow and punishers of any foolish non-believers, as well as the military backbone/bully boys of the armed forces. Terrific choice guys for pin-up innocents of the month.
They are of course deeply involved in the Basra area now, supplying training, weaponry and military leadership to JAM (the Mahdi Army fundamentalist oiks) who are rocketing and killing British troops at the airport on about an hourly basis.
But forget that harsh reality, let's talk about missing WMDs from nineteen o trolleybus, US arrogance, war for (the so-far drip of) oil and all the other weary old chestnuts the pacifist lobby regurgitates, also on an hourly basis.
There was no mileage in appeasing the Nazis back in '36-'39, didn't do anyone any favours and cost millions of lives. Of course the appeasers then thought you could talk a deal, as indeed they do today. Plus ca change, eh, comrades?
royzie, london, UK
What's the big deal, most of us already knew Iran was terrorist. And the only reason most of you hate the U.S is because you are jealous. Calling us terrorist, just makes the real terrorist more pleased. We bailed Europe out of two world wars and forgave all your debt and yet they still choose to hate the U.S. If Europe had any sense they should be helping the U.S fight terrorism. Europeans better get their act together because their influence is minimal now. The population is declining, and being filled up with Muslims immigrants who will tear Europe apart as they have sone in the U.K. The U.N, E.U, and any other international group is merely there to give the U.S some competition which it has failed to do since the U.S funds everything in this world. AMERICA FORECER!!
Michael, Charotte, NC
First Iraq, next Iran. Why don't we face the facts and admit that George Bush Jnr has torn up the UN Charter and appointed himself Dictator of the World?

Now what would be a definition of a terrorist organisation? May I suggest using napalm, depleted uranium, cluster bombs, white phosphorous on civilian populations. Also, mass punishment, shooting down peacefully demonstrating civilians from helicopter gunships. Then the indiscriminate murder, rape, mutilation and torture of men, women and children on the assumption that if you scream, âWhereâs bin Laden?â at enough people, enough times, you might get lucky. The current United States Administration more than qualifies as a terrorist organisation. And the British government as chief henchman is equally culpable. So for those locked into âmy country right or wrongâ, time to get into character; grow a moustache, wear a black hat and suck it up. Because you're the bad guys now. But for everyone else, donating funds to a terrorist organisation is illegal under the Prevention of Terrorism Act. Keep this in mind when the time comes to pay your taxes. If you canât live internationally...
Andrew Milner, Yokohama, Japan
"Iran has been involved in terrorist activities since the l.." well, it was almost the same speech but, where are the weapons of mass destruction? Because, brother, Iraq was WAY better off before the country was burnt to the ground.
Corrado, Torino, Italy
How many innocent civillians have been killed by the USMC and CIA operatives?
Maas Ramli, Colombo,
That is truly breathtaking , to think they chant stuff like that during Friday prayers !!! & yet increasingly when we hear what is going on in some Mosques, it looks as though 'prayers ' , is a euphemism for anything but.
I agree with Bush about the Iranians being able to find better government & believe they deserve it too. Iran has so much to offer & could really prosper outside the straight jacket it is in right now.
The problem with this type culture is it rarely encourages individual, leadership qualities, the men do all things en masse, throwing up the odd dictator who by definition is going to be an extremist. I sincerely hope however, Bush shows diplomatic skills here & takes time before announcing any use of force.
Maggie Millington, Brittany , France
Blimey, who is next on the terrorist lists, The Kazak International Chess team, for their strategic thinking? It would certainlly give a new meaning to en passant! Sounds like nothing more than a President who is quickly going down the pan, trying to stir up some sort of 'target' in an attempt to rise up the polls... would be better of trying to use a hot air balloon. Hang on, already did that, at least the hot air part.
Farrukh, Woking, UK
The US are that great at training men for an uprisings in other countries, ala Afghanistan, that 20 years later its own forces cannot beat the same men it trained. The US needs to learn respect for others, lets not forget Saddam was hung for killing 20,000 kurds and Bush is already passed 250,000 iraqis, and that's a conservative estimate. If the EU has any legitimacy it would convict Bush,Rumsfeld and their croonies for anything and everything.
luke, perth, australia
This measure should have been taken years ago, Pasdaran or so- called âRevolutionary Guardsâ are, in fact an International Terrorist organization in par with Al-ghieda. This fact has been known for a long time by the majority of Iranians themselves, in fact since the establishment of the Mullahs' Terrorist Regime .The regime in Iran is not and never been a State Sovereign Government but a Mafia style Terrorist Organization that rules by terror and without the consent of the people of Iran. The Mullahsâ terrorist regime in Iran is a Tyrannical Terrorist Regime which has less than 5% collaborators in Iranian population. It has imposed itself on the people of Iran by force and with despicable acts of savagery execution and public hangings to terrorize the population of Iran and other crime against humanity. Those European governments whom for purely financial gains continue to deal with this terrorist regime will have to answer to world conscious after the liberation of Iran.
hmt111, PA, US
is the us policy in disarry?the pasdaran are going to be in the terrorist list.the pasdaran,s sworn enemies the pmoi who have a lot of support in iran are also on the us terrorist list..so i
would mss rice care to say who in iran is not terrorist?and what does mr bush actually mean when he says he supports the iranian people...who are these people and who represents them?please wake up mss rice and remove pmoi from your list.it is in the best interest of both you and the iranians
familian, london, england
Most of the Muslim world considers the entire US government as a terrorist organisation. So I dont think that anyone outside US will care when the Iranian military is designated as terrorist. One danger of this type of designation is that calling each other 'terrorist' is now beginning to lose a lot of weight in the eyes of many people around the world. Indeed like an ASBO, some people think of the terrorist label as a badge of honour. Soon we would have to think of new terms.
