India, China and Russia account for 40 per cent of the world’s population, a fifth of its economy and more than half of its nuclear warheads. Now they appear to be forming a partnership to challenge the US-dominated world order that has prevailed since the end of the Cold War.
Foreign ministers from the three emerging giants met in Delhi yesterday to discuss ways to build a more democratic “multipolar world”.
It was the second such meeting in the past two years and came after an unprecedented meeting between their respective leaders, Manmohan Singh, Hu Jintao and Vladimir Putin, during the G8 summit in St Petersburg in July.
It also came only four days after Mr Putin stunned Western officials by railing against American foreign policy at a security conference in Munich.
The foreign ministers, Pranab Mukherjee, Li Zhao Xing and Sergei Lavrov, emphasised that theirs was not an alliance against the United States. It was, “on the contrary, intended to promote international harmony and understanding”, a joint communiqué stated.
Their formal agenda covered issues ranging from Iran, Iraq, Afghanistan, the Middle East and North Korea to energy security, nuclear non-proliferation and trade. The subtext, however, was clear: how to use their growing economic and political muscle to prevent Washington from tackling such issues alone.
“In the long term, they feel that the whole structure of international relations has to shift in their direction,” said Vinod C. Khanna, of the Institute of Chinese Studies, Delhi. “What has happened is that quite independently they’ve reacted very similarly to recent international events.”
Mr Mukherjee said: “We agreed that cooperation rather than confrontation should govern approaches to regional and global affairs. We also agreed on the importance of the UN.”
Diplomats say that it is premature to talk of a strategic axis between the world’s largest and two most populous nations because they still have more in common with the West than with each other.
Delhi was close to Moscow in Soviet times, but has forged a new friendship with Washington. Chinese relations were soured by its border wars with India in 1962 and the Soviet Union in 1969, and by its arms sales to Pakistan. Russia appears keener than China or India to challenge American hegemony. But there has been a convergence of interests as each struggles to make the transition from a command economy to free markets. Since 2003 they have found further common ground in opposing the US-led invasion of Iraq.
One area of agreement is opposition to outside interference in separatist conflicts in Chechnya, the northeast of India and the northwestern Chinese region of Xinjiang.
Another is energy. India and China are desperate for Russian oil and gas, and Moscow is worried about its dependence on Western markets. But their most significant common ground is opposition to US military intervention in Iran. The joint statement did not mention Iran, but the three countries have taken a common stance in calling for a negotiated solution through the International Atomic Energy Agency. None of them wants a nuclear-armed Iran, but Russia sells Tehran nuclear technology and India and China need Iranian gas.

China and Russia as allies against the USA? No thanks. It is in India's interests not to read too much into this "multipolar" jingoism -I don't think India can never trust China. At least the USA is a democracy and Americans speak English -there's lot of synergy between Indian-US academics, research specialists and US culture/events have a daily impact on our lives; also so many Indian industries depend on American cooperation. By throwing in our lot with China (which invaded India in 1962), we risk being isolated in this world. While I'm all in favour of good people-to-people ties with China and Russia or any other country, India still needs the West much more than they need us. Look at Singapore, Japan, South Korea, Australia, New Zealand -all these countries are strategic allies of the United States and have been rewarded immensely to become first-rate developed countries. And what happens to "non-aligned India" we're still a third-world country behind all this superpowerdom baloney

The trouble with the world is that humanity's beliefs and systems of government still come from ancient views of understanding. At that time, religions and cruel centered anarchies were necessary to control a world which humans have no understanding. Now that we have a better understanding of who and what we really are from technological advances, we should face and accept the truth, be who we are - humans, do away with religions and few powerful rule to one of world wide cooperation. However, realistically this is an impossible task, unless a common threat finally forces us to do so.

the great problem with the world is it is broken up in nations. even though people are essentially the same, nationality provides a clan structure to organize people against each other. one that is perfectly acceptable.

in my country it was a caste system. brahmins, kshatriyas, vaishyas, shudras. the least favoured shudras were not to drink water from village wells, not enter temples, not even to let their shadow fall on a brahmin. in other countries, it was racism. blacks not allowed to vote, to live free, to own land, be forced to carry passes.
in todays world these passes are green and red books called passports. the harbingers of exploitation.

