China has pulled out of crucial London talks to discuss further sanctions against Iran, raising the prospect of the US, Britain and France going it alone to stop the Islamic Republic's uranium enrichment programme.
In what is seen as an indication that China will not risk its economic interests in Iran by supporting extra UN sanctions, it was confirmed that it had called off its attendance at a meeting of officials from the "P5+1" group, the five permanent members of the UN Security Council plus Germany, which was scheduled for next Monday.
Officials had been due to meet to discuss a third round of UN sanctions against President Mahmoud Ahmadinejad after it was confirmed yesterday that he had reached a landmark 3,000 operational centrifuges.
However, a Foreign Office official told Times Online today that, unless a "miracle" happened over the weekend, the meeting was now unlikely to take place.
Yesterday's report by the International Atomic Energy Agency, the UN's nuclear watchdog, confirmed that Iran had reached the landmark 3,000 operating centrifuges which is enough, according to some nuclear experts, to produce an atom bomb within a year.
China claimed that travel difficulties had caused the cancellation of Monday's meeting. However, a Foreign Office said that the country's reservations about further sanctions were also likely to have played a part.
China has extensive business interests within Iran, and - along with Russia - has opposed a third round of UN sanctions against President Ahmadinejad's regime.
The United States recently imposed its own unilateral economic sanctions and has not ruled out military action against Iran. Britain has been pushing hard for a third round of UN sanctions, including restrictions on energy and financial investment in Iran.
"Unless some kind of miracle happens over the weekend, I do not think that this meeting will take place on Monday," the source said.
Asked whether China's cancellation had taken place because of its claimed travel difficulties, or whether it was due to the country's reluctance to pursue further sanctions, the official answered: "A mixture of both."
The official added: "We want to get back around the table to discuss a new resolution. That was agreed formally last September." No fresh date for the discussions between officials - seen as crucial to hammering out differences ahead of formal Ministerial talks - has now been set.
Bronwen Maddox, Chief Foreign Commentator of The Times, said that the cancellation would make it more likely that a group of Western nations, likely to be the US, Britain, France and possibly Germany, would push ahead to develop unilateral sanctions against President Ahmadinejad's regime, and give up on the UN route.
"By this gesture, China is clearly saying that it is not going to back the push for sanctions on the basis of this report," she said.
"There is a growing feeling within the West that Britain, France, the United States and maybe Germany are going to have to do it alone."
Iran has refused to halt uranium enrichment after two previous United Nations’ sanctions resolutions and denies the West’s allegations that it wants to make atomic bombs, saying its programme is for peaceful power generation.
The West has, however, pointed to a series of hostile statements made by its hardline president, in particular threats made towards Israel, support for Hezbollah guerillas in southern Lebanon, and alleged sponsorship of terrorism against coalition forces in Iraq.

US has no moral right to dictate who has a nuclear weapon. In fact, the only country who has no right to tell anyone is the US due to its history as the only country to actually drop a nuke on civilians.
US should stop wasting its time and resources meddling in foreign nation and rebuild its own nation. The country is getting hollow with increasing corruption, wealth disparity, and economic malaise.
There is strong competition from the whole world now.
Shah Khan, New York, NY
If iran hv nothing to hide why dont it become transparent?, to prove that the sanction & war talk in westen capital is an excuse to control Iran's massive energy resrves. lets not forget that China is behaving the same way like some P5 before z 2nd Irag war, flouting security council sanctions, this prompted US and the willing allies to attack, I forsee the division amoung the world powers will lead to another war the world is ill prepared for. Let the world speak with one voice on iran, and Iran must open its program to the world, to easy the fears of some nations. Other wise the world will not be a safe place for all Nations. Because every nation will suffer in one way or another if war is to breakup.

China, or at least the recent china, is always considering its own priorities. It is a narcissistic culture that is pragmatic in its approach to any problem. It has not changed since the second world war when the Communist (Chinese) took over. It would be making a grave mistake for anyone to be foolish enough to think it is going to change. What I mean is China is perfectly willling to put efective products on the market if it will benefit them. They will not give up any ground if the problem would make them sacrifice in any way. They do not care about the rest of the world and any suggestion to the contrary only makes them yawn with disinterest. They are not interested in working with the rest of the world to make a better future. They are interested in working with anyone to make a better China. They accept no responsibility except when it is in their interest. China believes if it sits back and lets the rest of the world fight its battles it will become the greatest nation.