Z Hussain, ROchdale, UK
Sir,
How very convenient?
The Invasion & the "Surge" in particular not going too well, let's blame the Iranians and deflect the public gaze. GWOT Iraq over, GWOT Iran on the pot-boiler, let's whip the lynch mob into a frenzy. The oil price need a gee-up, does it?
STATE terrorism, not a first is it now?
Ever heard the saying > "Don't throw stones in glass houses?"
SC, London, United Kingdom
Pot calling the kettle black perhaps?
How many innocent Iraqi civilians have died at the hands of US forces so far, and Bush deems the Iranians "terrorists"?
The man's hypocrisy seems to know no bounds. Wake me up on January 19, 2008 please!
Neil, London, UK
The UN bring the U.S. back in line? Thats hilarious! The only thing that bumbling tower of graft and corruption is capable of doing is lining up for more U.S. Dollars.
Do you not get this people!! The IRGC is irrefutably responsible for the deaths of your British soldiers and countless Iraqis. I'll throw in that there responsible for 73% of the attacks on Americans too. But....I know....you don't care about that!!!
America acts. And what does the UN and Europe do? Have a meeting, and release a statement. Oh boy!! I bet that just scares the hell out of terrorists.
Lead....follow...or get the hell out of the way!!!!!!
Murph, Madisonville, USA/KY
I agree with Mike , the CIA have kidnapped and killed more people than the Revolutionary Guard so lets have them on the terrorists list too. When will the USA start thinking about their image overseas and how much hatred there is towards their country. Do-as-I-say and not-as-I-do doesn't wash anymore. The World is tired of US foreign policy simply because they get it wrong Each & Every time causing death and destruction on a massive scale. Watch out USA its going to get much much worse for you if you go down this road but I guess your arrogance and false intel will support your decisions once again !
John stephenson, Central , Hong Kong
Time will tell.USA will have to rely on China when it comes to do anything.China control tthe purse strings..hahahhaha
Dvei Sharma, Calcutta , India
This is just the regan chasing the communists story all over again. The US is a WAR BASED economy which needs a war to fuel and stimulate the its economy as so many people are linked to defence contracts/industries,from Boeing to the shop lady its employees buy their lunch from, millions of americans relie on war to live. The US has an arrogance beyond belief, that they by pass the UN when no one else agrees then labels another country a terrorist supporter because they refuse give into US demands. Like the roman empire and imperialism, they US dominance of world affairs will flounder once China and India are the worlds primary trading countries, until then, buy more chinese goods to speed the process up.
luke, perth, australia
Who cares what Bush has to say about this. Congress and the courts have his hands tied. This is just rhetoric and avoids thinking about doin anything back home about the home grown terrorists, the Black, Hispanic and Asian gangs. God Bless America.
Matthew, Sacramento, CA, USA
Iran has been involved in terrorist activities since the late 70's. The guard especially has been linked to kidnapping of US and British citizens. Lest we forget Iran's involvment in the bombing of of the US embassy in Beirut. We need to curb our vehement hatred of President Bush and see a little reality when it comes to Iran. Almost every intelligence community has already designated Iran's Gov as a funding for terrorism. This is just a precursor to the United States getting ready for a military offensive. Resonding to the Previous comments; What in the hell would you have any goverment do when it comes to Iran? What is your solution to stopping Iran from funding terrorism all over the world? Sanctions? We have tried that, Ira n knows that the Iraq disaster and the situation has scared the public out of it's wits to start another military offensive. Please curb your US hatred and see the light! Iran is an enemy to both of us.
Thomas, Tempe, USA, AZ
Here we go again. We have heard it all before, now the us wants to go after iran. Do they ever learn? When balancing a tray of glass cups on your head it is wise to get it steady before adding more to it. More deaths and conflict. it is time the UN stands up and brings the US back in line. This is not a mone man one country mission.
Adegbola, London, uk
I'm no supporter of Iran but by the same token surely the CIA should have been designated a terrorist organization when it was funding, training and arming guerrilla groups in Central & South America. The only lame reason was to over throw governments not to the liking of the current US administrations and they weren't averse to direct involvement even botching an attempt to kill Castro with an exploding cigar. Come on Bush, wake up and smell the coffee, Iran has learnt a lot from your countries dirty tricks but I suppose like all neo cons, its not the same thing when other regimes do it back to you. He who casts the first stone ......
Mike, Alicante, Spain
Just another step closer to war with Iran. With the beginning of the new century the biggest surprise was finding one self in a no choice situation. That is the beginning of war that easily can be called -all against all.