In response to 'avatar singh of India' ...with people like you and your beliefs - I ask myself, can mankind ever achieve a mutual understanding and peace. I find a lot of young people, like myself wanting to learn and improve on the problems existing in the world at present. We want to communicate with others less fortunate and many find empathy among each other when the prejudice created by the evils of the world are broken down. When will people stop judging others for what they are or where they were born start perceiving people to be who they are and what they believe in.

I think Johannes O'Dei is over reacting. The people of US are of course peace lovers but its the government that has an itch to poke into others matter. I personally feel the future is India and china. America can never be the peace keeper. USA failed in Iraq , but succeeded in getting control over oil. I will add to my last comment, that a world under the strong influence of China will be hell. As an animal rights activist, there is no country more obscene and heartless. The day will come when the world will look back on American dominance as the most peaceful in history. Already in my country(Australia) we are seeing Chinese influence(mining etc) and it is not good. There may be a world war coming up that makes the last 2 seem petty by comparison.

This article is nonsensical! Countries are not what are the problems with world power. It is the very wealthy families hiding behind the legally defined borders that work with each other behind the scenes in profiting off of the world's resources. My advice to you is get a history book on monarchism and arab-world dynasties and see how they have influenced the masses throughout history. The same english media and her agents in America were doing free propaganda for the girl and even before and after the trial were declaring the convicted girl innocent. It is the same media (B.B.C. And others of same punk types) who have all through last 15 years been doing propaganda against Blacks, Hispanic and what not, and have fully pushed for tough measures against drug takings on the basis that with drug scare a lot of Blacks would be (and have been) put behind bar for more than 15 to 20 years on trumped up charge of possessing !5 dollars worth of Hassis. British propaganda against Europeans races-- The same crowd who pushed U.S.A. Into both World Wars because otherwise England would have lost. It is the same crowd who asked for tough immigration measures against foreigners but have given free reign to English people to come to u.s.a. and work theatre without visa requirement. Those restricted against (from other foreign countries) are not only much more highly qualified specialists in their field but also they have much better standard of living than the English people who come to States. Those foreigners are mostly from elite school and are educated up to Ph.D. level while these english people are all non- PhDs. and almost all school failed. Very few of these english people are university educated. In fact England is a nation of plumbers and fitters. It is a progression from piracy and shop keeping. It shows in their accent that almost all of english immigrants to states are from plumber and fitter class. But they pose otherwise. they have created an accent only to show to Americans that they can sometimes Talk posh but it is a put on. actually they become posh only after they have milked America and taken jobs which would otherwise have gone to Americans. Besides their so called posh themselves have graduated from Pirates-turned _so called gentleman class. The upper class of England always have been pirate cum shopkeeper class. England never had aristocracy in the same the word aristocrat means. Aristocracy is in Italy, in Spain, In Germany, in France and other European nations. But the one country -england which never had true aristocracy talks a lot about that to impress Americans. Example-in all European countries There is a word to describe a lower member( let us say a starting point) of aristocracy-A Man who is mounted on a horse. Chevalier in French and Caballero in Spanish means exactly that. A man on horse. So is it in all European languages. but not in english. The equivalent word knight is not derived from horse
.It has been artificially given the same meaning. The reason is simple. In England there has never been a class of bloods (though they talk most of all people about it). Anybody could be and can be given entrance to their so called aristocracy. Mostly Pirates turned shopkeepers have been favourites to receive knighthood. It is not true of only pirate queen Elizabeth1 but is has been much before that bandit queen and it is true even today. The point is important. which shoes that English race never had class. In all European languages there is an equivalent word for` `Bonn Appetite``. Not in english. Because even after last 200 hundred years of ill-gotten money the English race never developed class to appreciate good food. In the same way english language( u.k.) has a lot of word for sensational and secretive kind but very few words to describe finer things in Life like Philosophy, arts, etc. The point being made is that English people must be prohibited from coming to States to get employment in lucrative jobs when their are more better qualified people in States and elsewhere. Because England is not only controlling American foreign policy but also its domestic and economic policy.