Of course, USA along with their Britain slaves needs full control of the oil resources, Iran is another target.
Anti teroristic war is a mask for a good excuse for attacking, (as well as weapon of massive diestruction and so forth)
This funny story of USA role in the past, - USA entered in the 2nd World War only when was attacked on Pearl Harbour, otherwise would drink beer with Hitler.
Pity that American and Britain people have so short view and keep voting for war oriented politician.
Pero, Europe,
Let's see? China sells poison food stuffs, lead laden toys and generally inferior products on a global scale. Check any electronic or even plastic toys and appliances and I challenge anyone to find a product Made in the USA or UK or any other country other than China.
Mattel toys President appologized to China for recalling lead tainted toys and China threatened to levy tariffs on any goods exported by the US. China is arming the Kenyan military and selling weapons around the world.
Russia, India and China are expanding exponentially and the dollar is going the way of the peso. China holds billions in US treasury bills which go to support the war effort in Iraq. Hmmm do you really think they are intimidated by their biggest trading partner? Any country that speaks the truth about the evils that we do become instant enemies. But the power to punish them is rapidly being consumed by the trillion dollar war in Iraq/Afganistan.

...Religion is the problem. Flip through the pages of history and you will encounter one conflict after another because of religion. Religion divides people and leads what in all other cases would be rational people to commit atrocities towards others. Religiosity and nukes is not a good combination (unless you are a true believer in either one of the three Abrahamic faiths).

Interestingly, there are so many "doubts' about the American intention, and yet in the end the USofA will be there to save ALL of you who fuss and think America is so bad. People easily forget what that country, the one everyone thinks is so dominating now (USA!) have done in the past to restore peace, all over. It is still a righteous country, inspite of all the craziness. We still stand for what is good, and right. And for the Shanghai-ren, Your country trusts US intelligence enough to want to steal them - thats the truth, and you know it. And the mistake in Iraq? Is it really a mistake? For Harry, I suppose people like you would rather wait...and then wait for us - US, to save your tiny country from distraction....like what happened in Europe in the not so distant past.
Your country is the way it is because of US. You are able to post your opinion because of US. Think of it, the little liberties that most of you enjoy,...because of US.
Look back, and learn....and SEE.

Why should USA have nuclear weapons and Iran not?
Kizito, Pittsburgh, USA
All this talk about Iranian building a nuclear bomb is almost like scientists worying about about birdflu. So far (after many years) there is still no evidence that the flu can be infected thru another person. All those money, time, expertise spent over the worries might just be wasteful.
Same goes for Iran nuke, they have been saying it for peaceful use and just why these big bullies stirrring things like crazy as if they are already making/having one. It is Israel that has one, boycott them then.
Anyway, who wants to die? I am sure any countries that has nuke capacities will use their best judgement not to use their bombs at will . Why? Coz, when you nuke anypart of the world trust me the effect will eventually get to them back be it economically, socially and physically.
Harry, Kuala Lumpur, MALAYSIA
It is truly easy for people to say that it is all America's fault and bash the USA. However, has anyone considered the fact that Iran is directly defying the United Nations as well? This was a union of nations that was supposed to protect people from evil actions and encourage "good neighbors". The UN told Iran to stop creating centrifuges and stop his nuclear material and he does not listen and does what he wants. How can he be expected to be taken seriously as a leader of a "powerful and important" nation when he can't even listen to the UN? The hypocrisy is abundant here. Yes, America may impose its beliefs and will on other countries, but if you want to be taken seriously in the community of nations, you need to behave.
Sean, San Antonio, USA
Why does Iran not have the right to develop civil nuclear energy? Why should China sacrifice its own interest in order to please Western countries?
Why should we trust US' intelligence?
There are already around one million Iraqis killed as a result of American invasion to Iraq? DO you guys want make a second Iraq?
RIchard Lee, Shanghai, CHina
Whatever the Chinese are doing, I say consider they may be on the better path. They are less idealogical and don't have the cowboy mentality our current president has. Look at what Bush has done for the country - total ruination in so many areas. He has messed up Iraq, is continuing to mess up Iraq, and it's not even over and he wants to start something with Iraq? Pure folly, I say. What a mess. Lets see if China can be more subtle, pragmatic, and get things done. Bush has done incredible damage to this country, and presided over the extreme loss of US prestige and respect.
d, Fairfax,VA, USA
I'm no politician or analyst by any means and it doesn't take a rocket scientist to assess that this forceful/violent heavy-handed attitude of certain western nations (USA in particular) must be stopped. Just take a look at the past 20 - 30 years around the globe and see just how much suffering has occurred in the 'fight against communism'. I bought into that fear campaign then but once neutralised still see the same nation taking on other fights under different 'fear' banners, now terrorism. Would the American people support such a regime should this fight and war be raged in their own yard?
Had direct experience of the US's foreign policy in Africa and once forced to leave, the area slid in to relative peace and any conflict subsided.
Please American people, you have the power to stop this insanity. If you choose not to, know that history points against you dominating this planet forever. And believe me that fight WILL be in your own land. Rather you than me...

