The US House of Representatives defied the threat of a veto from President Bush today by passing binding legislation requiring the withdrawal of all American combat troops from Iraq by August 31, 2008.
At the end of a bitterly-contested debate, the House voted by a narrow 218-212 margin to pass a $122 billion war funding Bill on the condition that US combat operations ceased before next September - or even earlier if the Iraqi government fails to meet benchmarks such as improving security.
The decision triggered a swift response from Mr Bush who warned its only consequence would be to “delay vital resources for our troops” and “score political points” for the Democratic majority in Congress. This sets the stall for a constitutional show-down between Congress and the White House which could possibly see funds for the war drying up.
But today’s vote was a personal triumph for Nancy Pelosi, the Democratic House Speaker, who immediately declared it was time for the White House to take heed of the mandate her party received in November’s mid-term elections.
“The American people have lost faith in the president’s conduct of this war. The American people see the reality of the war, the President does not,” she said.
Ms Pelosi had invested huge amounts of time and political capital in persuading reluctant Democratic members of Congress to back the Bill. Liberals were unhappy with voting for additional war funding while some conservatives felt setting a “date certain” for withdrawal went too far.
Today a total of 14 Democrats voted against the provision, far fewer than had once seemed possible. This was partly because of the insertion of $21 billion-worth of sweeteners - including aid for spinach and peanut farmers - into the war funding package.
But the legislation faces an uphill battle to survive a second test in the Senate which is next week due to debate a similar - if non-binding - resolution and where the wafer-thin Democratic majority falls short of the 60 votes needed to ensure its passage.
Mr Bush has, in any case, vowed to veto the Bill if it reaches his desk. Today, he was grim-faced as he appeared alongside servicemen and their families at the White House to say the measure has “no chance of becoming law”.
He said: “The Democratic majority in the House, in an act of political theatre, voted to substitute their judgement for that of our military commanders in Iraq.” The measure, he added threatened “to undermine the progress our troops are making on the ground” with the surge of up to 30,000 more soldiers.
Tony Snow, the White House press secretary, said if a clean war funding Bill had not been approved by the middle of next month, conditions for troops would start deteriorating because “the money’s running out”.
This would include suspending rotation and replacement of those serving in the battlezones. “It’s going to degrade the quality of life for soldiers and families at home stations, including upgrades for barracks, dining facilities, also recreational facilities. And it’s going to stop the repair of equipment, such as tanks and Bradley fighting vehicles,” said Mr Snow.
The White House is calculating that in any stand-off with Congress, the Democrats will blink first because they cannot risk being seen to undermine US troops.
Professor Christopher Deering, a constitutional expert at George Washington University, said: “There is no way the Democrats will continue to hold up Iraq war appropriations after a presidential veto because they will not want to have it on the record that they are denying funds to the troops.”

If conditions are so precarious that this bill seriously undermines our ability to prosecute Bush's war strategy, then I submit his strategy is only hanging by a thread and is just one more reason to bring the troops home now, rebuild our army, refurbish our equipment, guide the Iraqi civil war with advice, not guns, and refocus on the true threat to world security posed by radical Islam.

It's about time we take a serious look at moving out of Iraq. I've been there twice and it's time to give the country back to those we took it from. We are spinning our wheels in Iraq dieing for a country that won't stand up for themselves in the first place. If we spent a few billion on alternative fuels we would all be safer and wiser at the end of the day. Iraq has oil which we and our few allies need. If we loose our dependency on it, we are all the wiser and safer. Other than oil, the Middle East has sand and we dont need sand.

How are they going to fund our Military with Equipment they need to help them win this war, as they are still there. What part of this bill did they add to give money to Farms that needed money? How many did they talk to, to promise what they need. I thought the House and Senate were not going to unnecessary money. If it wasn't for Clinton and his administration, they would not be short of equipment and vehicles that they need to protect them.

Having an engineering background, I find it very difficult to judge someone else's decisions unless I know all the facts that led that individual to come to the conclusion they did. To do otherwise is, in my mind, simply irrational.
In the entire world there is no person in with more information at his disposal than the President of the US. I find it curious how many people, from the common person on the street to Senators, who play the Monday morning quarterback game with the decisions of the President.
I certainly do not expect a daily security report from the Intelligence community to be broadcast each morning to the entire world so we can be able to criticize the President, nor do I expect a briefing from his economic advisors to judge if his economic policies make sense.
I think that if we were to review our knowledge base, NOT OPINION BASE before judging the Presidents' decisions there be a lot less criticism.

I do believe that this is the best way to "Support the Troops". We will bring them home so that they won't die in some war that is lost already. Bush and Co. lost this war when he failed to bring in the necessary troops at the begining to keep the peace and then he disbanded the Iraqi army as well. All the experts agree a 30,000 troops surge isn't going to help anything!! The whole war was based on a pack of lies anyway. I think it would be sad to die in a war that in 20 years or so children will be asking their parents what this forgotten war was about anyway. Pull the troops out now!

Hurray! Finally a first step towards sanity! Four reasons why:
1. At a price of at least $100 000 a minute, the Iraq war has a price tag no one can afford.
2. A US occipied Iraq is nothing but a summons for would-be and aspiring terrorists everywhere to get to Iraq to hone their skills. No Iraq occupation, one less raison d'etre for terrorists. Dismantling the prison at Guantanamo Bay is a logical next step.
3. If something is a mistake, or is not going as planned, its sheer insanity to keep plugging away, in the demented hope that somehow "things will get better"! Much preferable tis to admit the mistake and make an attempt to correct it.
4. The new gobal concerted effort must be towards keeping our planet habitable for everyone. I'm not clear how perpetuating the Iraq war helps keep our planet livable.

The Brits need to better understand American politics. This was a loss for the left wing of the Democratic party, not a win. The bill that passed, supports giving billions of dollars toward the war in Iraq. Of course, it won't pass the Senate, and if it did, it would be vetoed by the President. I love being an American and today I am very proud of the Congressional Democratic Leadership. There is finally going to be some oversight on how money is spent. The "pork" in the funding bill highlights emergency spending that the Republicans failed to address in the 109th congress. Fear and smear tactics have kept so many Americans in lockstep mentally. Hopefully, they can free themselves long enough to examine where this Republican Administration has lead a proud country -- into a very deep hole. Good show, Democrats! Stick to what you know is the right thing to do.