british infiltration into American Film industry-- How this state of affairs have come about? Why is a Hollywood film industry become an employment avenue for English parasites? Why for example even in a sci-fiction film is it necessary to employ 3 to 4 Enlish voice over? The provisos point about english race being one and only one in Europe without real blooded aristocracy was given for this very reason. Even TONY Curtis once said as to why is a high Roman supposed to speak in enlish accent and can not in american accent. When Cd-rom age came about 2 years ,there came about reasonably priced Encyclopaedias, lessons in Sciences like Physics, chemistry, geography and mathematics. Of course most of them were american. Initially the british did bring out high priced low quality( like most of british products) computer educational programmes. And the british media in unison urged the public to buy british products. First they said that british product though costly was better product. When that did not hold then the british media were saying that though american product was as good or even better ,who would buy american product because it did not give british bias rather american bias to things. They were saying that even about Physics and geography programmes. Later on they based that it had cute american accent and not stern british accents. they openly said that real english even in america should be what is spoken by anglo-saxon race in their homeland-that is england. In fact the british media were insistent that in britain one should buy american programmes only because it had american accent (irritating was the word used) and not till it was localized. Suddenly in a computer ,a global market where a particular accent in science matters nothing a new buzz word came into being-localization. The english media and their agents in america were active and pressurised the american company like Microsoft and etc to not only produce for u.k. market in england auto also for whole of non-U.S. market also to be produced in u.k. And they called ed u.k. edition world edition. Considering that in world only in last 50 years have people mostly learned english because of u.s.a. influence and they imitate u.s.a. accent ; it was a misnomer. But the real intention was to take job away from Americans and give the translation, and low tech but highly paid job to English race. In other words they grabbed american jobs. By the way if it was irritating and objectionable for an englishman to read and listen in american accent and bias then why is it o.k. for the rest of world to read and listen in shopkeepers accent? This thing happened in last 2 years so you can understand the process how the english shopkeepers and plumbers have taken away american` job in Hollywood and many others jobs. Many go there to be servants and pose as butler and au pair. Cant Americans not do it? In fact of all the different groups that has made america the immigrants from England have been not only the least educated and least cultured but also the most poor. In fact even Russian Jews who came to america in beginning of this century came with more money than the immigrants from england. It is only by such propaganda that they insinuated themselves in high position and got rich. anglo-saxon race is the Lumpen proletariat of america. Only by default of others has it become rich but could never got class. Let us see how the english race managed to exploit and are exploiting u.s.a.

The similar pattern would be repeated it it got empire by default and it would continue even after empire was practically gone after 1st world war and certainly after w.w.2. Soon before w.w.1 the Japanese had attacked and defeated Russia in naval battle. That was arranged and financed in London with help of German Jews who had settled in America. I really pity the ignorance of Americans on their History and Economics knowledge. The US economy grew only from the money it obtained from weaponry sales and debts during the world war2 and other wars it still fighting in the name of Democracy. Previously they gained profit from selling weapons, now by plundering oil from rightful owners. I think the point is that the US is now being seen as no better than Russia, China or India. As for 'ungrateful nations' (Mike , San Diego) Russia lost more people in WWII than anybody (and turned the tide at Kursk & Stalingrad before the Normandy landings). As for Jonathan (Washington), you may not have asked for anything in return but it still took the UK until 2006 to pay off the debt to the U.S. we accrued fighting the Nazis.