"There is a growing feeling within the West that Britain, France, the United States and maybe Germany are going to have to do it alone."
Pathetic. If those few US influenced countries want to enact meaningless counter-productive sanctions, then let them knock themselves out.
The stupid notion that war is better than Iran gaining control of the entire nuclear fuel cycle (as guaranteed by the NPT) has a name: suicide by fear of death (the same tragically mistaken notion that led to WWI).
The most ironic argument is that a Iranian nuke will lead to an arms race in the Middle East. Did an Israeli nuke? The West has a double standard, and it is leading to a needless highly destructive war.
MAD got us through the Cold war; why is it suddenly mute? Me thinks there are colonial motives at play here.
Brad Arnold, St Louis Prk, USA/MN
since The CHINESE care so much about their interest with country ( iran), they should be told what they are risking here. Every Chinese company business doing business with iran would be penalized by not doing business with the US and/or the EU countries. The US & EU should be very serious about imposing and implementing those sanctions .
ENOUGH CATERING TO THE CHINESE & THE RUSSIANS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Nader Shawki, South Brunswick, US
Obviously, Ahmadinejad is trying to impress the world with his agressive verbal attacks and his continued flaunting of UN Sanctions. The Chinese will always act in their own interests and have a history of changing sides. The US does not understand the deviousness of these people which really does not necessarilly reflect the intent and ambitions of their people. Suffice it to say Ahamdinejad is trying to impress the world that he is not going to be told by anyone not to build nuclear weapons.
Suggestion: Publically Ask China to investigate & show IRAN's plans for producing nuclear domestic energy. The P5+1 should hold China to account for monitoring IRAN and reporting to the IAEA & UN. China is a member of the P5+1 and is accountable for its actions against the majority view of the P5+1 group. Send a plane to pick up the Chinese P5 officials today to help them get to the meeting on Monday.
Lastly, all countries should fill out a form and list energy needs. Arbitrate
JL Negotiator, Bournemouth,
The basic question remains. How come western nations can have nuclear weapons and not the middle east. The west's logic says the Iranians and most of the rest of the world do not have the common sense not to use them and get annihilated in return. And even if a whole country is ready to commit suicide then we need to carefully look into why that is so and remedy that because no matter what the west tries, anti missile bases, sanctions or outright war, nothing is going to lead to peace. A common ground needs to be found else the way things are going, its only going to get worse. It is simply mindboggingly amazing, the short sightedness of the leaders of the most powerful nations on earth. Trying to find quick fix short term solutions to problems which will ultimately lead to a reckoning of the whole of the human race.

....and what a turnaround it is - from a global restraining influence to another war-monger... nice....