Some commentators on this article seem to assume that America and the west have a moral highground which gives them the right to dominate the rest of the world. It is perfecty natural for China, Russia & India to join together against what they perceive as American imperialism. Like many Brits I may not agree with the George Bush adminstration's view of the world but it is infinitely preferable to that of Russia and China with their records on human rights. China seems quite happy to cosy up with some grim African regimes and being a Chechen doesn't seem to offer much.

Most people are somewhere in between. We both want democracy to flourish, but Americans tend to go in guns blazing whilst we would probably want to give diplomacy a bit more of a chance. Only in retrospect can one judge what was the right or wrong attitude in any given situation.
Bottom line, for all it's faults, I would rather be with the US than against it.

I believe most of the problems occuring in the world hit the USA so hard because we need to have control, but nobody seems to care about control within our country. I am very glad to see that other powers are taking a stand. World politics should not revolve around one main power. Global politics were more balanced even during the cold war because of the power struggle between West and East, of course those were scary times and no-one wishes for that again. But if we have several equally heavyweight powers such as US in one corner, europe in another and Russia, India and China it will create a more balanced world. It's funny that on the one hand the world fears our strength and tries to limit us whenever possible, and on the other hand they are the first to look for aid when threatened. I'm not too happy about my country's current foreign policy. But to read that these three ungrateful nations are ganging up on us makes me angry. Russia and China wouldn't even be around had we not rescued them from Germany and Japan during WW2. And we should never forget how India sided with the USSR during the cold war. To think that the only reason that China and India are experiencing such economic growth is as a result of importing all their junk into the U.S. and because of "American" companies exporting our jobs.
All we need is for the average American to realise how we are loosing our place in the world, and how these nations are planning to take us over, not militarily but economically. However, the EU, after it works out some of its problems, could be and is a major competitor for the US. Nations forming coalitions is nothing new, and isn't necessarily, in fact isn't likely, a reaction to George Bush. It is good move for the nations involved. A coalition like this will carry a big stick, but whether such a diverse group can achieve meaningful solidarity is another thing.

This is exactly why you will see America fall from power. We are so worried about the almighty dollar and executives from major corporations making 20+ million dollars a year is the norm. We are sending our jobs to India, China and in the mean time they are building alliances against us. I work for a very large company that offshores work to India and we have many security processes and control of our equipment in their hands. We don't care because it supposedly so much cheaper and the executives get to make more money and bonuses. They dont care about this country and only want to expand. When these alliances decide to act against us, we have no one to blame but our greedy executives. We are putting our technology and companies in the hands of other countries like India and China while these countries are building alliance militarily against us. WAKE UP!!!!!! I'm a middle aged white Westerner, but having spent time in China I can attest that that country's social fabric and family values are superior to what normally passes for them the selfish West.
The USA contributes much that is good to the world - I remember being very moved by the sight of that Red Cross ship sailing into New York harbour after 9/11, considering how often it had sailed out filled with your generous donations for suffering people in other countries - BUT: you need to know that your increasingly belligerent and out of touch attitude in the wake of your Cold War 'victory' demands that other important countries, such as those named, must begin to make themselves heard.

I am an American and before the end of these comments many in America will have already classified and categorized me. I wish to remain a soveriegn nation who remains for the people and by the people, not a nation under international law, but not a nation that is an island to itself. Now alternative life styles are being forced, not only through the school system but also through the television. Why can't people just leave each other alone? Why does it have to become law? I don't have any problem with countries gathering together to promote greater understanding and, frankly, if the US is always included on the guest list at meetings this leads to infantalization, a sad state that's too often on display in international politics these days.
It's not all about the US and it shouldn't be. One salient fact remarkable by its absence is the official US reaction to the meeting. Russia is moving to make itself a world player once again. Remember, that Russia may talk about nuclear non-proliferation, but they just agreed to enrich uranium for Iran and are major exporters of arms throughout the world. Combine that with a stranglehold on the natural gas needs of western Europe, and Russia has a huge amount of influence. If India and China make deals concerning energy purchase, Russia will begin to have a stronger say in world politics.

To be sure, other nations have their problems (the UK, the Blair government and the damning UNICEF report on children) but in my travels I've observed that lorry drivers in small Canadian towns have more sense than elected officials in the United States (nevermind their numbskull constituents). I wouldn't invite us to an international discussion, either, and would feel great if China shut off trade for a few weeks (bye-bye Wal Mart), to follow up on that casual downing of an old satellite.

Might the problem more likely be a KGB colonel in charge in Moscow that perhaps didn't buy into the "I Love the USA" that apparently everyone else did in Mr Smith's pre-Bush world. Then again, several have posted the desire to see "any alliance" to counter the US. We've had some of those...Hitler-Stalin comes to mind...but hey, they were just leading the struggle to stop the Evil British and Americans. There are lots of fun alliances I think would bring true world peace. Some "non-aligned" enlighted leaders like Robert Mugabe and Fidel Castro (they could join up with Kim Jong Il and share some swell stories about the liberation struggles against the UK/US and how free and prosperous their peoples are now).

There is a power at work that is neither national, nor religious. It is restrained by neither morality, nor religion, it maintains no standing armies, has no allegiance to people or place and it has been working ceaselessly and tirelessly for centuries in order to achieve its ends.
Bush is no more the engineer of the current catastrophe than Hitler was of the last one, they are simply the targets upon which the global elites have pinned a bullseye and it is the human populations once again that will pay the price for our deliberate and unconscionable ignorance and cowardice in standing up to them.

I think this article is proof that the US lacks the actual "absolute power" that you describe Mr. Sullivan. If the US had absolute power the conflict in the middle east would long be over, most likely ended with forced cooperation from Russia, China and India. The conflict is not over.
Another point you failed to derive is that Russia, China and India agreed on outside interference on separatist conflicts. (A country trying to flex its own power within its borders.) Just as two companies closely at odds have to dump ALL their resources into countering their competitors bid for a larger share of the market, so too does one nation have to be more restrictive with ITS generosity but instead gear its efforts more to a balanced relationship.
In other words, the more the US has to share influence around the world with another nation (or two or three), the less money the US will be able to send to Africa to fight AIDS, send to moderate governments in the Middle East to stem the tide of extremism, the less (thats right less) caveat the US can be about CO2 emissions. People argue that shared power promotes dialog and thus is a great thing as if compromise will always result in a better conclusion. But THINK about it, a compromise between the idea that All men are created equally and I have a right to own a slave resulted in a black man, legally, being 1/3 of a man (that ratio might not be historically accurate, but the point still holds true). Is a compromise between the most generous nation on the planet (the US) and the two most closed societies (Russia and China) going to result in a better conclusion? I would put forth to you that the answer is NOT for the children of Africa (and many other nations).

The USA became so powerful because of its economic succes. Captialism works! Ultimately, these three countries are desperate for resources and commerce, of which the US can help. Frankly, I believe Putin is out for some cold-war payback and is looking for some help to get the job done.
I would agree the US should minimalize their seemingly emperialistic ways and seek collaboration among other nations. However, there is a huge coalition in Iraq now, albeit with smaller nations.
Iran is, IMHO, doing a lot of posturing. The Iranian people would be wise to toss out their president and seek a more peaceful leader, one who doesn't continue to fan the middle-east flames.

People are dying - tell me what countries are making a difference? (insert cricket noise) Sure - we are so corrupt and need a counter balance. The counterbalance will be this - US actually tries to help - the counterbalanced "nations" will stand in the US's way to prevent anything from happening. So they let the conflicts get worse, allow Iran and other to develop nukes, and soon - kaboom on US soil. That's a great strategy........real safe also. So i guess you would rather prosecute the rapist AFTER raping your kids. After all - your strategy is sit by and react afterwards - don't try to prevent it.