"No one stopped Israel from weapons programs because they don't go around making threats to the western world like Iran does. Duh." -- Mike, SF, CA
Are you saying that Iran has threatened to use it's 'nuclear weapons'?...Opps i forget, it's Israel that actually has them. They've not only threatened... but have actually bombed their neighbours, Lebanon and Syria.
stanzler, ny, usa
The way of solving Iran's nuclear issue should follow the way of the settlement of N. Korea's nuclear problem, i.e, negotiation. Any sanction will get the issue no where. Chinese way is right. If Iran promises that its nuclear development is for the peaceful purpose, what the ground and morality your westerners have to against it? Your guys talk about to cut burning coal and oil to slow down climate change but aginst some countries to use nuclear energy. What a bully? Your westerners really lost principle. You are illogical, irrational and hysterical.
David, Sydney, Australia
Fine with your comments but we must NOT forget what Ahmadinejad is dreaming off - wiping off Israel from the map. This is the main reason apart from oil which is why we need to take appropriate action to persuade this ridiculous person to leave Israel alone.
David Jackson, London, UK
To Al Shaw of Bristol, UK, I would say that the answer to Question Three, within the context of his three questions, is as follows: "to tear up the UN Charter and launch a war of aggression against a sovereign member state without either a Security Council mandate or a general vote". As a retired language teacher I would add there is only one word to classify the presentation of such a policy on behalf of the so-called "free world". That word is "dictatorship".
Edmund Burke, Kingston upon Thames, England
Good day to you all,
There is something very wrong here and its beyond nuclear capability concerns. Countries are formed to benefit the people living in that space. Heads of State are elected or chosen to manage the government which supports the people of their country. Now, stay with me on this otherwise you will loose the moral of the story. The Earth (world) is a beautiful place to live where many people from many different countries congregate.
For generations and milleniums, the only way we can achieve harmony and peace is through Ren, which means benevolence, humanity or loving others, and Yi, the hardest for man to learn which means right conduct, duty to one's neighbor and righteousness. I am American and I love my country. I also love Canada, Mexico and Angola too. Although, I have never been to Angola, I respect Angolans as much as I respect the Chinese just as much as I respect the Iranians. Each should govern themselves and respect each other. I have more to say...
John, London, England
In my opinion, (which hopefully is wrong) It is all about the security of Israel. As such, Israel will act by bombing the facilities (with US backing). The Iranians will retaliate & more crap, death & destruction will eventuate.
linz, Austrakia, Victoria
Iran will balance the Israeli nuclear power, just like Pakistan balanced India nuclear power. This will prevent wars. After all, USA would not dream of attacking Russia. If west wanted to prevent the proliferation of nuclear weapons they should have stopped Israel acquiring them. Once green light has been lit no wonder everybody is moving on this road.
Eva Jlassi, Worthing, UK
On the contrary, Israel has been severely aggressive against her neighbors and has denied the Palestinian people a right to life. She has attacked several countries and been at war with several countries. Iran has not, Iran can speak her opinion and she should be allowed to do this with threats from Israel like "All options are on the table" That is a threat, and considering that one of the options is nukes from Israel we in the world should consider that a threat. Iran on the other hand has not engaged in attacking country for over 200 years, that is longer then Israel has existed.
Anna, Logan, Utah/USA
The difference is Israel's neighbours have made it clear they want to see Israel wiped off the map. Israel has never said this of its neighbours. It must be easy sitting in Europe without an aggressor all around you to criticise Israel for trying to keep themselves alive.
David, Sydney, Australia
it's probably because US is going to make billion deal with Taiwan which is claimed as a provice by china. by the way I dont think US has any interests in middle east peace
li, dublin, irelnad
Ray Smith,
No one stopped Israel from weapons programs because they don't go around making threats to the western world like Iran does. Duh.
Mike, SF, CA
The sanction itself is totally ridiculous in nature. If they really want peace and security for mankind, why don't US lead to make a treaty to destroy all nukes on earth? I bet most of the nuke country would like that. Besides, how can you have the right to prevent a country from building their electricity power plant? Lastly, US did not act democratically for international affairs for quite some time while China acts more democratically in this regard. In my view, this is nothing but bully or wage a war.
george, hamilton, canada
China is an unrepresentative economy which steals many technologies from the west and manipulates its currency to destroy jobs in the west in favour of slave labour in their own country. They recently shot down a satellite, polluting the upper atmosphere with debris in a highly provocative move. They also bully any nation that so much as invites a Taiwanese official onto their soil. Let's not talk about Tibet.
So you have the Dictators in China and the Dictators in Iran (less people than in a local parliamentary party in one local electoral ward for a local council set in the UK) preventing the democratic will of half a billion Europeans and Americans on this subject.
The Chinese cannot block diplomatic sanctions on the one hand and then expect a mighty war not to go off on the other. In fact the chinese are playing into the hand of Neocons: 'You see? The Chinese are just blocking the democracies from acting, ignore them and apply import duties on them if they misbehave'.
Zen, London,