1) The US needs to continue to strengthen our ties to India and Japan, who are natural counterweights to China in Asia.
2) The US needs to realize that Russia has recovered from the collapse of the Soviet Union, is now run by a dictator, and desires to return to a superpower position.
3) China will go to war over oil, and will stop at nothing to ensure that its oil supply is strong.
4) In response to Kevin Sullivan's post, does he really think that it is in England's best interest to have Russia and China running the world? Its amazing how weak Europe's stomach has become since WWII ended, its as if all their brave men died in the conflict. I expect such a response from the French, but not the English or Germans.

Long term, I have been expecting Russia and its political allies to officially challenge Zionism, the most powerful influence in the world, specifically in the United States and Europe. This news article is good news for those wishing such a move. Personally I think that Zionism is doomed to failure, but before its funeral, many millions of people will be sacrificed to its alter. Ironic that in the end result, when all that is hidden has been revealed, a true holocaust could result. Ironic that the former Soviet Union and communist China could be the saviors of the West. Phil is right. In addition, despite numerous flaws, the US has built an enduring freedom and a system that has stood up to many historical challenges.
It is analogous to the user and the developer: the user of computing devices is touted by the media as being so technically savvy - when it is actually the developer who built the system who is the savvy one! Almost anyone can be a user. Big deal.
These countries are riding on the coattails of the nations (including, of course, the UK) which developed technology and free markets, etc. - and using the money they generate from the US to do it! And the US continues to allow a most unfavorable trade balance that is a result of China's unfair trade practices with the US and its prejudicial monetary policy.

You have a zero, or negative, native population growth, bloated welfare societies, and the utter inability, and unwillingness, to defend yourselves. 20-30 years from now your societies will be unrecognizeable. The U.S. will continue to lead the world in innovation, wealth, strength, and determination. I have no problem with countries that want to work together to ensure that all peaceful means are utilized to solve issues such as Iran. However, I have a big problem with those who use the disguise of peaceful intentions in order to profit. Iraq's "Oil for Food" program was an example of just that. Two countries that used this United Nations program for profit was Russia and France who also were, and still are the biggest critics of the Iraq war. Russia is pushing for a stronger United Nations because they know they can make huge profits even if it means the inhumane suffering of millions of people such as the people of Iraq.

I welcome the interest of other nations to actively engage in more than just political blather as it applies to the big issues of the day. Talk is one thing - but any type of commitment to back up that talk (this does not just mean militarily) has been severely lacking from anyone besides the US. Saying they support a strong UN appears to be more of the same - just talk......as the UN is committed to no-action. Even their guiding principles on the big issues of the day would be welcome.
Take a stand on something ..... anything .... and provide a leadership vision on that stand and then we will know that perhaps this is something to be excited about.

As a U.S. citizen I welcome the country having to follow international law and abide by the U.N.'s decisions. I'm tired of being imprecated by an irritated globe for living in a misbehaving country. It benefits the people of the United States for our nation's actions to in some way reflect the ideologies of its citizenry, as it is now falsely assumed to be. But then, wasn't it a certain propaganda minister from the 3rd reich purportedly saying that the people can always be made to support their leadership's decisions creating the appearance of popular consent?

Thats great of them, we need less U.S and more U.N. the iraq war was neccessary, but botched, it removed a strongarm dictator, but has its major flaws. What would happen if the big three turned to the U.S. and said...well we'll disarm all our nukes, dispose of them safely and encourage others to do so, would the U.S. agree...i think not. A more multi polar world is what is needed, with trade alliances instead of boycotts, peace treaties instead of armed responce. BUT the instability in the middle east will never allow this, wasnt it a month or so ago when Israel was threatening to unleash tactical nuclear warheads on Iran, holy wars and people who userp their "faith" for violence cause the problems the U.S. is trying to tackle...fair play to the three for saying "wait a minute, let us have our say" hopfully this can only be a good thing.