Can we also expect The US, UK, France & Germany et al, to extend economic sanctions on Israel for being in breach and defiance of more UN resolutions (none of which relate to its nuclear capability) than any other country on this little planet that we are all supposed to peacefully coexist on, or, are our so called political leaders playing their normal hypocritical game of double standards based on self interest? I never thought I would see the day when China & Russia would hold the moral high ground over the west
Kevin Sullivan, London,
What is all this fuss about, no one stopped Israel from building illegal nuclear power and chemical weapons.
NOT, a word was said.
We know who controls America.
Remember, one prime minister of Israel, said no Middle East country shall have nuclear power, WE WON DER WHY.
ray smith, Alicante, Spain
As always China (and Russia for that matter) will put its economic interests first. Ultimately western nations cannot allow a regime mired in the theological dark ages and led by an irrational madman to have nuclear weapons. It is in addition quite amusing reading the nieve views of many people on this forum. Yes, many Chinese are intelligent and business minded but their role in government policy is limited, it is after all a communist regime. One can hardly describe the Chinese government itself as rational, which is most aptly demonstrated in its actions towards Taiwan. Europe has in many respects led the way in dealing with Iran. European nations will not blindly follow the U.S. but take rational actions which are necessary to secure their own long term security. After all, Iran is a great closer to Europe than America.
David Lea-Smith, Edinburgh, U.K.
You can bet that the Russian's and/or Chinese do not wish Iran to have nuclear weapons, therefore if they're not cooperating with U.S/Israel, this just means they know something we don't...possibly that Iran's nuclear program are solely for peaceful purposes. Israel wants to attack Iran via U.S (Lobby) to continue its dominance in the middle east.
Mohammed, London, UK
This is hardly suprising. The Chinese are keen to let Iran and the West duke it out over the nukes. It keeps the US and EU busy while China bides its time, all the while looking like the 'moderate' one by stepping away from sanctions.
In reality, the Chinese don't care about a nuclear Iran one way or the other. Their interests are energy supply and keeping the Western powers distracted from Beijing's movements. The EU will buckle since they are about as stalwart in principle as a wet noodle. Gordon Brown will back away from the confrontational stance of Washington (doesn't want to be seen as Blair II) and the US will dither due to the election and primary focus on Iraq (unless Iran's presence there escalates).
Essentially, the nations left to deal with a nuclear Iran and the implications are its regional neighbours. These neighbours are VERY concerned since it would shift regional power. Alot of people (not just the Israelis) would be hoping for a repeat of Osirak.
Aaron, London, UK
Question one: is there anyone out there who thinks that a nuclear Iran is, on balance, a good thing for planet earth?
Question two: is the Iranian government likely to stop its enrichment program unilaterally?
Question three: what is the obvious conclusion of your answers to questions one and two?
Al Shaw, Bristol, UK
I am with you all Britain, France and USA uurah!
Peter, Orlando,
I don't know what is new about the approach West is taking now against Iran's national interest in particular or the world as a whole. The West has been âGOING IT ALONE" for hundreds of years. Like many examples (china, India, Pakistan, North Korea, Brazil, etc.) Iran also will inevitably tell the West to stay out of her business, "Enough is enough. This might not need to be with them acquiring WMD; it could come with global changes underway. British are already finding themselves unable to tell Indians Chinese what to do or not to do! "Savages" don't seem to be listening anymore!
Zal , Portland, Oregon, USA
Best wishes to Iran building its nuclear defences as deterent or future use against attack from USA/UK as happened in 2003 against Irak which brought death and chaos to that neighbouring country.
Thank god that both Russia and China are using their power and strength to influence an equitable and peaceful outcome.
Robert Thomson, London, UK
China is not in full support of sanctions against Iran?
Well, let's see: Iran got the nuclear technology from Pakistan, which got it from, uhm, let me guess, China?
So, why is anyone surprised that China isn't ready to crack down on Iran?
gary, austin, USA
Iran have won forever.
I'm sure that Iranian nuclear program is peaceful.
You must be relax and accept with it.
Taha, Tehran, Iran
A US/Europe only sanction without Russia and particularly China on board would effectively be a sanction on themselves. Iran certainly won't have trouble selling all its oil to China if needed, its the Europeans that actually has something to lose from any sanctions.
Meng, Toronto, Canada
It shows that China thinks for itself and does not blindly follow the US.By what right has the US to say which nation can and cannot have the right to protect themselves? Do they claim to stand alongside the Jews as God's second chosen people based on the New Testament?
Richard Scammell, Bridgwater, UK
Yesterday's report by the International Atomic Energy Agency (which is reported to be confidential) has also been reported as stating that Tehran has been cooperating with them. Could it be that the report has been made confidential to allow the security council members to interpet it as they choose without challenge? Could it also be that it really provides no grounds for further sanctions, and therefore China will not go, and perhaps Russia and Germany will not support their war-mongering fellow- s5+1 members either? Maybe we should look to Moscow for an honest interpretation of the IAEA report. After all, would Russia welcome a nuclear armed Islamic revolutionary republic in its back yard?
Jim Oliver, Hameenlinna, Finland
The Chinese are an intelligent, independent, and buisness-minded people. They say they will not agree to sanctions based on the report presented to them.
Our intelligence services in the past have "sexed up" their reports due to political pressure. Is this happening again? The Chinese are very good at gathering their own intelligence, much to the annoyance of the Americans now - i.e. the alleged computer hacking.
I think the Chinese are worth listening to.
Jack Target, Bromley, England
